REGIONAL AGRICULTURAL SECTOR DEVELOPMENT PROGRAMS AS A TOOL FOR IMPROVING AGRICULTURAL EFFICIENCY

The aim of the article is to study the methodological tools for assessing the resource potential of the region. The purpose of determining the assessment and analysis of the use of resource potential of regions is to ensure economic growth. The principal methodological approach on the basis of the process approach to the management of the quality of economic growth is distinguished – the coordination of the region’s development potential with its results and the substantiation of the strategy for the future on this basis. Assessing the effectiveness of the use of resource potential of rural areas is determined by identifying external and internal threats of socioeconomic and environmental orientation. There are two main approaches to assessing the regional economic potential of the region – reproductive and behavioral. Assessment of the resource potential of rural areas should be based on its components: natural, agricultural, human, financial and economic, infrastructural, investment, innovation, business, social, administrative, historical and cultural, marketing, information, recreational potential. Methodology. Assessment of the effectiveness of the use of potential includes: analysis of the action of economic entities of the territory on the use of its resources; comparative analysis of absolute indicators of the real and financial sectors of the territory; analysis of the potential of the territory by market relations. The tools for assessing the effectiveness of the use of resource potential of the territory include the analysis of indicators and indicators of the process of realization of resource potential. Practical implications. The formation of the assessment of the efficiency of the use of the resource potential of rural areas requires a comprehensive approach, which is carried out using a certain algorithm, which provides for the following stages: analysis of the internal and external environment (preparatory stage); defining a system of indicators to assess effectiveness; calculation of group and integrated indicators of sustainable development of rural areas; analysis of the results of a comprehensive assessment of the effectiveness of sustainable development of rural areas; development and implementation of targeted territorial development programs. Under the assessment of resource potential is understood the definition of its value in value terms in terms of constituent elements: investment, natural resource and labor potential. A methodological approach based on the comparison of the potentially possible theoretical level of use of the region’s potential with the available actual indicators has been developed, which allows estimating the reserves according to the analyzed components of the potential. Regarding the development of resource potential, a financial and economic mechanism has been developed to ensure the accumulation of investment resources in the regions through high-efficiency use of the state budget, local budget, borrowed funds and other credit allocations. Value/originality. The use of group and integrated indicators allows to identify not only the problems of rural development, but also the reasons for their occurrence, to carry out effective and purposeful solution of tasks to ensure the established strategic goal. Therefore, the methodological approach to assessing the effectiveness of sustainable development of rural areas makes it possible to analyze the current state of rural development. The proposed method of assessing the effectiveness of the use of resource potential for rural development is a necessary element of the analysis of rural development in order to develop and implement tactical, operational and strategic decisions at each stage of regional and national programs.

The world experience of the development of integration processes shows that integrated enterprises are more efficient and adapted to the conditions of the market economy due to the creation of a single progressive process of manufacturing and promoting products from their producers to end consumers. In today's conditions, the country has not yet developed a system innovation development mechanism. A comprehensive solution to the problem of innovative development of the agricultural sector is the formation of a cluster policy at both the state and regional levels. Adjustment of state and regional strategic plans and target programs considering the cluster initiative will allow to achieve the target strategic guidelines for the development of the agricultural cluster, to ensure the implementation of the goals and objectives of the development of the territory of the region. Strategic planning for the development of the region's economy, including the agricultural and processing sectors, should be based on the peculiarities of the territory, considering the disparities in the development of individual districts. The established sectoral and territorial structure of the Mykolaiv region and the natural and climatic conditions of the region determine the directions of clustering of the agricultural sector and the limits of influence of cluster structures as growth points. The implementation of the project of the formation and development of an agrarian cluster in the system of strategic management of the Mykolaiv region requires a review of the provisions of the main strategic plans of regional development, the "Strategy for the development of the Mykolaiv region for the period up to and including 2027", as well as medium-term plans and programs, strategies of industry direction and targets programs of regional and sectoral development. The purpose of this guideline is to discuss the objectives and approaches of regional (subnational) development programs in order to provide guidance on issues related to evaluating the impact of these programs. Regional development programs are designed to improve the income-generating capacity of, and reduce poverty in, a focus region within a country.

