The Conceptual Model for Estimation and Opmimization of the Regional Informatization Process Development

Regional unbalanced development refers to a common phenomenon in the process of regional development. China is currently in the process of transitioning from regional unbalanced development to balanced development. Therefore, it is of theoretical and practical significance to sort out the theory of regional unbalanced development and China's practical experience. Representative regional historians and economists have explained the process of regional unbalanced development from the perspectives of historical reality and economic theory, and have developed relevant theories. Pero believed that the significant differences in the foundations of economic development among different regions led to the emergence of regional imbalances. Hirsch emphasized the necessity of imbalanced development in the early stages of economic development, while Myrdal further explained the reasons and mechanisms of uneven growth, as well as how it affects regional economic development. The main manifestations of unbalanced regional development in China currently include: uneven development in the four major regions, uneven development within regions, and uneven development between urban and rural areas. In response to the problem of unbalanced development in China, China has taken measures such as organizing and implementing the poverty alleviation campaign, deepening the implementation of regional coordinated development strategies, and promoting new urbanization centered on people to narrow the regional development gap.

Introduction. The current development of Ukraine's agricultural sector requires a comprehensive approach to improving agricultural efficiency and sustainable development of rural areas. Regional agricultural development programs play a special role in this, serving as a tool for implementing state and regional strategies aimed at optimizing the use of resource potential, increasing productivity, ensuring food security, and promoting economic growth in the territories. The issues of multi-vectorism and integration of such programs require systematic analysis and evaluation of their effectiveness. Methods. The research process involved the use of general scientific and special methods of cognition, in particular analysis and synthesis, induction and deduction, systematic and structural-logical approaches, as well as methods of comparison and generalization. The information base consisted of scientific works by researchers and regulatory documents, which made it possible to assess the role of regional programs in improving the efficiency of the agricultural sector and the comprehensive development of rural areas. Results. The article describes the essence and structure of regional agricultural development programs, analyzes the criteria for their selection and the basic principles of implementation. The advantages of a program-targeted approach in ensuring transparency of financing, control over the achievement of goals, and integration of strategic tasks at the state, regional, and local levels are revealed. It is shown that effective regional programming contributes to increasing agricultural productivity, optimal use of natural resources, and comprehensive development of territories. Discussion. The results obtained expand scientific approaches to the study of regional mechanisms for the development of the agricultural sector and can be used to improve the program base, develop regional development strategies, and increase the effectiveness of management decisions in the field of agriculture. Further research should be aimed at assessing the effectiveness of the implementation of regional agricultural development programs based on quantitative economic and statistical indicators and comparative analysis of the results of program implementation in different regions of Ukraine. The last decade has seen a growing increase in policy discourse in many countries on entrepreneurship and innovation with a prominent emphasis on the role to be played by universities. However, it is far from clear to what extent institutional behaviours are influenced by this enterprising policy discourse based on the broad assumption that “knowledge” is the most precious asset for economic growth in the knowledge economy. This article examines the links developing between the universities and innovation processes especially at the regional level as observed in the United Kingdom, highlighting interactions between public policy and institutional behaviour in a multi-level governance (MLG) structure of knowledge production. Different strategic processes of networking between universities and the links universities are developing with Regional Development Agencies (RDAs) and other partners in nine English regions are illustrated in light of recent government policies which influence the resources and strategies of universities. Universities need to be analysed as critical actors in regional development processes, and their wide range of activities and strategies at different geographical levels need to be strategically co-ordinated as part of a territorial development process within the globalising knowledge economy.

