In this paper, I propose a research framework called the ‘“cultural construction of information technology.” It extends the more widely known concept of the social construction of technology (SCOT) and defines the concept of a cultural infrastructure for the application of information technology in other contexts than the one in which it is developed. Whether or not today’s economy is characterized best by the term globalization,1, the interweaving of economic processes and the growing number of internationally operating organizations in the world are matters of fact. The shaping of such a “global economy” is facilitated, among others, by information technology (IT) as it enables the crossing of both organizational as well as national borders. However, as in the case of so-called cultural universals, the universal applicability of IT is a myth also. It is therefore my contention that notwithstanding the blurring of borders, acknowledging the specificity of national cultures remains important, maybe even more than before, and should not be overlooked in the international application of IT. This is what we call the glocalization paradox2 of information technology. The paradox consists of both a global, border-crossing dimension of IT, as well as a local/national context dimension of IT thrust. Resolving this paradox is an important issue regarding the global application of IT. This paper reports on the changing nature of a range of information technology (IT) application skills that students declare on entering an accounting degree over the period from 1996 to 2006. Accounting educators need to be aware of the IT skills students bring with them to university because of the implications this has for learning and teaching within the discipline and the importance of both general and specific IT skills within the practice and craft of accounting. Additionally, IT skills constitute a significant element within the portfolio of employability skills that are increasingly demanded by employers and emphasized within the overall Higher Education (HE) agenda. The analysis of students' reported IT application skills on entry to university, across a range of the most relevant areas of IT use in accounting, suggest that their skills have continued to improve over time. However, there are significant differential patterns of change through the years and within cohorts. The paper addresses the generalizability of these findings and discusses the implications of these factors for accounting educators, including the importance of recognising the differences that are potentially masked by the general increase in skills; the need for further research into the changing nature, and implications, of the gender gap in entrants' IT application skills; and the low levels of entrants' spreadsheet and database skills that are a cause for concern.

This article aims to present a comprehensive Logical Framework for Information Technology (IT) Research, specifically for developing customized IT applications or software. The methodology of writing this article uses a content analysis with the main source of literature review, Focus Discussion Group, and also based on the experience and knowledge of the authors as lecturers of Software Engineering and Software Project Management. This article shows that although current IT development approaches or methodologies (especially software development methodology) continue to develop, good IT design is carried out through six main stages, namely planning, analysis, design, construction, implementation, and maintenance. The success of IT implementation depends on the good process of all stages of IT design. The involvement of all actors/ stakeholders in IT design is essential to be accommodated at all stages of IT design. Quality also becomes the main goal and controls every process of IT development.

This paper presents a model based on cybernetics and systems thinking principles to overcome the challenges of strengthening the harmonization of Development and Operations functions in an enterprise. This was as a result of the challenges faced in applying industry standard tools/frameworks to complex problem. DevOps is an acronym for Development (Dev) and Operations (Ops) of information technology (IT) systems and applications. DevOps paradigm emerged as a response to the growing knowledge that there exists a gap of 4Cs (communications, co-operation, culture and collaboration) between what is usually considered IT development function and what is generally considered IT operations function of an organization. This gap often widens and manifests itself in many forms such as adverse competition, team conflict, inordinate delays and inefficiency of business applications/IT systems. There is a “Wall of Confusion” between IT development and operations as stated by Andrew Shafer and Lee Thompson. This “Wall” is caused by a combination of conflicting motivations among people, processes, and technology/tooling. Hence there is a pressing need for strengthening the harmonization of Development and Operations functions of an IT organization. IT Development (including testing and assurance services) professionals often tend to come with an outlook where change is the thing that they are mandated to accomplish. The business folks depend on them to respond to fast changing business and/or technology needs. Because of this intimate relationship, Dev are often expected to bring in as much change as possible. IT Operations folks tend to come with an outlook where change is the enemy. The business folks depend on them to keep the lights on and deliver the services that make the business money today. Operations folks tend to resist change as it undermines stability and reliability of IT systems/applications. Many times the author heard that lion's share of - ll downtime is due to those self-inflicted injuries known as changes? To make matters worse and things more political and complex, development and operations teams generally position into different parts of a company's organizational structure (often with different General Managers and competing corporate politics) and often work at different geographic locations. According to a Gartner report [1], Through 2010, Gartner expects that most IT organizations will continue to focus on the basic IT processes of application development, project management and service management. They will fail toextend this process focus to all activities, and will fail to change organizational values and behaviors. There was a pressing need to dive deep in to this complex problem with a systems thinking approach. “The model leveraged here is called SNACTM. This stands for Stakeholders, Needs, Alterables and Constraints. This model is used to increase variety in the system in focus. Stakeholders are identified in categories like internal and external to the program. This involves identifying all stakeholders in the program, their needs, interests and influences. The Stakeholders, their needs, constraints and the alterables that are introduced to overcome the constraints are identified and considered. Alterables are the things that the organization believes it can alter or change.” [13][15] This model enables to identify key objectives that are common to both Dev and Ops. This also involves identifying key themes of DevOps which form the levers of transformation that is being delivered. The stakeholders, their interests and influences help focus on the key themes of DevOps strategy. This helps the program managers/directors to focus on key themes that need to be in focus to respective stakeholders at right time when they are needed the most during delivery lifecycle. The paper covers an overview, the theoretical basis on which this model has been built.