The financial and economic mechanism of balanced use of natural resources includes a wide specification of environmental, organizational, economic and financial instruments. The author's vision of the multi-vector nature of the ecological and economic assessment of water resources is outlined, which is a comprehensive approach to the analysis of the use and management of water resources for making informed decisions with the determination of priorities for Ukraine. It is substantiated that formation of fundamental scientific bases for the evaluation of water resources of Ukraine should be based on the use of ecological and economic approaches, in particular: ecological dimension, economic analysis, social dimension, technical analysis, legal and regulatory context, risk analysis, climate change analysis, water infrastructure projects, water conflict management, environmental impact monitoring and assessment, alternative scenarios. A study of publicly available data on the assessment of the use of water resources of Ukraine was conducted. Based on the results of the study, we proposed the structure of a multi-vector model of the tools of the ecological and economic mechanism of water resources assessment, which is systematized according to interrelated instrumental blocks: ecological dimension — assessment of the impact of any water projects or activities on natural ecosystems, aquatic biological resources, and water quality; economic analysis — consideration of economic indicators; social dimension — assessment of the impact of projects on society; technical analysis — analysis of technical solutions, engineering aspects and technological parameters of water projects; legal and regulatory context — consideration of relevant legislative and regulatory requirements; analysis — risk assessment of possible risks and development of strategies for their management. The ecological and economic approach helps ensure balanced use of water resources, taking into account the needs of humanity and the requirements of the environment. On the basis of the multi-vector nature of the ecological and economic assessment of water resources, recommendations on environmental protection, optimal use of resources, social impact of projects, risk management strategies and other important aspects can be provided. The author's approach to theoretical-methodological approaches and methodological provisions regarding the formation of a model of tools for the ecological-economic mechanism of water resources assessment, the effective influence of which is aimed at balancing the ecological, economic and social components of the use of water resources of Ukraine, is proposed. It is substantiated that the functioning of multi-directional tools of the ecological and economic mechanism will ensure both greening and increasing the economic and social effectiveness of the use of water resources, the consolidation of management aspects around strategic tasks and priorities determined by the Basic principles of the state environmental policy of Ukraine for the period up to 2030.

The article explores modern approaches to improving targeted tourism development programs in the regions of Ukraine, which is an urgent task in the context of ensuring sustainable socio-economic growth. Particular attention is paid to the role of tourism in the processes of post-war recovery, in particular as a tool for activating the local economy, attracting investments and creating new jobs. The role and significance of tourism as one of the key areas of regional economic development is determined, in particular in the context of Ukraine's integration into the world market of tourist services and the reconstruction of destroyed infrastructure, which should become the basis for attracting tourists and forming competitive tourist products. The potential of regional tourism development programs and strategies in Ukraine as an important tool for socio-economic growth is explored. It is noted that the effective implementation of this potential requires improving approaches to planning, analysis and evaluation of programs using modern scientific methods and best practices. The development of target programs for all regions of the country involves the use of a methodological approach that allows assessing their quality according to such criteria as expediency, coherence, structural compliance, scientific validity, practical feasibility and content. To ensure the sustainable development of tourism and resorts in times of crisis, a detailed analysis of existing regional programs was conducted and compared with the designers of community recovery strategies. The possibility of supplementing programs with new elements that will increase their effectiveness in times of crisis was taken into account, which will allow adapting programs to changing economic realities and maintaining the competitiveness of tourist regions. Emphasis is placed on the need to analyze the current state of the tourism industry and predict the results of program implementation to ensure the long-term competitiveness of regions. This study opens up prospects for further work on optimizing regional tourism development strategies that have a significant impact on the socio-economic development of territories in Ukraine.

