Modern Ukrainian society is in a complex process of transformation in various spheres at the present stage of its historical development, including, in the field of education. The humanitarian development of the country and the world sets new tasks for the national education system, the solution of which is inefficient within the framework of the existing methodology. Currently, the issue of analysing the efficiency of the higher education system and its adaptability in the field of training specialists of various profiles to constant and changing processes in various spheres of the society is of particular relevance. The inconsistency of the scientific-theoretical and scientific-practical level of the quality control model of higher education has determined the problem of the necessity to analyse the existing models in order to improve their individual aspects. The purpose of the academic paper is to study the existing models of quality control of the educational process in higher education and to clarify the practical features of the development of such models from the perspective of participants in the learning process in higher educational institutions. Methodology. In the course of the research, the analytical-bibliographic method was used to study the scientific literature on the issues of quality control of the educational process in higher educational institutions, as well as a questionnaire survey in order to clarify in practice the certain aspects of developing the models for the quality management of education in higher educational institutions. Results. Based on the results of the research, the features of implementing the individual models of quality control of the educational process in higher educational institutions were studied, and the main principles and characteristics that should be taken into account when developing such a model for each individual institution of higher education were clarified.

Purpose: development of recommendations for the study of security-oriented disciplines by students of higher educational institutions. Methodology: Analysis and generalisation of research results regarding the need of higher education students to study security-oriented disciplines. Results: In the conditions of modern warfare, knowledge and understanding of security issues are of critical importance for students of technical specialties. It helps them to be aware of the threats and risks associated with armed conflict and make the right decisions to ensure personal and collective security, and provides the necessary knowledge and skills to effectively respond to emergencies and save lives. Therefore, in the article: information on the state of higher education in Ukraine until February 2022 has been studied and summarised; the need of students of higher technical education to study security-oriented disciplines during the war was investigated; an expert survey was conducted among students who are studying for the Master’s and Bachelor’s degrees of two higher technical educational institutions – the State Higher Educational Institution “Donetsk National Technical University” and Kyiv National University of Construction and Architecture. It was established that about eighty percent of the respondents are in favour of mandatory study of security-oriented disciplines during martial law, as an opportunity to ensure their own safety and the safety of others, help others and be useful in war conditions. A new concept of civil security education in higher technical institutions under martial law from the point of view of studying individual disciplines is proposed, which consists of the following: improvement of training plans for higher education applicants. recommendations for students of technical higher education institutions to study the following disciplines (in order of priority): “Life safety”, “Occupational safety”, “Fire safety”, “Civil protection”, “Environmental safety”, “Psychology of hazards”. Mandatory courses for students on pre-medical care, psychological help for themselves and others, military training should be introduced. Scientific innovation: a scientific approach has been developed to clarify the new concept of civil security education in higher technical institutions under martial law. Practical significance: the results of the work can be used in the preparation of educational plans for applicants of higher technical educational institutions.