Background and Aims: With the development of information technology, flipped classrooms, micro-courses, MOOCs, and other educational means have been gradually applied to education and teaching, which not only changes the teaching methods of teachers but also promotes the transformation of teaching management means. This study aims to investigate and analyze the use of new ICT and provide suggestions for guiding the development and use of modern information technology in Chongqing Wanzhou Vocational Education Center. Methodology: Using random sampling, 90 respondents were selected from 30 students, teachers, and administrators of the Chongqing Vocational Education Center. Interviews were conducted according to the outline, and detailed interview answers were recorded with the consent of the respondents. After the interview, valid information was extracted for follow-up analysis. Results: It is found that there are some problems in the application of modern information technology in Chongqing Vocational Education Center. The use of modern information technology in schools is hampered by issues including passive teaching techniques, poorly designed curricula, and a lack of educational resources. These issues prevent talent development programs from being tailored to the needs of the job market and impede students' overall growth. These problems are further compounded by traditional teaching evaluation techniques, which impede the transition to a more objective and data-driven educational approach by lacking thorough student feedback. Conclusion: The Chongqing Vocational Education Center's use of contemporary information technology has exposed challenges like poor curriculum design, passive teaching approaches, and a lack of educational resources, which hinder talent development and impede students' overall development. Furthermore, by not offering comprehensive student feedback, traditional teaching evaluation methods exacerbate these issues and impede the shift to a more objective and data-driven educational paradigm.

This article examines the impact of Global IT Outsourcing on Information Technology (IT) firms from the off-shore sourcing perspective. IT Providers are defined in this article as companies that produce IT as opposed to companies that consume IT. To assess the impact of outsourcing on such companies, this article presents an Enterprise Architecture (EA) view of IT and uses it as the framework to determine the impact of outsourcing. The three dimensions of Enterprise Architecture include people, process and product and/or services. The article argues that if the sourcing decisions are based purely on short term goals such as cost, then the long term viability of the IT firm may be compromised. Lack of an IT development model and lack of IT metrics makes it difficult for IT Providers to truly plan and manage the off-shore resources. This article suggests that shorter development cycles, requirements volatility, and the need for constant developer-user interaction makes off-shore outsourcing more difficult. To address these challenges, organizations should develop metrics and governance practices based on experience. This article also proposes that the type of product or service is critical in addressing the decision to outsource. The higher the intellectual (or proprietary) content, the higher is the risk when outsourcing. This article presents two simple frameworks, one for assessing the benefits and risk of outsourcing for IT infrastructure services and the other for IT applications. IT Providers are advised to pay particular attention to the life cycle model of off-shoring where early gains give way to a learning and adjustment phase. If the IT firm successfully develops a rich experience base and adjusts the off-shore model, then sustained benefits can be realized.

