UAV-g 2015 INTERNATIONAL CONFERENCE

Proteomics is at the epicenter of post-genomics biotechnologies that are currently driving the next generation system science. Moreover, proteomics is a truly global science. The 6(th) Annual Meeting of Proteomics Society, India (PSI) and International Conference on "Proteomics from Discovery to Function" held from December 7-9, 2014, was a transformative endeavor for global proteomics, bringing together the luminaries in the field of proteomics for the very first time in India. This meeting report presents the lessons learned and the highlights of this international scientific conference that was comprised of nine thematic sessions, pre- and post-conference workshops, and an opportunity to cultivate enduring collaborations for proteomics science to benefit both India and global society. The conference had an unforgettable impression on the participants: for the first time, India hosted past and present President and Council members from the Human Proteome Organization (HUPO), along with eminent scientists and young scholars from India and abroad in the field of proteomics at such a large scale, a major highlight of this international event. In all, the PSI 2014 was a milestone conference that has firmly poised the Indian life sciences community as a leading contributor to post-genomics life sciences, thus cultivating crucial trans-generational capacity and inspiration by recognizing the emerging scholars and omics systems scientists who can think and conduct science from cell to society.

Agents (adaptive or intelligent agents and multi-agent systems) are one of the most prominent and attractive technologies in Computer Science at the beginning of the new century. Agent and MAS technologies, methods, and theories are currently contributing to many diverse domains such as information retrieval, user interface design, robotics, electronic commerce, computer mediated collaboration, computer games, education and training, smart environments, ubiquitous computers, social simulation, etc.Agents are not only a very promising technology, they are emerging as a new way of thinking, a conceptual paradigm for analyzing problems and for designing systems, for dealing with complexity, distribution and interactivity, and perhaps a new perspective on computing and intelligence. Yet to realize this promise further advances are required in agent architectures, languages, theories, and design techniques. To accept this challenge, three very successful and high level events, AA (the International Conference on Autonomous Agents), ICMAS (the International Conference on Multi-Agent Systems), and ATAL (the International Workshop on Agent Theories, Architectures, and Languages), decided to build on their past successes and converge in 2002 in a Joint Conference. The aims of this joint venture are:to strengthen the relationships within the broader Agent community,to enhance quality while promoting innovation,to encourage richer exchanges between theoretical and experimental research and applications, modeling and engineering, and between the micro and the macro levels of agent design, and to foster collaboration between information science and technology and the cognitive and social sciences. The theme of the conference is Bringing People and Agents Together. As agent-based computing becomes ever more widespread, it is increasingly important for agents to interact effectively with people and with other agents. In addition to the normal research topics of the component conferences, we particularly encouraged submissions that address issues of how to improve interaction and collaboration among agents and people.Response to the new conference was very favorable. The over 500 papers were submitted to the conference. Some of these were selected for publication as full papers, and others were selected for presentation as posters. The acceptance rate for full papers was 27%, low enough to ensure high quality, yet high enough to include a variety of topics and perspectives. The paper and poster summaries are included in this proceedings, which is divided into three volumes, one for each day of the conference.

As we assemble at the beautiful Aalto University in Helsinki, Finland, to attend the IRMMW-THz Conference, it is proper and fitting to look back at what was accomplished in the past to help us arrive at this landmark fiftieth meeting of this highly successful conference series. The International Conference on Infrared, Millimeter, and Terahertz Waves (IRMMW-THz) is the oldest and largest continuous forum specifically devoted to the field of ultra-high frequency electronics and long-wave electromagnetics. The first conference in this series was held in Atlanta, Georgia, USA, in 1974. In his Foreword to the Conference Digest, Kenneth Button of MIT predicted that the Conference would "be the first of a long series because the submillimeter wave specialty has become well-defined and moderately well populated." This prediction was very prescient. In 2004, the original conference series – The International Conference on Infrared and Millimeter Waves (IRMMW) - joined with The International Conference on THz Electronics to form the Joint 29th International Conference on Infrared and Millimeter Waves and the 12th International Conference on Terahertz Electronics (IRMMW-THz 2004). In 2008, the conference name was shortened to the International Conference on Infrared, Millimeter, and Terahertz Waves. In 2009, the conference series was incorporated as a science society registered in the USA, and in 2016 it was converted into a non-profit international science organization. The society hosts the website https://www.irmmw-thz.org/. With this strong foundation, the Conference is sure to continue as an extremely valuable resource for scientists and engineers in our field.