Object and purpose of research. The object of the research is the dynamic positioning system of a vessel with electric propulsion, the purpose is to create a computer tool for debugging the algorithms for the operation of control system for the ship’s dynamic positioning. Materials and methods. The indigenous simulation environment SimInTech is used. The model of vessel’s plane-parallel motion and methods of complex technical objects computer modeling are used. Main results. The concept and computer model of the ship technical means control system in the domestic modeling environment, mathematical and circuit models of the control object for conducting computational studies of ship control modes, developing and debugging algorithms for controlling the dynamic positioning of the ship, taking into account the optimal use of electric power system resources. Conclusion. The developed computer model of ship with the dynamic positioning system is a flexible tool for creating and debugging ship control systems and control algorithms. It provides a large number of computational studies of ship control modes for the creation and debugging of algorithms for controlling ship movement during its positioning, taking into account the optimal use of the resources of the ship's electric power system, which reduces the complexity of development and debugging of control algorithms, minimizes the number of physical experiments necessary to create ship’s dynamic positioning systems.

BackgroundPublic health and primary care are distinct sectors within western health care systems. Within each sector, work is carried out in the context of organizations, for example, public health units and primary care clinics. Building on a scoping literature review, our study aimed to identify the influencing factors within these organizations that affect the ability of these health care sectors to collaborate with one another in the Canadian context. Relationships between these factors were also explored.MethodsWe conducted an interpretive descriptive qualitative study involving in-depth interviews with 74 key informants from three provinces, one each in western, central and eastern Canada, and others representing national organizations, government, or associations. The sample included policy makers, managers, and direct service providers in public health and primary care.ResultsSeven major organizational influencing factors on collaboration were identified: 1) Clear Mandates, Vision, and Goals; 2) Strategic Coordination and Communication Mechanisms between Partners; 3) Formal Organizational Leaders as Collaborative Champions; 4) Collaborative Organizational Culture; 5) Optimal Use of Resources; 6) Optimal Use of Human Resources; and 7) Collaborative Approaches to Programs and Services Delivery.ConclusionWhile each influencing factor was distinct, the many interactions among these influences are indicative of the complex nature of public health and primary care collaboration. These results can be useful for those working to set up new or maintain existing collaborations with public health and primary care which may or may not include other organizations.

An overview of the optimization modelling applications

The relevance of the article is determined by the need for systematic and competent support of brands in the agricultural sector and agricultural regions of Ukraine using modern strategically oriented marketing and branding tools. The purpose of the article is to research theoretical and practical aspects of regional policy in forming the attractiveness of agricultural region brands; to substantiate the architecture of brand attractiveness marketing policy based on STP marketing methodology. The research was conducted at theoretical and empirical levels, based on the modern concept of regional development, which involves forming attractiveness by focusing on the needs, expectations, values, and utilities of the region for defined target audiences, creating a comfortable environment for living, doing business, investing, and visiting within its boundaries (or in partnership with neighboring regions). The regional policy for forming the attractiveness of an agricultural region brand is defined as a set of goals, tasks, intentions, actions, methods, means, institutions aimed at attracting target audiences' attention to the agricultural region, developing, legitimizing, and supporting the brand of the agricultural region. It is emphasized that the regional brand attractiveness policy is developed and implemented by territorial authorities with active participation from community members, agricultural producers (farms, holdings), professional associations, scientific institutions, representatives of processing, logistics, distribution infrastructure, and other stakeholders; formalized in regional development programs and strategies. It is noted that such a policy is based on modern organizational, financial, marketing tools, which positively impact the business, investment, innovation, tourism, social, migration, environmental, and infrastructural attractiveness of the region, considering national, regional, and local interests. The feasibility of applying the STP marketing technology in the regional brand attractiveness policy of an agricultural region is proven in the article, which allows identifying and engaging target audiences of the agricultural region through systematic and consistent segmentation, targeting, positioning