Is crisis management and its tools based on systems methodology

The relevance of the research of the tools of anti-crisis management at domestic enterprises and the prerequisites for its optimization in conditions of systemic financial and economic crisis and military conflict are substantiated. The structure of the anti-crisis management system and peculiarities of choosing the anti-crisis management toolkit are defined, which includes tools for identifying the crisis at the enterprise, tools for developing anti-crisis management decisions and tools for assessing the effectiveness of adopted anti-crisis management decisions. It is substantiated that the concept of anti-crisis management determines the relationship between the components of the "reactive" and "preventive" character in the anti-crisis management system, the role and place of the anti-crisis component in the general strategy of enterprise management. The concept of crisis management should take into account such features of the enterprise as: size, industry, methods of capital formation, stage of the life cycle of the enterprise, types of production and financial strategy, market position, types of risks inherent in this enterprise. The tools of crisis management at the enterprise are investigated within two large groups: diagnostic methods and methods aimed at overcoming the crisis. The tools of crisis management are considered in terms of the stages of crisis at the enterprise. The priority of preventive measures in the anti-crisis management system has been determined. The model of anti-crisis management tools is proposed taking into account the factors of crisis, stages of crisis, tasks of anti-crisis management at the enterprise. Therefore, during the study, stages, crisis factors, the structure of the crisis management toolkit, which includes both tools for diagnosing the crisis state at the enterprise and directly tools for overcoming the crisis, which can be the basis for optimizing the crisis management system at the enterprise, are determined.

The present policy brief draws from an empirical dissertation research, which took place during the outburst of the Covid-19 pandemic, in Athens, Greece. The main assumption of this interdisciplinary work is that Greek government’s Covid-19 emergency communication and crisis management approach (during the first wave of the pandemic) can be described by the Pragmatic Complexity Communication Model (PCOM), according to which communication involves an emergent complexity of reciprocal relationships and levels of interaction. This assumption is examined and validated through a qualitative research process, using an online open-ended questionnaire and focusing on a group of government officials and a group of correspondent journalists. The subsequent analysis also highlights the intimate links between government’s emergency communication (and crisis management) approach and the so-called “reformist culture”, that is, an extrovert, pluralist and anti-populist way of government, emphasising preparedness, collaboration, consistency, coordination, trust and community. This results in specific policy considerations and recommendations regarding governmental Covid-19 response in general.

This book contains the refereed proceedings of the First International Conference on Information Systems for Crisis Response and Management in Mediterranean Countries, ISCRAM-med 2014, held in Toulouse, France, in October 2014.The aim of ISCRAM-med was to gather researchers and practitioners working in the area of Information Systems for Crisis Response and Management, with a special but not limited focus on Mediterranean crises. These include political crises, economic crises, natural hazards, and fatal industrial incidents.The 15 full papers included in this book were carefully reviewed and selected from 44 submissions. The contributions are organized in topical sections on supply chain and distribution; modeling and training; human interactions in the crisis field; coordination and agility; and social aspects in crisis management.

PurposeThe purpose of this paper is to explore responsible leadership and crisis management. Many sectors and economies have faced the stark effect of coronavirus; however, the damage done was felt more in some areas than others. Cruise tourism is one such sector dramatically affected, as it ground to a screeching halt in March 2020. This has led to crisis management, as passengers, cruise-line crew, large cruise companies and governments were now faced with a new reality as countries around the world closed their borders. This article aims at discussing in detail how responsible leadership, in the small island of Barbados, championed a response to support the cruise tourism sector and assist in managing the crisis.Design/methodology/approachThe author conducted a literature review on the current knowledge relating leadership and crisis management. Thus building a better understanding in the field and identifying gaps for making new arguments for best practices of leadership development in crisis management established in the cruise tourism sector. The author gave viewpoints based on the leadership style of the Prime Minister of Barbados.FindingsResponsible leadership is a style that has been best observed as one that emphasizes a commitment to the common good and provides a constructive societal impact. With this approach, the leaders navigated the uncertainty surrounding the crisis and provided fresh hope to future plans. Thus, the coronavirus was perceived in a positive way, producing opportunities for progress and change.Research limitations/implicationsBy developing an understanding of traditional leadership theories, it provides a framework for the adaptation of responsible leadership approach in crisis management. Moreover, the practice of responsible leadership in this COVID-19 era is shown to be crucial to crisis management and enhancing performance. Limitations on viewpoint are based on the author's philosophies.Practical implicationsThis paper provides a better understanding of the principles surrounding leadership and fashions a framework for discussing responsible leadership from a crisis management standpoint. The viewpoint provides an optimistic difference in managing a crisis.Social implicationsThe paper provides a better understanding of responsible leadership as an integrated approach to governance, ethics and social responsibility. The paper provides a basis to assess the intersection of the literature on leadership and crisis management.Originality/valueThis article contributes to the literature on responsible leadership within the context of crisis management.