In North-eastern Nigeria, the Gongola region has been one of the least developed since independence. The series of geopolitical reorganizations since 1967 which lead to the gradual and consistent decentralization of the processes of social, economic and political transformation and the reduction of spatial inequalities in development within the country appeared to have little impact on urban development in the region. The concern of this paper is to determine the pattern of urban development achieved in the region as a single administrative entity, to explore the specific and theoretical factors that were responsible for the existing pattern of urban development, and make suggestions on how to guide future planning to influence pattern of urbanization in the region, in the desired manner. To achieve these objectives, data were collected on eleven indicators of development in all the local government areas of the region and subjected to principal factor analysis, to most important form or spatial structure of regional development. The result generated five dimensions of regional development. The most important dimension identified i.e., urban infrastructure development, was subjected to spatial autocorrelation analysis (using the join-count statistics), in order to determine the likelihood of existence of any spatial association in the observed pattern. The result indicates that the pattern of urban infrastructure development appear to be associated with some deliberate and systematic process of public policy making that promoted urban development at the early stages of the region's political development. The result also shows that the general pattern of economic development in the region has tended to favour locations surrounding the more urbanized areas thereby introducing spatial inequalities and neglect of the more rural places. The paper suggests strengthening of a system of geopolitical growth centers in the more rural areas and the adoption of a grass root approach to Development Planning in the region as a panacea for redressing spatial inequalities in the regional development process. The world experience of the development of integration processes shows that integrated enterprises are more efficient and adapted to the conditions of the market economy due to the creation of a single progressive process of manufacturing and promoting products from their producers to end consumers. In today's conditions, the country has not yet developed a system innovation development mechanism. A comprehensive solution to the problem of innovative development of the agricultural sector is the formation of a cluster policy at both the state and regional levels. Adjustment of state and regional strategic plans and target programs considering the cluster initiative will allow to achieve the target strategic guidelines for the development of the agricultural cluster, to ensure the implementation of the goals and objectives of the development of the territory of the region. Strategic planning for the development of the region's economy, including the agricultural and processing sectors, should be based on the peculiarities of the territory, considering the disparities in the development of individual districts. The established sectoral and territorial structure of the Mykolaiv region and the natural and climatic conditions of the region determine the directions of clustering of the agricultural sector and the limits of influence of cluster structures as growth points. The implementation of the project of the formation and development of an agrarian cluster in the system of strategic management of the Mykolaiv region requires a review of the provisions of the main strategic plans of regional development, the "Strategy for the development of the Mykolaiv region for the period up to and including 2027", as well as medium-term plans and programs, strategies of industry direction and targets programs of regional and sectoral development. Lin G. C. S. Scaling-up regional development in globalizing China: local capital accumulation, land-centred politics, and reproduction of space, Regional Studies. Drawing on insights from political economy and Third World political ecology, this study identifies a new process of regional development in globalizing southern China where municipalities have engaged in a land-based and city-centred development as a means of original capital accumulation. Global capitalism and reshuffling of the socialist political economy have given rise to a strategy to scale-up the urban region and reproduce space for locally controlled development. Subsequent gain in growth and competitiveness has been accompanied by increased inequality and social discontents. The main topic of the paper refers to the issues of economic transition in regions. The research question is to determine the nature of current development processes in regions lagging behind, in coal regions in particular. The main goal of the article is to present selected modern concepts indicating the paths of the effective reorientation of development processes of such regions, along with their application into the policy framework for the coal regions’ transition. Methodically, the paper is based on a desk research and statistical analysis of time series covering GDP dynamics and job growth for NUTS3 regions in the European Union (EU). The main findings of the research indicate the significant scale of the economic challenges of coal regions in terms of their low productivity measured by the trade-off between the growth of GDP and the increase in the number of jobs, as well as the need to define a complex policy framework which ‘mixes’ a sectoral and territorial approach to achieve an effective coal regions’ transition

We hear more and more about the necessity of "sustainable regional development" as an alternative to and defense against globalization. While we certainly agree with this notion, we ask what might prevent it from becoming yet another "top-down" development scheme with good intentions but dubious results. We would argue that no road to development is sustainable if it is not deeply democratic and reliant on an informed, concerned public; the expressed needs of the public must be an essential aspect of regional development. Our focus here is on the university, the main supplier of the experts and technologies utilized by the undemocratic processes of globalization, but it might also be a partner in a democratic process of regional sustainable development. To do this, however, experts in academia must resist the temptation to assume they know what is best and work in concert with community forces to define and create sustainable development. To put it simply, if experts and planners in the university want to know what a region wants and needs, they have to ask. What follows is a report on the experience of one university's attempt to do just that.

Spatial distribution characteristics of natural ecological resilience in China

A ideia de desenvolvimento ganha força ao longo do século XX, a recorrente distinção entre crescimento e desenvolvimento econômico no plano histórico toma sentido a partir do entrelaçamento entre o aumento da produção e renda per capita e, ao mesmo tempo, mudanças profundas na sociedade. O tema de desenvolvimento, com enfoque para além do crescimento econômico, relacionando aspectos de qualidade de vida, sustentabilidade ambiental e equidade social e cultural, vem ganhando destaque nas discussões da área das ciências sociais. A busca por sociedades democraticamente qualificadas, atuando de forma indissociada aos interesses exclusivos da coletividade, sinaliza a necessidade de desenvolver redes de cooperação, baseadas na confiança e colaboração mútuas. Destaca-se a existência de conselhos regionais no sentido de exercer o controle social, mas também a articulação representativa e de desenvolvimento regional. Também as universidades, sobretudo as públicas, têm um compromisso social com o desenvolvimento regional; a propósito, as universidades são vetores indutores de desenvolvimento regional, conectando-se com o mundo ao mesmo tempo que se enraízam regionalmente, com efeitos na produção e no consumo da economia, que repercutem de forma multiplicadora nas estruturas espaciais, sobretudo nas cidades em que estão localizadas. Neste sentido, o estudo em tela teve como objetivo realizar um levantamento de publicações acerca da participação de universidades no processo de desenvolvimento regional, de 2008 a 2016, para analisar em quais óticas a contribuição universitária para o desenvolvimento regional vem sendo estudada. Para isso, utilizou-se a análise bibliométrica, realizada a partir da coleta de dados nas plataformas Scopus e Redalyc. Os resultados mostram que, apesar de o tema ter ganhado certa evidência no último quinquênio, ainda há carência de pesquisas que discutam com profundidade a relação das universidades como desenvolvimento regional.