procedures and developing strategic, tactical, and operational marketing activities based on them. At the strategic level, segmentation technology is applied to highlight groups with similar needs and perceptions of the region's brand attractiveness; at the tactical level, targeting procedures are used to assess the region's brand attractiveness for different target audiences and to form a set of marketing mechanisms creating new attractiveness that meets the target audiences' interests; at the implementation level, positioning of the region is carried out, understood as forming the correct perception of the agricultural region's brand among the target audiences. The article presents measures within France's regional policy for developing agricultural regions, which today aims to develop the attractiveness of specific territories for living and employing new residents through special programs and strategies, which are advisable to implement in the practice of Ukrainian regions. Examples of strategies for increasing the attractiveness of agricultural regions in Germany illustrate a wide range of opportunities and unique proposals that German regions implement for new modern positioning, strengthening, and updating their brand. The necessity of applying a marketing approach to increase the regions' attractiveness to youth is substantiated, which involves not pressure to study, live, work in the agricultural region, but correct persuasion, that is, using marketing technologies and tools that promote the need for youth in the region, demonstrate opportunities for self-realization, self-development, career building in the region. It is concluded that the regional brand attractiveness policy of an agricultural region is long-term, flexible, adaptive, oriented towards increasing the attractiveness of the regional product and brand compared to other regions not only for residents but also for other target groups. Branding of an agricultural region forms and manages a composition of unique features, attributes, characteristics, and advantages of the region, allowing the region to position itself successfully, differentiate from competitors, and create a positive perception of the regional brand. The architecture of the marketing policy for the agricultural region's brand attractiveness is based on the STP marketing attractiveness model “strategy - tactics – implementation”.

The aim of the study is to develop a system of economic and mathematical tools for modeling the socio-demographic development of rural areas. In preparing the article, theoretical methods of economic research were used. The sustainable development of rural areas is the most important goal of modern state agrarian policy. Different points of view on the problem under study indicate the need for more in-depth scientific study and concretization of practical measures for the stable development of rural areas. The modern socio-economic situation in the countryside is characterized by high unemployment, poverty, negative trends in the social sphere: a worsening demographic situation, destruction of social infrastructure, processes of outflow and degradation of the labor force. Changing the quality characteristics of rural life negatively affects the reproduction of labor resources as the basis for sustainable socio-economic development of rural areas. Modelling the socio-demographic development of rural areas of the region is one of the necessary strategic goals of agricultural, demographic and social policies, the achievement of which will ensure food security, the competitiveness of the national economy and improving the quality of life of the population. The article substantiates and adapts a system of economic and mathematical tools for modeling the socio-demographic development of rural territories, in which, in conjunction with the scientific provisions of known theories, correlation-regression and deterministic factor models with corresponding indicators from the declared methods were used, significantly expanding the field of their practical application.

The advantages of the program-targeted approach in ensuring region economic security are considered. It is noted that regional development programs can be a real tool for accelerating the region’s economy reforming. Directions of increasing the effectiveness of program-target program method as a tool for regional economy regulating and to ensure regional economic security are defined. The necessity of region’s social and economic security ensuring as an integral part of the socio-economic development strategy of the region is substantiated. A list of the main provisions of the regional strategic program for ensuring the socio-economic security of the region is proposed. The main objectives of the program ensuring the region’s socio-economic security are defined. It is proved that the regional socio-economic security program determines the structural restructuring directions of the economic system of the region, taking into account local potential and features of the territory and is made on the basis of economic forecasts for the region development. The conditions for the program effectiveness are stated. The subjects of the regional economic security program implementation and their responsibilities are specified. The sources of state financial support the region’s strategic development program and criteria’s of the regional governance effectiveness are defined.