Nersessian (Kluwer Academic/Plenum Publishers, New York, 2002) and Logical and Computational Aspects of Model-Based Reasoning , edited by L. Magnani, N. J. Nersessian, and C. Pizzi (Kluwer Academic, Dordrecht, 2002). Another volume, Model-Based Reasoning in Science and Engineering , edited by L. Magnani (College Publications, London, 2006), was based on the papers presented at the third ‘model-based reasoning’ international conference, held at the same place in December 2004. The volume Model-Based Reasoning in Science and Medicine , edited by L. Magnani and P. Li (Springer, Heidelberg/Berlin 2006), was based on the papers presented at the fourth ‘model-based reasoning’ conference, held at Sun Yat-sen University, Guangzhou, P. R. China. The volume Model-Based Reasoning in Science and Technology. Abduction, Logic, and Computational Discovery , edited by L. Magnani, W. Carnielli and C. Pizzi (Springer, Heidelberg/Berlin 2010), was based on the papers presented at the fifth ‘model-based reasoning’ conference, held at the University of Campinas, Campinas, Brazil, in December 2009. Finally, the volume Model-Based Reasoning in Science and Technology. Theoretical and Cognitive Issues , edited by L. Magnani (Springer, Heidelberg/Berlin 2013), was based on the papers presented at the sixth ‘model-based reasoning’ conference, held at Fondazione Mediaterraneo, Sestri Levante, Italy, June 2012.

On behalf of the organizing committee of the 3rd TICATE 2020, I would like to welcome all delegates to attend this international conference with great pleasure. In the concern of COVID-19 pandemic, this international conference is being held virtually from August 3rd – 4th, 2020 from Campus I of Universitas Tarumanagara at Jl. Letjen S. Parman No. 1, Jakarta 11440, Indonesia. The 3rd TICATE 2020 is organized by Universitas Tarumanagara and technically sponsored by IOP Publishing. The reason why this conference was changed to virtual format is that due to COVID-19 Pandemic, there are travel restrictions and social distancing ruled by almost all governments in the world, including Indonesian government. We still hold partially the physical presentations regarding the healthy protocols suggested by World Health Organization.Instead of being postponed, we still hold this international conference virtually using Zoom Meeting because this conference is a forum for engineers, academics, practitioners, and students to exchange their experiences and knowledge. Many innovations and developments are being created from the last event to this one. These need to be shared among stake holders in the field of engineering and technology. Therefore, there is an urgent need to publish the newest results of researches in the conference proceedings. The 3rd TICATE 2020 has attracted many academicians, scientists, engineers, postgraduates and other professionals from many countries. This conference accepted 217 papers from 5 different countries, those are Australia, Taiwan, India, Malaysia, and Indonesia. The aim of the conference is to promote exchange of ideas among engineers, researchers, and scientists active in the related areas of technology and engineering. Our special thank goes to our Rector, Prof. Dr. Ir. Agustinus Purna Irawan, who has initiate this international conference, to our Plenary Speakers, Prof. Ir. Dr. Lee Sze Wei from Tunku Abdul Rahman University College, Malaysia, and Prof. Dr. Ir. Tresna P. Soemardi, S.E., M.S. from Universitas Indonesia, Indonesia, and to our Invited Speakers, Dr. Ayub Ahmed Janvekar from VIT University, Chennai, India and Prof. Ir. Dr. Mohd Zulkifli Abdullah from Universiti Sains Malaysia, Malaysia. Each keynote speaker will be given 30 minutes to hold his presentation and followed by 15 minutes Q&A session. At the parallel sessions, each presenter is given 15 minutes to present his/her work followed by 10 minutes Q&A session about the related topic. The parallel sessions are opened to all participants. The participants, including presenters at the parallel sessions, are attending this virtual international conference from Indonesia (Jakarta, Bandung, Medan, Yogyakarta, Aceh, Depok, Surabaya, etc.), Kuala Lumpur, Pulau Pinang (Malaysia), Australia, Taiwan, and India. The virtual format of the 3rd TICATE 2020 still provides very satisfying overall technical quality of the conference, e.g. in presenting the articles. Because we used Zoom Meeting as the platform and a good internet connection to hold this virtual conference, the conference can be attended by about 500 participants from 5 countries without any problem. We would like also to thank our partner international and national Universities in contributing and participating in this international conference. To all individuals and organizations such as the members of international editorial board, the conference organizers, the reviewers and the authors, for their contribution in making the 3rd TICATE 2020 as a successful international conference and a memorable gathering event. I am also grateful for the support of publication service of IOP Publishing. We hope that the conference could present you wonderful memories to bring home in addition to new insights and friendship congregated during the event. We truly value your participation and support for the conference. We hope that you will gather many experiences and benefits from this event.Dr. Hugeng, S.T., M.T. (SMIEEE)