As competition between China and the United States intensifies, crisis management is becoming a central issue between the two countries and their militaries. However, though both sides demonstrate strong will to strengthen crisis management, progress has been slow. As to the reason for this, previous academic studies mostly focus on the unit level and officials just engage in finger-pointing. This paper analyzes systemic obstacles to Sino–US crisis management and discusses the significance of these systemic factors for Sino–US crisis management approaches and methods. On this basis, this paper argues that the particularity of Sino–US military competition is unprecedented; the military competitions between other great power dyads in history, such as that between the United States and the Soviet Union, are not comparable. Thus, in the context of general peace among major powers, both China and the US must switch from building mutual confidence and removing mutual distrust to managing and controlling competition trends and surpass the efforts made by the US and the Soviet Union in the past.

Assessment and planning of crisis management with the approach to natural flood disasters include many factors. In this regard, one of the basic principles of crisis management is based on the resilience of urban infrastructure against floods. This study developed strategies to increase resilience by flood zoning and crisis management. The investigation of the current situation shows that despite the efforts being made, the climatic and environmental conditions of the rivers, the settlements of the infiltration basin, the constructions, and the location inaccuracy of the following structures indicate many challenges in managing the current situation in various components of crisis management. In this regard, the main direction of this article is to evaluate the urban resilience of the Khuzestan region against floods based on a crisis management approach and technique for order preference by similarity to ideal solution (TOPSIS) and Fuzzy weighting methods using geographic information system (GIS).

Employing a mixed-method approach encompassing qualitative interviews, surveys, and statistical analyses, this study meticulously examines the transformative capabilities of Techno-Resilience within crisis management frameworks. Ethical considerations were rigorously observed throughout the data collection and analysis phases. Findings unveil critical areas necessitating improvement in organizational readiness for crisis management, particularly focusing on technology availability, employee training, data security, communication efficacy, and system scalability. Additionally, an assessment of employee readiness illuminates strengths and weaknesses, directing tailored strategies to fortify their preparedness in crisis scenarios. Economic impact analyses underscore the financial advantages of robust crisis management strategies, emphasizing their role in reducing revenue loss, mitigating reputation repair costs, and safeguarding shareholder value. Insights derived from crisis preparedness statistics and crisis management investments pinpoint opportunities for organizations to bolster their crisis management approaches and allocate resources strategically. Projections within the global Crisis Emergency and Incident Management Platforms market underline the escalating significance of these platforms in managing crises on a global scale. This comprehensive study amalgamates multifaceted insights, offering a roadmap for organizations and policymakers to fortify their crisis response frameworks for a more resilient future.

The objective of this article is to evaluate the Gezi Park incident which started on 28 May 2013 and continued until the end of June in terms of crisis management. The reasons why a civil opposition act that started against the decision taken by the government regarding the environment transformed into a serious crisis due to an unmanageable process by the government will be questioned. The reasons for the incident and why it could not be prevented will be evaluated from the perspective of crisis management. Problem areas focusing especially on crisis communication during the crisis management process, the effect of messages given by the administrators along with the use of disproportionate force in deepening the crisis along with the lessons learned from the crisis will be evaluated. The most important factors that transformed the events starting with representation problem into a crisis have been communication problems and the disproportionate force used on the protesters. Turkey should develop a proactive approach in crisis management and should develop permanent solutions to solve the communication problem. The study is important since this was the first time that an environmentalist action transformed into a social movement causing a serious crisis in a country like Turkey.

