The article defines the directions of project activity in the context of the interaction of progressive international entities, business, local authorities and one of the communities of the Zakarpattia region. Attention is focused on the development of initiative, self-organization of the population at the grassroots level, enhancing the prestige of territorial communities through the use of effective social tools. The purpose of the article is to identify regularities and determine the priority directi ons of development based on the assessment of project activities in the territorial community in the pre-war and war periods. The novelty is the generalization of transformational shifts in the territorial community thanks to the implementation of project activities. The article uses general scientific research methods: analysis, synthesis, comparison, generalization. The significance of the project activity in the border regions is substantiated primarily in the context of the development of cross-border cooperation, inter-municipal partnership, with the aim of improving the quality of life and common living conditions of the population, preserving the demographic and natural resource potential of nature conservation areas, in particular within the Kolochava territorial community. It was found that the development of project activities in the community with the possibility of creating new jobs, with the involvement of war veterans, individual entrepreneurs, IDPs, and youth becomes significant. The cohesion of the population through the implementation of social projects contributes to the growth of trust in local authorities, the strengthening of social integration and stress resistance in war conditions. Taking into account the transformational changes in the development of the community, a questionnaire was designed and an assessment of the project activity was carried out in terms of the possibilities of the priority areas of the territorial community’s development. The survey was conducted in late July — early August 2024, with 51 respondents having taken part in it. In the course of the survey, the problems toward which the project activities should be directed were identified, the foremost among them are: modernization of general education institutions, cleaning of water bodies, development of alternative energy sources. The role of international cooperation in the implementation of larger projects is considered. In particular, during the implementation of the project “World of Carpathian rosettes — measures to preserve the unique culture of the Carpathians”. Attention is focused on the significant role in the implementation of projects, especially in wartime conditions, of the community’s long-term cooperation with the Czech charity organization “PresHranice z.s.”.

The subject of the article is the Eurasian experience of the integration potential of public diplomacy in the implementation of social projects by patient NPOs in the field of orphan diseases. The aim of the study is to describe and generalize the project practices of the Association for Assistance to Patients with Rett Syndrome in promoting public diplomacy in the Eurasian space. The initial data consisted of the activities and results of the social projects implementation in the countries of Eurasia (Russian Federation, Republic of Kazakhstan, Armenia, Moldova, Republic of Belarus). The methodological basis of the study was the concept of methodological pluralism, consolidating the approaches of constructivism to public diplomacy and the classical scientific school to positioning the activities of non-profit organizations. Research methods include design, description, evaluation of qualitative and quantitative results, feedback from the target audience of the project in the form of a review. During the implementation of the projects, the knowledge and skills of the parent and professional (medical, pedagogical) audience were strengthened; the geography has been expanded: 4 countries of the Eurasian space have been joined by partners from a fifth country — the Republic of Belarus, with voluntary participation. The scientific contribution consists of verifying the integration potential of NPOs in the development of public diplomacy in the project activities of domestic patient SO NPOs with friendly NPOs in Eurasia in joining forces, holding events, developing communication channels, and helping families. A model of a social resource has been created for replication in all countries of the post-Soviet space (4 countries are covered, but in Tajikistan, Uzbekistan, Azerbaijan, there are children with Rett syndrome, and they all need social resources for a quality life).

Influenced by the governmental policy of national economy decarbonization and greening fundamentally new institution of green finance is currently developing in Russia. One of the key areas for the development of green finance is industrial waste disposal. The aim of the paper is to determine the efficiency of green financing of industrial waste utilization projects in Russia. The methodological basis of the paper consists of domestic and foreign scientific articles in the field of green financing and waste disposal, regulatory legal acts of the Russian Federation, as well as Rosstat data on the volume of industrial waste disposal. As a research method, the authors applied an analytical approach to systemize green finance concept definitions, and analyzed foreign experience of using green financial instruments in the industrial waste management industry. The article represents the content analysis of the Russian taxonomy of green and adaptation projects, as well as an assessment of the industrial waste utilization volumes that can potentially be achieved due to the implementation of projects within the framework of taxonomy areas. The results of the analysis show that through the implementation of green and adaptation projects, it is possible to additionally dispose of about 91 million tons of industrial waste, or 2.5% of the total volume of waste generated. Such a low recycling rate is a result of the limited amount of industrial waste types, the utilization of which is included in the taxonomy. It is necessary to expand the list of industrial waste, the disposal of which can be recognized as an independent project or a criterion for the implementation of projects within the framework of the taxonomy.