Introduction. It has been found that security-related challenges actualize the study of digital transformation processes as attractors of the development of the Ukrainian economy at various levels of its functioning. Moreover, technological progress and technological digital innovations accelerated by it lay the foundation for inclusive economic growth and sustainable development, in which digital technologies will work to achieve social and environmental goals and at the same time form prerequisites for the competitive development of the economy of Ukraine and its regions. Goal. The purpose of the article is to develop organizational and scientific approaches to intensifying the use of the potential of digital transformations to support geospatial integrity, post-war recovery and sustainable competitive development of Ukraine's regions. Research methods. The methods of systematic, logical, structural, comparative analysis, systematization and generalization of data were used. The results. The study of the process of digital transformations at the regional level showed that they are manifested in the development of digital infrastructure, access to electronic services; egovernance, which allows to manage local development using digital platforms, digitize the sphere of municipal services, strengthen the participative component in public administration; ensure the development of digital entrepreneurship with relevant digital startups, digital literacy, digital healthcare, digital technologies to optimize the use of resources and create circular industries in the region, etc. Attention is focused on the fact that digital transformations contribute to attracting investment resources to the development of the region's economy and strengthen its innovative activity, acting as an attractor of competitive development. In order to ensure the integral development of the region and strengthen its competitive potential, the creation of a digital hub is proposed, which will allow combining the accumulated national digitalization potential with the European integration advantages of the digital space, will become a tool for effective cross-sectoral cooperation of business entities, individual creative developers, security and defense forces, investors, patrons, charitable funds. The proposed model of the digital hub can, in its structure, provide for the creation of digital platforms for the development of cluster defense technologies, which will allow private companies to develop and propose creative security projects and quickly refine them to meet the needs of the customer. The study confirmed the fact that the effect of digital transformations, which is traced by the index of digital transformations of regions, is more noticeable in those regions where regional target programs to support digital transformations have been developed. Conclusions. Digital transformation is an integral component of maintaining integrity, increasing the innovative potential of territories due to the digitization of all sectors and the creation of the latest digital structures of competitive development, strengthening integration initiatives of regions in the European digital space.

The impact of human activity on the environment is becoming increasingly evident in the modern world. Growing industrialization, the use of natural resources, and environmental pollution lead to serious environmental problems at the global level. In this context, preserving natural resources in rural areas is particularly important. Villages and rural areas, an essential component of society, also play a crucial role in ensuring environmental and economic sustainability. Balanced environmental and economic sustainability in rural areas is a task that requires a comprehensive approach and interaction between different actors, including local authorities, communities, businesses, and civil society organizations. Environmental sustainability involves preserving the diversity of nature, maintaining ecosystems, and using resources rationally without harming the environment. Economic sustainability is the development of agriculture and enterprises that provide vital goods and services while preserving the region's ecological integrity. The study aims to analyze the ecological and economic sustainability of rural areas and provide recommendations on preserving natural resources and ensuring their sustainable development. This article analyzes various aspects of the environmental and economic sustainability of rural areas in Ukraine. The importance of preserving natural resources, the possibility of using new technologies for sustainable agriculture, and the role of communities and the state in achieving these goals are considered. The trends and critical issues are assessed across dimensions like natural resource management, pollution in rural areas, etc., drawing upon data from national statistics, government reports, academic studies, and field surveys. It is determined that it is necessary to implement measures aimed at conserving natural resources to ensure the sustainable development of rural areas. This is achieved by introducing resource-saving and environmentally friendly technologies, developing alternative energy sources, promoting environmental culture, and improving the socio-economic situation in rural areas. This is achieved by creating new jobs, developing infrastructure, and providing social services. An essential condition for ensuring the sustainable development of rural areas is an integrated approach that considers all these factors. Rural areas play an essential role in ensuring food security and sustainable development of the country. However, in the process of economic activity in rural areas, significant environmental and economic problems arise that threaten the sustainability of these areas. Particular attention should be focused on integrated approaches that enhance synergies between the