The unstable development of the economy of the vast majority of Russian regions and unstable indicators in modern conditions require the establishment and determination of the causes of the observed negative events. This situation is relevant at the regional level, where, in addition to the devastating consequences, the inconsistency of state policy in the field of institutional Economics has created a General lag in the pace of socio-economic development. Based on this, the timeliness and relevance of the consideration of improving the instrumental forms of ensuring the spatially-uniform development of the regions is that the current stage of development of the regional economic level is identified by us with the increasing center-periphery differentiation. The processes of its growth, which are formed under the influence of evolutionary-acquired and inertial-hereditary factors, negatively affect the pace of socio-economic development of peripheral and semi-peripheral territories, do not allow to develop the real sector of the territorial economy, to improve the level and quality of life of the population of localities. In this regard, it seems that the solution of scientific problems of finding new and improving existing instrumental forms of spatially-uniform regional development is relevant in theoretical, methodological and applied aspects of the element of scientific support for the development of the regional economy, its subsystems and components, and the study is desirable to focus on the growth of methodological principles of spatial development of most regions operating in the conditions of center-periphery stratification, as well as the argument of practical recommendations for their depolarization on the principles of improving the organizational and economic tools, as well as methods of analysis and evaluation of the spatial development of the region.

Youth is one of the pillars that has a big role in the journey of the life of the nation and state so that the progress of a country is more or less determined by the thoughts and active contributions of youth in the State of Indonesia. Likewise in the scope of social life, youth is a potential identity in the community structure as the successor to the nation's struggle and a human resource for development, because youth as the hope of the nation can be interpreted that whoever controls youth will control the future. This research is expected to provide an overview of youth in youth organizations in Central Kalimantan in the development process, especially in the city of Palangka Raya. In addition, this paper is also expected to be a motivation for young people to take part in the regional development process. Therefore, it is very important to see an overview of the function and role of youth in regional development through the Central Kalimantan Indonesian Youth National Committee which accommodates it. So that this research becomes interesting to review considering that the results of this study will analyze how the participation of youth in the sustainability of the development of the Central Kalimantan Region will be.

The development of modern society in the world takes place in the era of rapid development of information technologies in all fields of human activity, including education. Therefore, one of the main ways of solving the problem of education modernization is the introduction of information technologies and combination with traditional educational means. The issue of ensuring the high level of information and communication technologies in the educational process becomes more urgent every year. The experience of teachers of higher education institutions shows the effectivenes of information and communication technologies integration in teaching English. Information and communication technologies enable students to be involved in the learning process, increase students’ motivation and their interest in learning English. The use of information and communication technologies in the educational process gives the possibility to reduce the time for mastering the material at the expense of clarity and to check students’ knowledge in the interactive form. The article deals with the use of modern information and communication technologies in the process of teaching English in higher education. Aspects of information and communication technologies in the process of learning a foreign language are theoretically grounded. The experience of information and communication technologies implementation in the educational process of higher educational institutions is analyzed and the main advantages and disadvantages of their application are characterized. The experience of using Quizlet (an application that helps in learning new words, phrases, terms faster and more effectively) in teaching English at the National Technical University of Ukraine “Kyiv Polytechnic Institute of Igor Sikorsky” was analized in the context of the analysis of information technologies in higher educational establishments of Ukraine.

Este artigo explora os aportes da aprendizagem organizacional na indústria de móveis e no desenvolvimento regional. O objetivo do estudo foi o de compreender, no fomento ao desenvolvimento regional, o panorama atual da aprendizagem organizacional nas indústrias de móveis da Regiões Fronteira Noroeste e Celeiro/RS, participantes do Projeto de Extensão produtiva e Inovação - PEPI em relação à operacionalização no cotidiano organizacional e sua utilização como diferencial competitivo. Em termos metodológicos, o estudo multicaso, de campo, exploratória e descritiva. As fontes foram documentais, bibliográficas e com entrevistas com empresários e atores integrantes do projeto. Em termos de resultados, o estudo destaca a relevância de iniciativas de cooperação que abrangem o Estado, as Universidades e Empresários, articulados com demais agentes de fomento, como mecanismo de apoio, assessoria, capacitação e promoção da inovação nas cadeias produtivas. Evidencias indicam a importância dos processos de aprendizagem organizacional, destacando as pessoas, processos e estruturas das empresas. A partir do PEPI as empresas da cadeia moveleira se fortaleceram, aumentaram a produção, produtividade e competitividade, indicando aportes positivos nos processos de desenvolvimento regional.

This chapter examines how a ‘borderless’ West African sub-region could enable emergence of an essentially liberalized trade zone, and ultimately engendering the emancipation of the entire ECOWAS sub-region. With the removal of all barriers on the path of productive socio-economic relation within the sub-region, for instance border and (immigration) posts, multiple monetary zones, dissimilar custom policies and, indeed, uncommon official languages, it is projected that the processes of human and regional development would be hastened within the sub-region. Of course, a free market space would spur creativity and competiveness, which would eventually enable a progressive transmutation of the sub-region.