The project scheduling establish the time sequence of various activities which has a certain time limit, this means that the project must be completed before or exactly at the specified time. The delay effect and result in delays to the completion of the overall project. The purpose of study is to analyze the scheduling of the project to find out how long a project can be completed, determine the critical path as well as optimize the time of execution of the project. Research methods used for the project implementation analysis of Clubhouse building construction using critical path method (CPM) and program evaluation and review technique (PERT). Results of the discussion and calculations obtained that the completion of the project still in accordance with the schedule that has been determained, with the critical path method (CPM) is 321 days, and the program evaluation and review technique (PERT), time most quickly resolved is 312 days (value of Z= 0,22%), the slowest time is 339 days (value of Z= 99,87%) and the most probable time is 325 days (value of Z= 49,20%). Be aware of the activities which constitute the critical path is the activities: A, B1, B2, B3, B4, C1, C2, C3, C4, C6, C5, C7, C8, D, and obtained the optimization of project completion time with the CPM method is 48 days, PERT method, time most quickly is 57 days,the slowest time is 30 days, and the most possible time is 44 days.

The development of road construction projects in West Papua Province is very important to support regional economic development. However, these projects often face challenges that can affect the performance of project implementers. This research aims to identify the influence of internal and external factors on the performance of road construction project implementers in the region. The research method used is a descriptive method with a quantitative approach, where data is collected through questionnaires distributed to project implementers. Data analysis was carried out using regression techniques to determine the relationship between the variables studied. The research results show that internal factors such as project team competency and risk management, as well as external factors such as weather conditions and government regulations, have a significant influence on the performance of project implementers. This research concludes that to improve the performance of road construction projects in West Papua, there needs to be an increase in aspects of internal competence and management as well as adaptation to unexpected external conditions.

Investigating economic advantages of people participation in irrigation and drainage network development in fourth area of Band-E-Amir region was the objective of this study. That area is 3950 hectares. Case study was the research method. Those farmers who participated and benefited of the project and experts and executors of the project were statistical society of this study. Findings revealed there were several economic advantages in project implementation through beneficiaries' participation. The most important economic advantages were: a) Those farmers who some parts of their lands were allocated to water transferring channels, did not claim for such damaging. Therefore, a large amount cost of payment for land damaging was canceled in the project. b) Project's cost for supplying soil was canceled, because local farmers undertake supply the necessary soil for project from their lands. c) The cost of modification of project execution through delaying was canceled because there was no any delaying according to people participation in project implementation. It is anticipated there will some extra economic advantages in the project implementation in the future, because of the irrigation and drainage network will be compatible with beneficiaries' circumstances. This paper identifies the major aspects that affect the sustainability of organizations in terms of success and failure of IT implementation projects. A significant relationship between the deployment of internal project teams and sustainable results of IT implementation projects compared to professionals employed via outsourcing was found. Moreover, involving professional managers with hands-on experience and knowledge of the organization in decision-making processes positively affects the project outcomes and the sustainability of the organization. Employee workload concerns are the least impactful on project overrun, while other concerns are less sustainable. Finally, a methodology that enhances the likelihood of sustainable results in IT implementation projects by involving professional managers and forming in-house teams is presented.

The purpose of the research is to develop a theoretical concept of flexible management of human resources of innovative projects, a flexible team of these projects and, on this basis, to identify special functions, roles and competencies of a flexible team that ensure the effective implementation of innovative projects. Research methods: general theoretical methods of analysis, synthesis, generalization, monographic method, expert assessment method with the involvement and analysis of the opinions of 75 experts with experience in managing flexible projects and representing 6 Russian organizations involved in the implementation of innovative projects. Object of the research: management of flexible teams of innovative projects. The article presents the results of the analysis of the application of flexibility principles in the implementation of innovative projects using the Agile methodology. Subject of the research: organizational and managerial relations arising in the process of forming the functional, role and competence structure of flexible project teams. As a result, the author proposed a concept of flexible management of human resources of projects, presented the concepts of a flexible team and flexible competencies of the team, established a list of the most characteristic functions, roles and competencies of a flexible team. In order to perform roles and functions efficiently, project team members must have a set of competencies such as adaptive abilities, communication skills, self-management skills, self-organization and self-motivation, interprofessional knowledge, versatility and broad specialization. Understanding the functional, role and competence structure will help project managers build flexible teams and make them more successful. In addition to its practical significance, the material offered in the article enriches the theory of project management, flexible project management, team building.