The paper summarizes the experience in higher education institutions financing, substantiates the trends in their financial support models diversification. The study systematizes approaches to the organization of higher education institutions financing under market conditions and reveals their advantages and disadvantages in terms of the effects at the level of an individual and society as a whole. It defines tools and models of the financing under orientation on demand, supply and strategic purposes of the national development. The study proves the need to substantiate the rational balance of individual and social effects in higher education institutions financing, which can be achieved through a combination of market self-regulation and state regulation of the higher education services market. The system of methods was used in the study, namely: monographic – to define the research aim and conclusions, the method of theoretical generalization of foreign and domestic scientists was used to critically analyze the existing approaches to the organization of financing the work of agricultural education higher institutions. General scientific methods of cognition, such as analysis and synthesis, induction and deduction, systemic integrated approach, were used to systematize the models of financial support for higher agricultural education institutions and to generalize the conclusions. The paper substantiated that the state should take leading positions in higher education institutions financing. The role of state funding in ensuring sustainable development of agricultural education higher institutions has been identified considering the specificity of educational services and their role in ensuring sustainable development of the agricultural sector of the economy and rural areas. It is argued that the current conditions of free economic development and challenges the institutions face requires focusing on consumer demand and adjusting their educational services through prompt updating the changing educational programs based on modern research, attracting a larger number of stakeholders in the financing model formation. The modern tendencies typical of the market of educational services determining the expansion of the participants of the organization of financing the higher education institutions activity, are considered. The importance of financing elements focused on the innovations development, the role of which will grow in the future, especially in the form of competitive and targeted financing is revealed. It is proved that the results-based approach to the organization of financing also reduces the risks of macroeconomic inefficiency and contributes to reducing the information asymmetry. The obligatory presence of the state in the organization of research funding in higher education institutions is justified due to the positive impact of research on educational services quality and increases their value for an individual and society. The paper considers options for market-oriented higher education financing and the state's demands in terms of the concept of management, public and private funding methods, the education fee. It is established that the changing conditions of the market of educational services require a revision of targets for state funding due to the following factors: increased number of foreign students, use of information and communication technologies, increase in the integration of higher education institutions nationally and internationally. The complexity of the introductory campaign as a process and the significant consequences of its results cause the need for implementation and constant improvements of information technologies in the process of informational support.Actual scientific researches and issues analysis about informatization of introductory campaign processes in higher education institutions showed that the problem of analysis and optimization of information flows of the introductory campaign in higher education institutions remains unsolved and requires further research. The purpose of the article is to analyze the informatization of the admissions campaign in higher education institution and to optimize existing information flows.The article highlights the essence of informatization of introductory campaign processes in higher education institutions.As part of the research, the structural organization of information systems is considered, in which the support of each information flow or group of flows of the higher education institution relies on a separate information system with the transfer of necessary data to other systems. The AS-IS model of the existing information flows of the introductory campaign is based on the example of the State University of Trade and Economics. The TO-BE model of the possible optimization of information flows was built and the advantages were determined. The method of developing the TO-BE model of informational flows of the introductory campaign is given. A part of the software code for sending an entrant’s request from the information system of theadmissions committee to the Inforesurs Unified State Electronic Database on Education is demonstrated.The presented materials can be used by higher education institutions to improve conditions for informatization of introductory campaign processes.

This study addressed the challenges and opportunities of education and scientific research in the United Arab Emirates. It discussed the relationship between educational outcomes, scientific research, and real-world requirements. It also highlighted the density of curricula and the accumulation of knowledge, noting that current educational curricula do not align with the demands of e-learning, which has emerged as a strong and new system in future education. The study emphasized the role of higher education and scientific research institutions in advancing and keeping pace with advanced countries. It stressed the importance of academic and research collaboration among higher education institutions, academic accreditation for programs, and the required skills for each specialization to serve both learners and the country. Regarding scientific research, the study observed a continuous decline due to reduced funding for research and decreased allocated funds by universities. It also discussed faculty members' challenges in their academic and administrative duties. The study concluded by proposing innovative solutions to address the challenges of education and scientific research in the United Arab Emirates.

The list of tasks of modern higher education includes a disclosure of the potential of all participants in the pedagogical process, giving them opportunities to express their creative abilities. This change in the role of education in society has led to a significant part of innovation processes. To implement measures to manage the innovation activities of higher education institutions, it is necessary to define the list of tasks clearly, the solution of which will contribute not only to the development of innovation activities, but also to profit. The purpose of the article is a general description of the problem of ensuring the effectiveness of the innovation process in higher education institutions through the implementation of appropriate management actions. The study of the effectiveness of the management of innovative pedagogical processes in higher education institutions (HEI) involved the use of several methods of scientific and empirical knowledge. The use of the method of analysis of the current state of management and functioning of the innovation process in the free economic zone made it possible to decompose the research material into units, to study the separate parts of the elements. In turn, the application of the synthesis method allowed the connection of the individual parts of knowledge as a whole, which was reflected in some conditions that affect the effectiveness of innovation in the free economic zone. The organization and management of the innovation process in higher education require qualified managers and teacher-implementers. Problems of innovation management in HEI are studied in various fields of science, where the basic concepts are defined: «innovation environment of HEI», «innovation activity in HEI». The university management system must be able to manage not only the phase of conceptual solution based on the results of basic and exploratory research, patents but also the full innovation cycle: from idea to creation of the finished product, its replication and marketing. The conditions influencing the efficiency of innovation activity in the free economic zone are determined: creation and regulation of the state of the organization’s innovation environment; innovation management policy; structure of interpersonal relations, etc.

