Information Systems for Crisis Response and Management in Mediterranean Countries

The objective of this research approach is to analyse in which ways crisis management measures against Classical Swine Fever (CSF) can be improved by a public private cross border model. A core activity contains the analysis of information and communication systems: In a case study it has been empirically analysed if a sufficient supply of public and private information enables crisis managers at both sides of the Dutch-German border area to take decisions about CSF control more efficient. At the end of this approach a new crisis management model had been developed. One of the most important aspects thereby is the assessment of data: (1) within private quality management systems in normal times according to the benefit for public management tasks in times of crisis and (2) within public crisis management systems according to the benefit for cross-border CSF-control activities. To this effect two different methodological approaches have been combined within the model: (1) a method to identify and illustrate public actors and their options in crisis management decision making and (2) a system of communication and information exchange between public and private as well as Dutch and German actors (engage& exchange model) which permit to collect and to evaluate data in addition for a predefined time period are activated.

Crisis management (CM) systems today are gaining more importance than ever before because of the increasing number of natural and manmade crises. However, there is not a unique worldwide CM policy; the systems are different in every single country as exemplified by even developed European Union member countries that apply different systems. Defining the characteristics of four EU countries may give an idea in understanding the various public administration perspectives and their effects on CM systems. This paper explains the crisis management systems in Germany, Spain, the United Kingdom, and Turkey and also provides relevant CM case analyses from those countries.

The International Journal of Information Systems for Crisis Response and Management, IJISCRAM, has a goal of promoting quality research into information systems, IS, for crisis response and management. Unfortunately, this research doesn’t lend itself well to the traditional positivist quantitative research methodologies considered quality research by main stream IS researchers. Instead, our methodologies focus on qualitative and action research methods. This event report, on the Golden Phoenix exercise, is action and experimental research. Action research as all the authors were participants in the exercise. Experimental research as the exercise itself was a live world laboratory for testing various IS, sensor, and other technologies supporting crisis response.

In the context of increasing instability in the global economic environment and heightened competition, the issue of effective crisis management has become particularly relevant for businesses. The traditional division of crisis management approaches into proactive and reactive strategies creates a certain dichotomy in management theory and practice, often leading to the preference for only one direction in a company's management system. This narrow focus can limit the ability of organizations to respond to multifaceted crises effectively, necessitating the development of more integrated approaches that balance prevention, preparedness, and recovery measures. Purpose of the study. The purpose of the study is to systematically analyze the evolution of the concept "crisis management" through the prism of changes in economic, social, and political conditions, and to refine its content, taking into account the transformation from the traditional dichotomy of "proactive-reactive management" to more comprehensive approaches that consider the multifaceted nature of contemporary challenges. Methodology. The study is based on a systematic analysis of scientific approaches to defining the concept of "crisis management." Comparative analysis methods are employed to identify differences between proactive and reactive approaches, while synthesis methods are used to formulate a comprehensive approach to crisis management. Systematization and generalization methods are applied to structure the specific features of each approach. A retrospective analysis is conducted to examine the evolution of the concept over time and identify trends in its development. Structural-functional analysis is used to study the components of the "crisis management" concept and their functional interrelations. The research encompasses the analysis of 33 definitions of "crisis management" from Ukrainian and international scholars over the period from 1993 to 2022. Results. The study reflects the gradual transition from classical approaches to crisis management, primarily focused on response and recovery after a crisis, to more integrated modern approaches. These encompass crisis prevention, preparedness, active response, and effective recovery, forming the basis for refining the content of crisis management by shifting from the traditional "proactive-reactive management" dichotomy to more comprehensive approaches. Scientific novelty. The scientific novelty of the study lies in identifying key changes in the understanding of the "crisis management" concept. This allows for tracing current trends in contemporary research and refining the concept of crisis management. Unlike existing approaches, the refined concept involves the simultaneous application of proactive and reactive management tools depending on the type, scale, and predictability of crisis phenomena. Practical significance. The developed theoretical and methodological propositions regarding the evolution of the "crisis management" concept will contribute to the development of more flexible and effective management systems. These systems are capable of integrating proactive and reactive approaches to crisis resolution, optimizing resource allocation between preventive and reactive measures, and enhancing the resilience of enterprises to crises of various types and scales.