The origin of this series of conferences, like the evolution of the coelenterates themselves, is a somewhat murky topic as there are several meetings that could claim to have been the first. One of these was the hydra meeting organized by W. F. Loomis and H. M. Lenhoff at Coral Gables, Florida, in March 1961 (Lenhoff & Loomis, 1961) and another was the symposium arranged by L. M. Passano on behalf of the Comparative Physiology Division of the American Society of Zoologists, held in Knoxville, Tennessee in December 1964 (Crowell, 1965). Both of these were rather specialized gatherings, however, and it has come to be tacitly accepted that the first in the series of international coelenterate conferences was the one set up by W. J. Rees at the Zoological Society of London in March 1965, the papers from which were published in The Cnidaria and their Evolution (Rees, 1966). This conference was not, to my knowledge, planned as the first in a series, but several people in the field at the time felt that it would be a good thing to have another meeting within a few years. In October 1969, while attending the Primo Simposio Internacional de Zoofilogenia in Salamanca, Bernhard Werner and I met in a local tavern as a self-appointed, ad hoc committee to decide where the next conference should be held. The minutes of this meeting have not survived, but I recall that Werner had friends and contacts in Japan, and was planning to study at the Seto Marine Biology Laboratory during 1971. We agreed that Japan, the land of Taku Komai and Tohru Uchida, would be the ideal place to have

Plants are one of the sessile components of the forest canopy, and consequently quantitative studies of plant components are more widely available than for some of their mobile counterparts. From a global perspective, several exciting and innovative canopy access tools have been designed over the past few decades that have facilitated the expansion our understanding of canopy plants. These include a network of canopy cranes, the development of the French luge (or sled), and the construction of walkways and platforms for access into different levels of the canopy on a permanent basis. At the recent international forest canopy conference in Sarasota, Florida (Forest Canopies 1998: Global Perspectives, November 4–8, 1998), many canopy plant studies were presented that illustrated the achievements in this field. As co-chair at this event, I present here some reflections based on my observations of the development of canopy research between the first and second international conferences. A selection of case studies from the conference presentations are cited in this review, including: tree crown respiration studies from the crane in Panama; epiphyte ecology from walkways in Peru; insect-plant relationships in tree crowns of the USA using platforms; experimental studies of epiphytes in cloud forests using single rope techniques; and epiphyte diversity surveys in Africa. Ideas for the future are also mentioned such as the novel concept of canopy farming of orchids in Costa Rica, the linking of canopy processes to forest floor activities, and the construction of canopy walkways to provide a sustainable forest economy instead of the conventional practice of logging. The integration of research with sustainable use of forests provides a conservation theme for future canopy studies. Such new approaches to studies of canopy plants are important, as scientists increasingly play a role in global conservation policies.