The aim of the article is the study of presumable and real causes of the crisis, the factors that cause it, its signs and consequences that deteriorate the normal conditions of the enterprise functioning. Research methods used in the process of writing the work include general and special methods. From general research methods the following were used: deduction (when constructing the structure of work in the logical interconnectedness and unity, as well as the interdependence of its components), induction (when forming general conclusions of the study), abstract logic and synthesis (when clarifying the interpretations of the categorical tools of crisis management), analysis (in the development of classifications of crisis phenomena, in the study of trends in restaurants crisis management, in processing the results). Special methods used include factor analysis, computational analysis and method of comparisons, tabular and graphic, economic and statistical correlation analysis, forecasting methods (in justifying the prospects of institutions) restaurant business after the cessation of the spread of the coronavirus pandemic) and other methods of studying economic and managerial processes and phenomena. This paper investigates the system of restaurant crisis management and defines its essence and main components. It also considers necessity and relevance of crisis diagnostics and monitoring of restaurants activities and operations during different crisis lifecycle stages. The present work includes a comparison of foreign and Ukrainian experience, as well as the practices of crisis management and reorganization, state regulation in the realm of bankruptcy. It establishes the main external factors of unprofitable activity of restaurant establishments. It determines that the innovation policy in the crisis management process is one of the main tools that contributes to the exit of the establishments under study from the crisis and increase their competitive positions in the market. The current study presents a generalized sequence of crisis management strategic goals implementation. It identifies the phases of the crisis development and the stages of the crisis lifecycle in the restaurant business. It shows the developed structural organisation of restaurant establishments under the influence of the anti-crisis action program. Also, it presents specially developed proposals to reduce electricity costs in the restaurant business. This research offers motivational components that are recommended for introduction into the establishments activities and presents the structural model of restaurants activity crisis management system.

<p>The use of new management techniques is an integral part of the work of modern organizations. A key difference is the huge pressure currently under which the organizing is currently being put. In this regard, the application and approbation of new techniques successfully applied in other organizations is likely to continue to expand and lead to better results and more hope for the future. Benchmarking as a modern management tool is increasingly necessary in the practice of modern organizations and its proper use is a kind of guarantee for the development of flexibility and adaptability of the structures of successful managers. The use of new management methods is an integral part of the reforming picture of management and is a key factor for competitiveness. On the other hand, a small number of organizations are conservative about changes in their activities, lack initiative on the part of employees in their work and lack flexibility in managing certain processes due to over-centralization of decision-making processes.</p>

The article aims not just to prioritize the impacts of disasters on tourism but also aims to focus upon the issues of crisis management, disaster management and new marketing approaches for revival of tourism which comparatively are the less touched upon issues in the context of Nepal. The concept of tourism decision making is also studied here in the light of various theories. In the context of increasing instability in the global economic environment and heightened competition, the issue of effective crisis management has become particularly relevant for businesses. The traditional division of crisis management approaches into proactive and reactive strategies creates a certain dichotomy in management theory and practice, often leading to the preference for only one direction in a company's management system. This narrow focus can limit the ability of organizations to respond to multifaceted crises effectively, necessitating the development of more integrated approaches that balance prevention, preparedness, and recovery measures. Purpose of the study. The purpose of the study is to systematically analyze the evolution of the concept "crisis management" through the prism of changes in economic, social, and political conditions, and to refine its content, taking into account the transformation from the traditional dichotomy of "proactive-reactive management" to more comprehensive approaches that consider the multifaceted nature of contemporary challenges. Methodology. The study is based on a systematic analysis of scientific approaches to defining the concept of "crisis management." Comparative analysis methods are employed to identify differences between proactive and reactive approaches, while synthesis methods are used to formulate a comprehensive approach to crisis management. Systematization and generalization methods are applied to structure the specific features of each approach. A retrospective analysis is conducted to examine the evolution of the concept over time and identify trends in its development. Structural-functional analysis is used to study the components of the "crisis management" concept and their functional interrelations. The research encompasses the analysis of 33 definitions of "crisis management" from Ukrainian and international scholars over the period from 1993 to 2022. Results. The study reflects the gradual transition from classical approaches to crisis management, primarily focused on response and recovery after a crisis, to more integrated modern approaches. These encompass crisis prevention, preparedness, active response, and effective recovery, forming the basis for refining the content of crisis management by shifting from the traditional "proactive-reactive management" dichotomy to more comprehensive approaches. Scientific novelty. The scientific novelty of the study lies in identifying key changes in the understanding of the "crisis management" concept. This allows for tracing current trends in contemporary research and refining the concept of crisis management. Unlike existing approaches, the refined concept involves the simultaneous application of proactive and reactive management tools depending on the type, scale, and predictability of crisis phenomena. Practical significance. The developed theoretical and methodological propositions regarding the evolution of the "crisis management" concept will contribute to the development of more flexible and effective management systems. These systems are capable of integrating proactive and reactive approaches to crisis resolution, optimizing resource allocation between preventive and reactive measures, and enhancing the resilience of enterprises to crises of various types and scales.