The article reveals the main features of the European Union crisis management system and outlines the endeavors undertaken to improve it further by introducing a more proactive approach through enhancing the response mechanism and expanding the capabilities for prevention, preparedness and resilience. The article highlights the ability of the EU crisis management to meet the challenges of the security environment and respond to different scenarios, including overseas political-military crises having a strong impact on various aspects of common security. Furthermore, the article explores the capabilities of the Union to conduct military and civilian missions and operations within the Common Security and Defence Policy (CSDP) and analyzes their specific contribution to international peace and security. The article underlines the importance of self-reliant strategic airlift as a token of strategic autonomy and a provider of flexible mobility options. It goes on to argue that matters of strategic air mobility should be addressed along with the concerns preventing the use of the EU multinational battlegroups so far. Then, the article identifies the Strategic Compass, due to be adopted in 2022, as a platform for a common strategic vision for the Union’s security and defense priorities, a sound basis for consensus on future response options and a facilitator for further integration of the military component of defense into the EU crisis management system. It also maintains that increased responsibilities would impose higher requirements upon the key elements of the crisis management process. The article points to intelligence as an integrated effort supporting CSDP military and civilian missions. Finally, it suggests three main approaches to the development of the European crisis management system and concludes that the main goal should be reinforcing the role of the EU as one of the pillars of international peace and security.

Improving our knowledge of and capabilities to handle disasters and crises is not simply a matter of more information processing and more reliable communication and computation. It needs the exchange of information between many different scientific and technology disciplines and a much better understanding of engineering complex C4I systems-of-systems. This discussion paper will address the need for and purpose of an international community and how to obtain focus and transfer of scientific results.

The aim of the article is the study of presumable and real causes of the crisis, the factors that cause it, its signs and consequences that deteriorate the normal conditions of the enterprise functioning. Research methods used in the process of writing the work include general and special methods. From general research methods the following were used: deduction (when constructing the structure of work in the logical interconnectedness and unity, as well as the interdependence of its components), induction (when forming general conclusions of the study), abstract logic and synthesis (when clarifying the interpretations of the categorical tools of crisis management), analysis (in the development of classifications of crisis phenomena, in the study of trends in restaurants crisis management, in processing the results). Special methods used include factor analysis, computational analysis and method of comparisons, tabular and graphic, economic and statistical correlation analysis, forecasting methods (in justifying the prospects of institutions) restaurant business after the cessation of the spread of the coronavirus pandemic) and other methods of studying economic and managerial processes and phenomena. This paper investigates the system of restaurant crisis management and defines its essence and main components. It also considers necessity and relevance of crisis diagnostics and monitoring of restaurants activities and operations during different crisis lifecycle stages. The present work includes a comparison of foreign and Ukrainian experience, as well as the practices of crisis management and reorganization, state regulation in the realm of bankruptcy. It establishes the main external factors of unprofitable activity of restaurant establishments. It determines that the innovation policy in the crisis management process is one of the main tools that contributes to the exit of the establishments under study from the crisis and increase their competitive positions in the market. The current study presents a generalized sequence of crisis management strategic goals implementation. It identifies the phases of the crisis development and the stages of the crisis lifecycle in the restaurant business. It shows the developed structural organisation of restaurant establishments under the influence of the anti-crisis action program. Also, it presents specially developed proposals to reduce electricity costs in the restaurant business. This research offers motivational components that are recommended for introduction into the establishments activities and presents the structural model of restaurants activity crisis management system.

This article discusses the employment of unmanned aircraft systems in crisis management in Poland after 2007. The conceptual framework and organization of crisis management in Poland is presented as an introduction to further discussion. This article then analyses capabilities of various categories of unmanned aircraft systems taking into account specific requirements of crisis management. This article also points at preliminary lessons learned from employment of unmanned aircraft systems for crisis management in Poland in recent years. Due attention is paid to missions and the organization of employment of unmanned aircraft systems in crisis management operations. Perspectives of employing unmanned aircraft systems in crisis management are presented in the final part of the article.

This research conceptualises and validates a design theory for developing Community Collaboration Support Systems (CCSS) to enhance supply chain (SC) resilience during crises. We constructed a knowledge base to derive kernel theories, following the Design Science Research (DSR) methodology. Utilising exploratory and confirmatory focus groups as the primary data collection methods, we refined and validated the proposed CCSS design theory, ensuring its robustness, applicability, and validity. This study not only contributes to the field of information collaborative systems through the theoretical conceptualisation of CCSS theory but also provides practical insights for researchers and practitioners, fostering advancements in crisis management and community collaboration support systems.

A service oriented architecture for decision support systems in environmental crisis management

The paper presents overview of selected methods and tools of crisis management and compare their steps with steps of systems methodologies from high-level perspective. It is aimed to the methods and tools that comprise systems methodologies - hard and soft. Author focused on analysis of selected tools that are used in disaster management. A comparison of the steps of crisis management methods and systems methodology was done. Based on this comparison, it is possible to point out that systems approach already exists in few of methods of crisis management. The main finding is that only one method of crisis management creates and develops model that helps to abstract the decision. The main benefit of the article is to spread knowledge of systems approach in crisis management.