The article substantiates the effectiveness of implementing health‐preserving technologies in higher education institutions based on the principles of pedagogical modeling. The prospects of integrating these technologies into the educational process to design a health‐preserving educational environment in higher education institutions have been studied. It has been demonstrated that modern higher education institutions face the necessity of providing optimal conditions for student learning and development, which include not only academic training but also the support of physical and mental health. It has been established that health‐preserving technologies are an integral component of professional training, contributing to the improvement of higher education quality. The implementation of these technologies based on pedagogical modeling enables the creation of a systematic approach to fostering healthy habits and ensuring a supportive educational environment. Health‐preserving technologies (HPT) are considered a comprehensive set of methods, tools, and approaches aimed at supporting and enhancing individuals' physical, mental, and social health in various environments, including educational institutions. In the context of higher education, HPT encompasses a wide range of tools integrated into the educational process, administrative functions, and the overall institutional environment to create favorable conditions forstudent learning and development. Health‐preserving technologies (HPT) are defined as systematically implemented measures and innovations aimed at preventing negative health impacts, enhancing physical activity, improving psychological well‐being, and promoting the social welfare of students. A classification of HPT is proposed, grouping them into ergonomic, psychological, social, and informational categories. The functions of HPT in higher education have been identified as follows: prevention of occupational diseases and stress, enhancement of academic performance, development of self‐regulation skills, creation of a supportive educational environment, and facilitation of social integration and interaction. It has been demonstrated that the implementation of HPT in higher education institutions should be based on clearly defined principles, including systematicity, individualization and adaptability, comprehensiveness, preventive orientation, innovativeness, ethicality, and confidentiality. Pedagogical modeling has been explored as a methodological foundation for integrating HPT into the educational process of Ukrainian higher education institutions. It has been determined that the use of modeling enables the creation of educational frameworks that consider the physiological, psychological, and social health aspects of higher education learners. This approach not only prevents occupational diseases and stress but also fosters the development of self‐regulation skills and a responsible attitude toward personal health. The integration of health‐preserving technologies into the educational process based on pedagogical modeling is an essential step toward ensuring the sustainable development of higher education institutions. This integration creates favorable conditions for student learning and development, promotes their physical and mental well‐being, and enhances the overall effectiveness of the educational process.

Main objective of the study: to determine the level of accordance of the educational process at the Educational and Scientific Institute of Journalism to the expectations of its students. The study has the following tasks: to study the other scientific researches about the topic; to survey the students of the 1st and the 4th years of ESIJ; to interview the administration of the institute and the guarantors of educational programs. Methodology of the study. A questionnaire was conducted among the 1st and 4th year students of all educational programs of ESIJ. The questionnaire for the 1st year students was focused on the reasons for entering the institute and the expectations from their studying, and the 4th year students evaluated the educational process, demonstrated their impressions of the institute and the degree of realization of their expectations. Thus, with the help of methods of abstraction and extrapolation, we found out the opinions of all ESIJ students on the specified issue. At the same time, the interviews were conducted with the guarantors of the institute‘s educational programs and the representatives of its administration about their vision of the image of a ESIJ graduate, optimization of the educational process, communication with the students and presentation of the educational programs to the applicants. Therefore, a narrative analysis was applied to their comments, and with the help of the methods of interpretation and generalization, we singled out the common considerations for the representatives of this institute regarding this specified issue. Results and conclusions. The article analyzes and systematizes the students‘ expectations from the educational process, interaction with the university, and generally higher journalism education. It was found that at the time of entrance competition the students sometimes have the inappropriate expectations from their studying, and the 4th year students are more skeptical of obtaining higher journalism education than their younger colleagues. The guarantors of the programs put the emphasis on creating the favorable conditions for studying, developing creativity and providing the basic and professional knowledge. The researches of scientists show that satisfaction with studying at a higher education institution is a significant factor in a student‘s professional self-efficiency. There is also information that the 1st year students (more than 4th year ones), demonstrate an evident correlation between adaptation to higher education institution and attitude to their studying. There is a need to take the communication between higher education institutions and applicants/students to a more professional level in order to avoid formation of inappropriate expectations from studying at the university.