The importance of cartographic support through four phases of crisis management was analyzed: prevention, preparedness, action, and recovery. These phases often overlap, and each phase uses map types depending on the needs that arise in that phase. There are several categories of crisis situations, but the crisis management approach is based on the idea that generic procedures for prevention and action during a crisis situation are the same or very similar regardless of the type and cause of the crisis situation. In crisis management, cartographic bases have two main roles: visualization and communication. Based on their role, the definition of cartographic support in crisis situations is derived and the characteristics they must meet are listed. The current online cartographic support available for the Republic of Croatia has been analyzed, and a web map and web cartographic application of the Crisis Situation in Croatia in 2020 have been prepared as an example of the lack of examples for this area. Effective crisis management is paramount in mitigating socio-political and economic disruptions, especially in developing countries with rapid growth, such as Qatar. Given the rise in complexity of contemporary crises, collaborative leadership is a necessary model for improving coordination, decision-making, and resilience in a crisis response. Despite its recognized importance, the application of collaborative leadership within Qatar’s crisis management approach remains underexplored. This study seeks to address this gap by examining how collaborative leadership enhances crisis management in Qatar, focusing on the Ministry of Foreign Affairs and Ministry of Labor. A qualitative research design was used for the study and semi-structured interviews with key government officials were conducted to analyse leadership strategies, interagency collaboration, and crisis response mechanisms. The results show that although there has been considerable progress in creating collaboration between public sector institutions in Qatar, specific challenges remain: hierarchical decision-making structures, limited cross-sector communication, and cultural barriers to collaboration. The findings emphasize that collaborative leadership accentuate efficient multi-stakeholder coordination during crisis management, improve resource-sharing, and enable adaptive decision-making. However, it also reveals structural barriers to integrating collaborative leadership practices. Based on these findings, the study recommends strengthening inter-ministerial coordination through formal collaborative approaches, investing in programs to build leadership capacity, and leveraging digital platforms for enhanced real-time communication and resource mobilization. Also, nurturing a culture of trust and collaboration across all governmental organizations would allow for the best utilization of response to any crisis. The adoption of these strategies can significantly contribute to Qatar's crisis resilience and promote a more integrated crisis management approach that can serve as a reference model for other highly centralized governments.

Purpose: This scoping review aimed to systematically identify core competencies for public health professionals in disaster management. Research Method: We analyzed 22 studies (2002-2024) from PubMed/MEDLINE, Scopus, and Web of Science using Arksey and O’Malley’s scoping review framework. Included studies addressed competencies for disaster preparedness, response, and recovery. Results and Discussion: The review identified seven critical competency domains: disaster preparedness and risk reduction, leadership and crisis management, communication and digital tool utilization, psychosocial support, community engagement with cultural competency, inter-agency coordination, and post-disaster recovery systems. Leadership and community-centered approaches were universally essential, while technological competencies, such as GIS and proficiency in social media, represented emerging needs. Significant gaps were noted in climate-related disaster frameworks and standardized global training protocols. Implications: Findings underscore the urgent need to validate competencies in field settings, integrate climate science into training programs, and develop standardized frameworks for resource-limited regions. These directly inform public health curriculum development and policy initiatives aimed at enhancing workforce preparedness for evolving disaster scenarios, including climate-related emergencies and pandemics.