economic, environmental, and social spheres rather than individual initiatives. The importance of involving rural residents is emphasized to implement sustainability principles in rural lifestyles and institutions. Введение. Эколого-экономическая подготовленность менеджера производства к профессиональной деятельности понимается как интегративное качество личности, базирующееся на его мотивационно-ценностном природоохранном воззрения, эколого-экономической направленности, эколого-экономической культуре специалиста. Данная подготовленность позволяет менеджеру эффективно управлять производственными процессами с учётом экологической устойчивости и оптимального использования ресурсов, определять взаимосвязь между экономическими и экологическими факторами производственных процессов, находить оптимальные пути развития предприятия, где эти два аспекта сбалансированы; снизить влияние производства на окружающую среду, повысить эффективность и конкурентоспособность предприятия, что содействует его социально-экономической стабильности в долгосрочной перспективе. Необходимо приложить все усилия в научной, психологической и педагогической сферах на совершенствования традиционных методик и внедрения инновационных технологий, которые ориентированы на формирование эколого-экономической подготовленности менеджера производственной сферы к профессиональной деятельности, нового типа эколого-экономической направленности личности специалиста, управленческиерешение которого задают вектора дальнейшего сбалансированного эколого-экономического развития конкретного промышленного региона. Современные образовательные программы практически лишены ноосферной ориентации содержания профессионального обучения. Острое противостояние целого ряда предметных облас-тей, обусловленное тематической принадлежностью к естественно-научной или гуманитарной сфере знания, привело к чёткому разграничению учебной дисциплины и научной области, к которой данная дисциплина непосредственно относится. Научный поиск гармоничного пересечения экологии и экономики в профессиональном образовании, не нарушающий принципов естественно-научного и гуманитарного методологических начал, является важной образовательной задачей педагогической науки, обусловленной спецификой сложившейся современной ситуации неустойчивости эколого-экономического общественного развития. Материалы и методы. Был применён синергетический комплекс методов, включающий: онтологический анализ, системныйанализ, понятийно-терминологический анализ, прогностическую экстраполяцию, абстрагирование, рефлексивное педагогичес-кое моделирование, аналогию, синтез, проектирование. В процессе исследовательской работы применялись эвристические методы, которые использовались при противоречивости и сложности учета воздействия интегрированных факторов в связи со сложностью структуры объекта исследования, а также в условиях значительной неопределенности поведения объекта в будущем. Результаты. Результатом эколого-экономической подготовки менеджера производства (МП) является его эколого-экономическая подготовленность к профессиональной деятельности. В статье представлена классификация основных потребностей современного МП, проанализирован эколого-экономический потенциал некоторых дисциплин учебных планов специальности 38.03.02 — «Менеджмент» (бакалавриат) и 38.04.02 — «Менеджмент» (магистратура), представлены возможности регионализации содержания профессиональной менеджмент-подготовки. Обсуждение. Учет региональной специфики к проектированию содержания эколого-экономической подготовки МП предполагает интегрированное использование региональных научных психолого-педагогических ресурсов с целью формирования кадрового ресурса, подготовки профессиональных высококвалифицированных специалистов, готовых систематически приобретать профессионально-значимые знания, умения, навыки, компетенции, творчески их использовать и создавать новое знание, применять в профессиональной деятельности инновационные технологии, не нарушающие хрупкий баланс в системе «производство-окружающая среда-экономика». Заключение. Содержательно-смысловое пространство феномена «интегративная эколого-экономическая подготовка менеджера производства», отражая интеграцию экологической и экономической подготовки в процессе получения профессиональногоменеджмент-образования, представляет собой системный, ассоциативный, прогностичный педагогический феномен, помогающий сформировать эколого-ориентированную личность будущего специалиста, способного к внутренним изменениям и позитивным (конструктивным) изменениям окружающей среды. Актуален и значим учет регионального аспекта эколого-экономической подготовки менеджера производства, подразумевающий активизацию потенциала различных видов практики, стажировок, научно-исследовательской деятельности обучающихся в процессе формирования эколого-экономической подготовленности менеджера производства. Introduction. The ecological-economic readiness of a production manager for professional activity is understood as an integrative quality of a person, based on his motivational and value-based environmental protection view, ecological and economic orientation, and ecological and economic culture of a specialist. This readiness allows a manager to effectively manage production processes taking into account environmental sustainability and optimal use of resources, determine the relationship between economic and ecological factors of production processes, find optimal ways of enterprise development, where these two aspects are balanced; reduce the impact of production on the environment, increase the efficiency and competitiveness of the enterprise, which contributes to its socio-economic stability in the long term. It is necessary to make every effort in the scientific, psychological and pedagogical spheres to improve traditional methods and introduce innovative technologies that are focused on the formation of ecological and economic preparedness of a manager of the production sphere for professional