It takes usually 3 to 4 years on an average to build a complex oil and gas facility from concept to commissioning. All critical features of the facility are decided during the early stages of the project. In fact the concept stage can be called as the stage when the DNA of the facility is cast. During rest of the project all that is being done is to develop and translate this DNA to reality. Very little can be done in later stages to correct safety problems buried in concept itself. Are we paying enough attention to process safety during this stage? Projects are implemented under several constraints and process safety sometimes takes a backseat. While there are several methods of Process Hazard Analysis by which process hazards are checked during design, how far are they effective? As the project accelerates towards completion all focus will be usually on the schedule. Are project teams able to see the compromises made on process safety during the fast track implementation? This paper will review the current practices for ensuring process safety during project implementation. Further it will present case histories of projects where hazards where buried deep inside design in spite of safety reviews that were carried out. The paper will argue the case for deeper understanding of process safety and the need for better management of the same during project implementation. Summary of latest research on the subject from diverse fields of Technical Safety, Behavioral Science and Systems theory will be included in the paper. In conclusion, the paper will provide better ways of understanding the complex issues and demonstrate several important factors that will help in ensuring process safety during project implementation.

Relevance. Russia's national projects cover various fields, including agriculture, and are aimed at improving living and working conditions. One of the key aspects of such projects is the development of human capital, that is, improving the level of education, health, culture and other social indicators of the population.Agriculture plays a key role in the economy and social sphere of the Kursk region, therefore, the impact of the implementation of national projects on the development of human capital in this sector is especially important.The purpose is a comprehensive analysis of the impact of the implementation of national projects on the development of human capital in agriculture in the Kursk region.Objectives. To identify the impact of the implementation of state programs and national projects on the dynamics of human capital in the agricultural sector of the economy in a regional context by analyzing their financing.Methodology. In the work, a logical research method was used to identify patterns of influence of interrelated factors, in addition, methods such as analysis and synthesis, as well as methods of economic statistics were used.Results. As a result of the research, it has been scientifically proven that the implementation of national projects in agriculture plays a key role as a driver of human capital development in the Kursk region. The consequences of these efforts can be felt both at the level of individual workers and enterprises, and at the level of the entire national level, contributing to sustainable development and improving the quality of life of the country's population.Conclusions. The findings of the Study show that the successful implementation of national projects in agriculture contributes to the improvement of human capital indicators. Improving living and working conditions in rural areas can lead to an increase in the attractiveness of this territory for young people and specialists, which ultimately can have a positive impact on the development of agriculture and the level of human capital in the region. This trend can be traced in the analysis of human capital assessment indicators in a regional context.

The shipbuilding industry is the most important industry to support sea transportation in the context of maritime development. As a company engaged in shipping, the function of the shipyard is as a place for shipbuilding, ship repair, and ship maintenance. One of the activities carried out by PT. DNC as a shipyard company is to repair TK Aek Sigala-gala. Ship repair is a process of repairing or replacing ship materials that cannot be used to avoid risks that occur in the sea when the ship sails. In the implementation of project activities, the company must understand the right network so that there are no problems scheduling, planning and controlling project activities. This study aims to solve the problems faced by the company, is the delay in completion time. The data used is secondary data related to the sequence and relationship of activities, execution time, and cost budget plan (RAB). This study uses CPM and PERT methods to determine the optimal turn around time using critical path and probability concepts. The results of the CPM and PERT methods are activities on the critical path with an optimal duration of 98 days. The crashing method is to reduce the duration to 72 days with savings of Rp. 16,351,708. if the project implementer does not crash, the penalty that must be paid is Rp. 3,072,963,905.