The growing environmental risks and their destructive impact on the socio-economic development of communities make this topic highly relevant, requiring a fundamental rethink of crisis management approaches. This study aims to improve the scientific and methodological principles of organising crisis management measures in local communities by taking the environmental component into account. Principles of ecosystem analysis were applied to understand the relationships between environmental, economic, and social aspects of crisis management. Structural and functional analysis was employed to systematise crisis management tools. A comparative analysis of international experience in attracting investment resources for environmental projects was also conducted. The main hypothesis assumes that integrating the environmental component into all stages of crisis management increases communities' resilience to crises. The research methodology included analysing statistical data from international organisations on environmental disasters and their consequences. Systematisation and classification methods were employed to develop a typology of anti-crisis management tools. Comparative analysis methods were employed to study international experience. A critical analysis of international financial instruments for environmental projects was also conducted. Five principles of crisis management were formulated: prevention; systematicity; participation; adaptability; and sustainability. A model of anti-crisis management incorporating an environmental component was developed. Tools for implementing crisis measures were categorised into four groups: organisational, financial and economic, informational, and technological. Key international investment instruments for financing environmentally oriented programmes were identified. The theoretical significance lies in expanding scientific knowledge on integrating environmental aspects into crisis management theory. In practice, the developed approaches can be used by local governments to increase resilience to environmental crises. The study's scientific novelty lies in developing a comprehensive crisis management system with an integrated environmental component, and in systematising international investment instruments. Prospects for further research include developing a system of performance indicators and creating models for assessing the investment attractiveness of environmental projects. However, the study is limited by an insufficient analysis of institutional barriers to implementation.

이 논문의 연구목적은 국가위기관리체제의 문제점을 비판하고 그에 따른 효율적 방안을 제시함으로써 국가위기 관리체제의 발전과 국민안전증진에 기여하는 목적을 두고자 한다. 이 연구를 위해 국가위기관리의 법체계와 조직 체계를 조사하였으며 지금껏 연구된 논문과 기사 자료를 활용하는 방법으로 연구를 수행하였다. 또한 이 논문의 연구결과 는 현행 위기관리 조직 체계는 일부 조직을 통합적으로 정비하고자 하는 노력이 있지만 근본적으로는 통합적 위기관리에 실패하였으며 현행 법체계 역시 법령의 다원적 분산으로 인해 국가통합위기 관리에 저해되고 있음을 확인하였다. 결론적으로 통합적 국가위기관리 조직 체계의 구축을 위하여 국가위기 관리부를 신설해야하며, 법적으로도 통합위기 관리를 위한 통일적 법령체계 구축을 수립해야 한다.The purpose of this paper is to contribute to the development of the national crisis management system and the enhancement of public safety by criticizing the problems of the national crisis management system and presenting efficient measures accordingly. For this study, the legal system and organizational system of the national crisis management were investigated and the research was carried out in a way that utilizes the research papers and article data. In addition, the research results of this paper confirmed that although the current crisis management system is trying to integrate some organizations, it failed to manage them fundamentally, and that the current legal system is also impeded by the management of the national integrated crisis due to the plural distribution of laws. In conclusion, the government should establish a national crisis management department to establish an integrated national crisis management system, and legally establish a unified legal system for integrated crisis management.

The study aimed to show the role of human resource governance in crisis management by examining the relationship between it and crisis management. The study used a questionnaire as a means of collecting information, as the study population consisted of employees from PEYRISSAC Company. The study sample was selected to be total of (200) employees from PEYRISSAC Company on the basis of a random sample. The results of the study showed the following: the presence of a statistically significant relationship in improving the effectiveness of human resources and crisis management, the existence of a statistically significant relationship in the effectiveness of continuous improvement in crisis management, the existence of a statistically significant relationship in improving the organization of work in crisis management and improvement in effectiveness in managing Crises, the existence of a statistically significant relationship to improve effectiveness in crisis management and administrative capabilities. The study contain in set recommendations, including: Governance is an important issue for all organizations, especially in our current era that is prone to financial collapse and economic crises, the need to develop an appropriate structure and distribute administrative tasks to employees, which are the most important pillars in which the organization succeeds, in addition to the need to pay attention to good planning and the participation of workers in developing future strategies, In conclusion, the research was able to shed light on all aspects related to the topic "The Role of Human Resources Governance in Crisis Management". Managing human resources and the means and methods by which crises can be avoided and how to deal with them through the use of some previous studies and benefit from the results of studies and their inclusion in the current study.