The article shows the role of international cooperation in the field of forensic expert activity. On development of forensic expert institutions of the Ministry of Justice of Ukraine and the expansion of the possibilities for forensic examinations have a positive effect their activity in the implementation of international contacts: the organization of joint international scientific and practical conferences, seminars, internship of specialists with the purpose of sharing work experience, training of forensic experts, familiarization with the organization of activities and advanced methods of conducting forensic examinations and expert studies, allows a specialist there constantly to be aware of the latest achievements of science and to use the experience of their colleagues from other countries. Currently, work is underway to conduct joint scientific developments, training of highly qualified scientific personnel, but this is not specified in Art. 24 of the Law about forensic science, and therefore we propose this article be amended as follows: "State specialized institutions that perform forensic examinations are entitled establish international scientific ties with the institutions of forensic science, criminalistics and so on other states for the purpose of joint research and development, exchange of scientific and methodological information and printed publications, use of common international information funds, data banks, training, retraining and advanced training of forensic experts, international conferences, symposia, seminars, joint publications in forensic science and criminalistics, training of highly qualified scientific personnel". In connection with the further development of international cooperation, it is desirable in the staffing of forensic institutions to provide for such a structural unit as the International Relations Department. In 2018, KhRIFE obtained the Accreditation Certificate for compliance with the requirements of the international standard ISO/IEC 17025. The collection of scientific proceedings "Theory and Practice of Forensic Science and Criminalistics" is included in the international scientometric database Index Copernicus. The development of international cooperation in the field of forensic science will contribute to enhancing the scientific and methodological potential of forensic expert institutions, developing new directions and types of forensic expert activity, and increasing the effectiveness of the fight against crime.

This third edition is a comprehensive manual of the rules of procedure and conduct of business at the UN General Assembly, at international conferences and at assemblies of inter-governmental organisations such as the World Health Organization. It examines the legal basis of these rules, the history of their development and the attempts at their codification. At the heart of the book is an examination of the practical applications of rules of procedure. Procedural rulings, updated to October 2016, are quoted from the records of UN General Assembly meetings, from assemblies of international organisations and from treaty-making conferences. This book is of interest to those involved in international law, international relations and international organisations. It also serves as an indispensable practical guide for delegates to the UN General Assembly and to international inter-governmental conferences. The first edition of this book was awarded the American Society of International Law 'Special Award'.

Helen Trugman In Memoriam Alex Grosu and Susan Rothstein The untimely death of Helen Trugman on September 13, 2012 from cancer, just four days short of her fiftieth birthday, was a brutal shock for those who knew her closely, even though the sad event was not wholly unexpected. Helen had undergone a serious operation two years earlier, but in the fall of 2011 she became ill again, and by spring 2012 it became clear that her chances of recovery were minimal. Helen was born in the former Soviet Union, in Kharkov, Ukraine, and immigrated to Israel in 1990 together with her husband Alex and the older of their two sons, Daniel. A second son, Alon, was born some years later. She had been an outstanding student at Kharkov State University from 1979–84, studying English literature, English as a Foreign Language (EFL), and translation, and received her MA with distinction in 1984. Her MA thesis was on stylistic aspects of the there-insertion construction and already showed her interest in linguistics. She worked as a high school English teacher in Kharkov, and when she arrived in Tel Aviv she decided that it was time to continue studying and registered as a student in the Linguistics Department at Tel Aviv University. It was her first exposure to generative linguistics, and she was greatly excited by it. Helen wrote a Ph.D. dissertation, The Syntax of Russian DPs, and DP-Internal Agreement Phenomena, under the supervision of Alex Grosu. From 1995, when she gave a paper at the first Formal Description of Slavic Languages (FDSL) meeting in Leipzig, she was a regular participant in international conferences, in particular the FDSL meetings in Europe, and Formal Approaches to Slavic Linguistics (FASL) meetings in North America. Like most graduate students in the humanities in Israel, Helen worked to support herself throughout her studies. She taught EFL at the Holon Institute of Technology beginning in 1991, and from 1996–2006 she was head of the EFL Division there. She continued to teach at the Holon Institute after completing her dissertation and was active in the community of EFL teachers in Israel. She was involved in developing teaching materials, training and mentoring new teachers, and was active in setting up programs for teaching EFL to students with [End Page 207] learning disabilities. She was instrumental in setting up the Forum of Academic College English Teachers in Israel. At the memorial service held about two months after her death, colleagues from the EFL community spoke warmly of the influence she had had on them as a mentor and friend as well as of the high professional standards she demanded from them and from herself. Helen’s active career as a theoretical linguist was carried on in parallel with all her other professional academic responsibilities. Despite the demands of her EFL teaching career, Helen continued to write and publish scholarly articles, to present her research at a wide variety of international linguistics conferences, and to collaborate with linguists from Israel and abroad, earning well-deserved recognition by her peers. And all the time she devoted herself to her family (of course, she would have said) whom she greatly loved. Helen was a striking person, warm, energetic, demanding both of herself and of others. She was a person of deep personal and professional integrity, straightforward and honest in her personal relations and in her academic life, with a sense of academic responsibility towards her data and the problems she was trying to solve and a determination to get things right. This resulted in a perfectionism which could sometimes be exhausting for her collaborators, but which won her respect from her friends and colleagues, as well as resulting in a series of scholarly papers which make a lasting contribution to Slavic linguistics. Her Ph.D. adviser, Alex Grosu, feels that in the over twenty years he worked with her he learned as much from her concerning various aspects of the syntax and semantics of nominal constructions in Russian as she may have learned from him. Friends and colleagues remember her enthusiasm and her eagerness to collaborate, her warmth and her love of life, and the pleasure she took in getting...