PurposeThe purpose of this paper is to investigate the relationships between employee competencies, information technology (IT) applications, operations strategy, and business performance.Design/methodology/approachDrawing upon the resource‐based theory, this study employs a path analytic framework to investigate how employee competencies and IT applications influence the development of competitive operations strategies and business performance for a sample of retail firms in China.FindingsThe findings indicate significant and positive relationships between employee competencies and operations strategy (e.g. low cost, quality and flexibility). IT applications also play a vital role in helping retailers pursue a flexibility strategy. The operations strategies of low cost and flexibility in turn influence business performance.Originality/valueThis study seems to be the first in investigating the impacts of employee competencies and IT applications on operations strategy and performance in the service sector, especially in the Chinese context.

The connection of the information technology concept transformation and development of the information society theory, in particular, the theory of post-industrial society, information society, network society, knowledge society and the digital world is revealed. The connection of the information technology concept transformation and the emergence of the media civilization and global information space is also revealed. The article shows that the development of information technology is an important factor in the development of the information society. Technology transition (the electronic computer as a machine) to the modern stage of development of digital technologies is characterized by the formation of a single technical and technological basis for the formation of the information society. The classification of information technology according to its application scope is proposed. Information and communication technologies characterize subject-to-subject interactions, among which pedagogical and political technologies are primarily distinguished. Information space is separate area of information technology application. Information processing technologies in the information space are the basis of modern democratic discourse. An important area of information technology is the information sphere. Information sphere is the sphere of information activity, information exchange and information relations, the regulator of which is the information law. Information security technologies ensure the protection of human rights, society and the state in obtaining objective information. Cybersecurity technologies protect critical infrastructure. The technologies of reality – virtual, cognitive, and augmented – provide the ability of a person’s consciousness and thinking to process and create new information. Identifying the social significance of the technical and technological development of information technologies becomes the basis of recommendations for the implementation of a strategies for the formation of the information society in Ukraine.

This paper adopts the literature data method, content analysis method and logical induction method. This paper analyzes the application of information technology in universities. To summarize the problems existing in the application of information technology in physical education teachers, it is concluded that modern information technology is an effective auxiliary means of physical education professional course teaching in colleges and universities. The application of modern information technology has changed the learning style of college PE students and enhanced their interest in learning. The teaching of physical education in universities is the embodiment of teachers’ information technology literacy, physical education knowledge and teaching organization and management ability. Modern information technology has increased the inclusiveness of professional physical education course teaching in colleges and universities. The application of modern information technology in the teaching of college physical education specialized courses should adhere to the principle of moderation.