activity, a new type of ecological and economic orientation of a specialist’s personality, whose management decisions set the vectors of further balanced ecological and economic development of a specific industrial region. Modern educational programs are practically devoid of the noospheric orientation of the content of professional training. The acute confrontation of a number of subject areas, due to the thematic affiliation with the natural sciences or humanitarian sphere of knowledge, has led to a clear distinction between the academic discipline and the scientific field to which this discipline directly relates. The scientific search for a harmonious intersection of ecology and economics in professional education, without violating the principles of natural science and humanitarian methodological principles, is an important educational task of pedagogical science, due to the specifics of the current modern situation of instability of ecological and economic social development. Materials and methods. A synergetic set of methods was applied, including: ontological analysis, system analysis, conceptual and terminological analysis, predictive extrapolation, abstraction, reflexive pedagogical modeling, analogy, synthesis, and design. In the process of research work, heuristic methods were used, which were used in the case of inconsistency and difficulty in taking into account the impact of integrated factors due to the complexity of the structure of the object of study, as well as in conditions of significant uncertainty of the object's behavior in the future. Results. The result of the ecological-economic training of the production manager is his ecological and economic preparedness for professional activity. The article presents a classification of the basic needs of a modern production manager, analyzes the ecological and economic potential of some academic disciplines of the curricula of the specialty 38.03.02 — “Management” (bachelor's degree) and 38.04.02 — “Management” (master's degree), presents the possibilities of regionalization of the content of professional management training. Discussion. Taking into account regional specifics in designing the content of environmental and economic training of production manager involves the integrated use of regional scientific psychological and pedagogical resources with the aim of forming a human resource, training professional highly qualified specialists who are ready to systematically acquire professionally significant knowledge, skills, abilities, competencies, creatively use them and create new knowledge, apply innovative technologies in professional activities that do not disturb the fragile balance in the “production-environment-economy” system. Conclusion. The content-semantic space of the phenomenon of “integrative ecological-economic training of a production manager”, reflecting the integration of ecological and economic training in the process of obtaining professional management education, is a systemic, associative, predictive pedagogical phenomenon that helps to form an ecologically-oriented personality of a future specialist capable of internal changes and positive (constructive) changes in the environment. It is relevant and significant to take into account the regional aspect of ecological-economic training of a production manager, implying the activation of the potential of various types of practice, internships, research activities of students in the process of forming the ecological-economic preparedness of a production manager. Purpose. To systematize current problems in the field of using modern methods for evaluating the effectiveness of regional development programs in Ukraine and to substantiate the scientific foundations of program evaluation methodologies in accordance with modern principles of program-target planning. Methodology. In the process of work, generally accepted methods of scientific economic research were used, namely, systematic and comparative analysis of scientific literature, practices of development and implementation of spatial development programs in Ukraine and abroad, generalization, methods of logical abstraction and generation of conclusions. Findings. As a result of the conducted research, a problem is established of the lack of a regional development program evaluation system in Ukraine, which reduces the effectiveness of the creation and implementation of such programs. The research lays out the foundations of a scientifically based methodology for monitoring and evaluating regional development programs, which has been tested in economically developed countries and requires further scientific elaboration and introduction into the practice of state regulation of post-war reconstruction and socio-economic development of the regions of Ukraine. Originality. The scientific and practical prerequisites and the current state of the problem of forming a modern system for assessing the effectiveness of regional development programs in Ukraine are revealed. The concept of the theory and methodology of forming a modern evaluation mechanism of post-war reconstruction and development programs of Ukraine’s regions is put forward, theoretically justified and confirmed by the practice of regional management in economically developed countries. Practical value. The introduction of the proposed methodology for the development and implementation of regional development programs will ensure compliance of the practice of regional management in Ukraine with EU standards, which will contribute to European integration processes; will increase the capabilities of state authorities and local governments to attract funds for post-war reconstruction programs and further development of Ukraine’s regions; will ensure transparency of the use of funds in the process of program implementation and reduce the level of corruption risks; will increase the efficiency of program implementation in general.