PrefaceThe 6th International Conference on Materials and Applications for Sensors and Transducers, was held in Athens, Greece, from September 27 to September 30 2016. The Conference, hosted about 70 oral and poster papers and more than 90 participants. IC-MAST as an international annual conference which tries to meet the needs for various types of sensors, particularly those ones which may be manufactured by low cost methods (i.e. hybrid sensors, smart specialization devices, particular applications not necessarily requiring integrated micro-nano technologies), covering all types of materials and physical effects, appears to be a necessity. IC-MAST has been established as a high quality international conference by:I. Gathering together multinational researchers from all over the world, working in different materials for sensors and transducers and technical applications of sensors, but also in some cases in the management of the data coming from sensors and transducers; the careful selection of the conference place (like Aegean Sea, Budapest, Prague, Bilbao, Mykonos, Athens etc) allows for enjoying the local hospitality and sightseeingII. Emphasizing in hybrid sensors and smart specialization devices produced by inexpensive methods, without excluding of course micro-nano technology, from all kinds of solid state, liquid and gaseous materials, as well as in particular transducer applications (design and development, as well as use of sensing data)List of International Advisory Committee, International Scientific Committee and Editors are available in this pdf.

Anthropogenic global warming (AGW) and the long tradition of political failures to address it have created an unprecedented global crisis. Individual carbon footprints are higher in industrialized countries; in that context, academics contribute substantially by flying to conferences. How and why should the global academic community respond to this situation? We evaluate the seriousness and urgency of AGW, consider relevant ethical theory, and compare possible academic strategies, focusing on communication technologies in conference culture. We argue that academic privilege facilitates climate action. Academics are well placed to understand and explain complex material including relevant ethical theory. Academics are extensively networked with local, regional, and international students and colleagues. Academics can significantly reduce their greenhouse-gas (GHG) emissions by avoiding flying to conferences and developing low-GHG conference formats. Academic leadership is needed to courageously address the moral issues and take advantage of modern internet-based communication technologies. Social equity issues are also relevant. International conferences that include live streams are more global and accessible (independent of each participant’s finances), and hence more culturally diverse. Video recordings complement existing academic documentation, communication, and dissemination. Individuals can reduce their carbon footprint by focusing on regional conferences, contributing remote presentations to distant events, and by contributing to political discussions—putting pressure on governments, institutions, and corporations to change. By combining individual action with social leadership, academic climate action may significantly reduce future the environmental damage and human impact of AGW.
