Abstract

British higher education may be presented from a number of angles: its institutional structure, its patterns of governance, its relation to the central government or, as a further possibility, its financial patterns. Since recent developments in the United Kingdom have tended to dwell largely on the latter, it is here that we will start. The financial system of what is technically termed 'advanced further education' [1] broadly speaking divides into two sectors the universities and what is often alluded to as the 'public sector'. The latter comprises such institutions as the polytechnics in England and Wales, the central institutions in Scotland, colleges of education, institutes of higher education and, finally, the so-called colleges of further education which cover the age range from 16 to 21, providing courses that are broadly vocational in content. Universities are financed from central government by a series of annual recurrent 'block grants' and also from student fees [2]. The 'public sector' establishments, by contrast, are funded by the Local Education Authority (LEA) in which they are located, and the local authority owns the buildings as well. Fees for students on degree-level courses are paid in the same way