Purpose: This research aims to evaluate the implementation of the Pancasila Student Profile Strengthening Project (P5) with a focus on the Gotong Royong dimension in class 4 of MI Al-Mujahidin Joglo. This project is designed to strengthen the values of mutual cooperation among students and improve their social skills through project-based activities integrated with the curriculum. Design/methodology/approach: This research method uses a mixed approach, combining direct observation, interviews, surveys and document analysis. Data was collected from students, teachers, and parents to gain insight into project implementation, challenges faced, and impact on students' character development. Findings: The research results showed that the project implementation was successful in increasing students' understanding of the value of mutual cooperation and cooperation skills. However, there are several challenges, such as limited resources, difficulties in collaboration between students, and a lack of consistent support from parents. This research underlines the importance of integrating Pancasila values in learning and the need for support from various parties to optimize project implementation. Recommendations for improvement include increasing training for teachers, providing adequate resources, and involving parents more actively in project activities. It is hoped that these findings can contribute to the development of curriculum and educational practices that focus on strengthening student character in elementary schools. At present, the world is facing many crises. One of the major crises is the climate change problem or the greenhouse effect caused by carbon dioxide that is released into the atmosphere. This is ranked as the main cause of global warming. The purpose of this research was to develop a prototype project for carbon storage and GHG emissions reduction from the agricultural sector according to T-VER methods developed for Thailand. The research methods were to calculate the carbon storage of trees and the GHG emissions reduction according to the T-VER-METH-AGR-02. The results of the project implementation can summarize the amount of GHG in the whole study area of 115,520 m2 as follows; The carbon storage from the yearly project implementation was at 69.54 tCO2e/y and the carbon storage within 7 years of the project implementation was at 486.78 tCO2e. The GHG emissions reduction from the yearly project implementation was at 0.307 tCO2e/y and the GHG emissions reduction within 7 years of the project implementation was at 2.149 tCO2e.. The calculation of the amount of carbon storage and GHG emissions from the activities during the project lifetime was found at 488.93 tCO2e. In addition, orchard owners can use this research-based approach to calculate the carbon storage of trees and the GHG emissions reduction in their orchards and to prepare for the carbon offset process from voluntary sector under the T-VER.

Aim. The presented study aims to examine project initiatives and proposals for improving funding mechanisms for infrastructure projects based on public-private partnership in the Russian Federation.Tasks. The authors consider approaches and project initiatives of the G20 countries pertaining to the implementation of public-private partnership projects in the context of the adaptation of infrastructure projects to the Russian market (for the purpose of improving the quality and efficiency of the implementation of infrastructure projects in the Russian market).Methods. The methodological basis of this study includes works of Russian and foreign researchers in the field of public-private partnership and project financing. The authors use methods of scientific research (expert and comparative analysis, grouping and generalization) selected in accordance with the goals and objectives of the study as well as information publicly available on the official websites of the ROSINFRA platform and the Ministry of Economic Development of the Russian Federation.Results. Comparative analysis of foreign and national practices in the public-private partnership market makes it possible to identify a number of potential initiatives, including a new approach to the examination of infrastructure projects and proposals for attracting additional investment resources to the public-private partnership market. Adaptation of foreign competencies to the Russian public private partnership market will drive the transformation of the current PPP project model in Russia.Conclusions. Analysis of methods used by the G20 to assess and implement infrastructure projects based on public-private partnership makes it possible to formulate potential initiatives and proposals for improving approaches to the implementation of infrastructure projects based on public-private partnership in the Russian market and to determine the development vector for the national infrastructure project model.

PurposeThe purpose of this paper is to provide an analysis of a post-project review (PPR) method designed to verify the accomplishments of urban disaster risk reduction-neighborhood approach (DRR-NA) projects after at least one year of project closeout. The PPR revisited the essential processes identified during project implementation and analyzed the sustainability of project gains.Design/methodology/approachThe first section focuses on a literature review of the evaluation methods after project implementation, and the second describes the urban risk PPR design, its implementation, and findings.FindingsThe proposed framework for the PPR was clear and uniform and at the same time offered the necessary flexibility to adapt to the different DRR-NA projects and contexts. The PPR methodology sought to determine the conditions of the physical works, social and environmental gains, and progress in institutional arrangements associated with the NA projects. Factors that contribute and impede success in DRR-NA projects were identified.Practical implicationsAllowing at least one year between the completion of the NA projects and the PPR is both convenient and challenging. On the positive side, this approach allows for the verification of project outcomes after an extended period of time. However, there are also challenges, such as the need to seek additional financial resources to carry out the review; generate new contractual mechanisms; and assign human resources to review a project already closed.Originality/valueThe changes introduced into the PPR methodology to obtain a participative and self-conducted process resulted in a truly collective learning experience, becoming an act of accountability and social commitment.