Introduction. A comprehensive analysis of the development of information and communication technologies in the context of educational practice will contribute to the development of effective strategies for the modernisation of educational systems in the context of global technological change. Modern education can no longer function effectively without the integration of information and communication technologies into the educational process. Information and communication technologies open up new opportunities for personalisation of the educational process, development of independent work skills, creativity, critical thinking, and communication. At the same time, their implementation is accompanied by certain challenges: the need to modernise educational programmes, train teaching staff, provide technical infrastructure, and overcome digital inequality. The study of the historical stages of development of information and communication technologies in education allows us to understand the patterns of implementation of these technologies and identify effective strategies for their use today. Purpose. The purpose of the article is to study the stages of development of information and communication technologies in the context of their introduction into educational practice, to analyse the historical background of integration of information and communication technologies into education, and to identify current trends and prospects for their effective use in the educational process. Methods. The study used theoretical methods of scientific and pedagogical research analysis (dissection of historical and pedagogical material into its component parts (facts, ideas, concepts, events) allows to reveal the essence of certain phenomena, trends in the pedagogical past); synthesis (combining individual facts and provisions into a holistic view of pedagogical phenomena, used after analysis to form a generalised picture); historical and logical method (study of pedagogical phenomena in the chronological sequence and logic of their development, makes it possible to establish the patterns of development of pedagogical ideas); comparative and historical method (comparison of pedagogical phenomena, ideas, education systems in different historical periods or in different countries, allowing to identify common, different and unique); induction and deduction (induction – from individual facts to general conclusions, deduction – from general principles to explanation of individual historical and pedagogical facts); abstraction and generalisation (separation of essential features of pedagogical phenomena, construction of generalisations, concepts, typologies); prognostic method (use of historical and pedagogical experience to predict possible directions of education development). Results. The study has shown that information and communication technologies are the driving force behind the transformation of education, and their integration into the educational process requires not only technical support but also methodological training of teachers, updating of educational programmes, and rethinking of traditional educational models. The study identifies eight stages of the development of information and communication technologies; the periodisation of the development of information and communication technologies reflects the gradual transition from early forms of information storage and transmission to modern information and communication technologies. The further development of information and communication technologies in education will help to increase its accessibility, efficiency, and inclusiveness. Mass computerisation, the Internet, mobile technologies, cloud services, and artificial intelligence. The development of information and communication technologies is a multidimensional process that combines new opportunities with large-scale challenges. Successful digital transformation depends on the ability of society to effectively manage these challenges, ensuring inclusive, secure, ethical, and environmentally responsible development of information and communication technologies. Only by integrating innovation with the principles of sustainable development can a harmonious digital future be shaped. Originality. The article examines the evolution of information and communication technologies in the context of education, analyzes the key stages of their development, as well as current trends in the integration of information and communication technologies into educational practice. Particular attention is paid to the impact of digitalisation on educational processes and the formation of innovative pedagogical approaches. The main challenges and prospects for further implementation of information and communication technologies in education are outlined. In particular, attention is paid to the problems of digital inequality, cybersecurity, ethical aspects of the use of information and communication technologies, and the role of innovation in ensuring sustainable technological progress in the context of education. Conclusion. Information and communication technologies play a key role in the transformation of education, providing new opportunities for accessibility, flexibility, and personalisation of the educational process. The historical development of information and communication technologies shows their growing importance in pedagogical practice. Modern education is actively introducing distance learning formats, digital platforms, artificial intelligence, and other innovations. At the same time, there are challenges, such as digital inequality, the need for digital literacy of teachers, and cybersecurity issues. Effective integration of information and communication technologies into education requires a systematic approach, investment, and methodological support.

The paper examines the level of information technology (IT) application in university libraries in Iran. As a background, an attempt was made to present current status of IT application in the libraries. In this study the whole population of 79 university libraries under the jurisdiction of two ministries: Culture and Higher Education (MCHE) and Health, Treatment and Medical Education (HTME), was surveyed. The significant difference between the level of IT application in two library groups, i.e. MCHE and HTME, and the relationship between the level of IT application and the number of computers in use and the annual expenditure on IT, have also been discussed. The paper concluded that the automation of Iranian university libraries is a continuous exercise.

Expansion and development of information and telecommunication technologies rapidly found their application in the health care system by improving medical practice itself. Medical informatics with its specific subbranch - dental informatics is engaged in the development, implementation and evaluation of information technologies in medicine and dentistry, ie. solving problems related to information and communication in health care. The Internet is the largest global network today and is increasingly used in medicine and dentistry. Using the Internet and other telecommunication methods allows us to easily keep pace with the continuous expansion of knowledge base. The entire information technology has been recognized as an integral part of the health care and an important element of good clinical practice, resulting in the emergence of telemedicine, teledentistry and telepharmacology. Telemedicine with the use of modern communication systems enables the transfer of medical data, which can provide medical services regardless of physical location of doctors and patients. Conclusion. Teledentistry is the combination of telecommunication and dentistry, it involves the exchange of clinical information and images over long distances for specialist dental consultation, diagnosis and treatment planning. Pillars of modern teledentistry are the application of the Internet and the rapid flow of data.

In recent years, the level of science and technology in China has been significantly improved. Digital image processing technology is the product of the times with the rapid development of science and technology, and has been applied in many fields. Digital image processing technology includes many practical technologies, and image segmentation technology is one of them. At present, the widely used pattern recognition technology is realized by image segmentation technology. Based on this, this paper mainly studies the application of image segmentation technology in digital image processing. This paper first introduces the methods of image segmentation, including threshold segmentation, clustering segmentation and edge detection segmentation. Secondly, according to a need to extract a road image for image segmentation, and achieved very good results. Finally, this paper mainly analyzes the application of image segmentation in digital image processing. It is found that image segmentation has good application in automatic license plate recognition, biomedical engineering, remote sensing engineering and fire prevention and detection.