Introduction. The current development of higher education in Ukraine is taking place amid crisis transformations associated with martial law, economic instability, digital inequality, and psychological exhaustion among participants in the educational process. In such conditions, traditional approaches to assessing the quality of education are proving insufficient, as they do not take into account the complex impact of external and internal threats. There is a growing need for a scientific rethinking of the factors that determine the quality of the educational process and for updating the methodology for assessing the performance of higher education institutions. Purpose. Identify factors that influence the quality of the educational process in higher education in times of crisis and classify them. Methods. The study uses a set of theoretical methods: review of scientific literature, analysis and synthesis, induction and deduction, generalisation and comparison. This methodological approach made it possible to systematically compare normative provisions, scientific approaches and actual challenges of Ukrainian higher education functioning in conditions of war and socio-economic transformations. Results. It has been established that the quality of the educational process is shaped by four interrelated groups of factors: socio-economic, organisational, psychological and technological. Their role in ensuring the accessibility of education, managerial efficiency, motivational stability and innovative development of the educational environment has been substantiated. The criteria for assessing the quality of the educational process, which cover professional knowledge, readiness for professional activity, the structure of individual professional qualities and additional value characteristics, have been systematised. It has been shown that comprehensive consideration of these factors is a necessary condition for improving internal quality assurance systems and adapting universities to extraordinary conditions. Originality. For the first time, a system of influence of technological, psychological, socio-economic and organisational factors on the quality of the educational process has been substantiated, taking into account the specifics of the functioning of Ukrainian higher education institutions in conditions of martial law. Approaches to structuring quality assessment criteria have been improved, and a systematic model of their action and manifestations in the educational environment has been proposed. Conclusion. The study shows that the quality of the educational process in crisis conditions is an integral characteristic that is formed under the influence of a multidimensional system of factors. Their comprehensive consideration determines the stability of universities and the effectiveness of educational programmes. Prospects for further research lie in the need for empirical verification of analytically identified factors, the development of quantitative indicators of their impact, and the creation of practical recommendations for mitigating the negative effects of socio-economic, organisational, psychological and technological challenges.

The development of modern information-communication technologies has enabled the development of electronic knowledge distribution channels that expand the effective level of general and specialist education. This trend is also present in higher education because higher education institutions and institutes increasingly rely on the use of modern information-communication technologies in their operations. The effects of the use of personal computers, the Internet and global social networks are multiple in the higher education system as well. In the process of acquiring new knowledge, developing creativity, as well as ensuring greater activity in the process of education, new learning technologies, with the use of multimedia systems, created the prerequisites for the engagement of all individual and collective resources. The most important source of the state’s competitive advantage is the ability to educate and retain highly educated personnel in the field of information technologies. From that aspect, the paper discusses information technologies as a scientific discipline and general conditions for education in the field of information technologies. The impact of technical and pedagogical changes on education in this area is analyzed with particular attention. It is known that information technologies are suitable for vocational education, and the modern environment sets specific requirements regarding the applicability of knowledge acquired in higher education institutions. The dynamic and turbulent market emphasizes the applicability of knowledge as a key requirement in the educational process. These short researches propose new educational modules that should structure teaching in the field of information technologies in accordance with the global demand in this sector. Every society strives for a more efficient and economical system of education, and therefore the issue of the use of new information technologies in education comes down to the problem of creating a theoretically ideal model of the use of these technologies at all levels of education and work.

The article examines the state of innovation activity and technology transfer in Ukraine on the basis of international ratings evaluating the innovation potential and innovation capacity, the results of the audit of available technologies and scientific and technical (experimental) developments created over the past ten years by higher educational institutions of Ukraine, scientific institutions, enterprises, institutions and organizations and other annual monitoring studies carried out by the Ministry of Education and Science of Ukraine. An analysis of the number and volume of technologies and/or their components transferred by institutions of higher education and scientific institutions in 2014-2020, according to the concluded agreements on technology transfer, as well as the possible dynamics of the technology transfer sphere in Ukraine are predicted. In addition, the article presents the results of a survey of business representatives on innovation activities and current needs in domestic research and development, as well as the proposed directions of action, which, in their opinion, can improve the level of implementation of Ukrainian technologies and scientific developments in the real sector of the economy. Also, the results of audit of technologies developed during last ten years by higher educational institutions, scientific institutions, enterprises and organizations of different spheres of management, which are ready for implementation, are presented. On the basis of comparison of demands of business and available technologies the steps necessary for stimulation of activity in sphere of transfer of technologies, increase of levels of commercialization of technologies, maintenance of technological updating and increase of competitiveness of national economy are defined, and also offers of the organizations-developers on state assistance to commercialization of existing technologies and workings out are presented. This information will contribute to the understanding of necessary further political decisions determining the ways and vector of changes in the technological development of society, as well as the directions of future scientific and technological research and innovation activities, and the development of effective scientific and innovation policy in Ukraine.

The study of differences between timetabling research presented in conferences like PATAT or published in Annals of OR and commercial timetabling software used in Higher Education Institutions (HEIs) is essential for the discussion about innovation in both higher education and in commerce. In the field of planning and scheduling, a lot of developments are made and it is important to recognise that these developments are of influence on HEIs through their use of timetabling software. A main objective of the work presented here is to provide up-to-date information about timetabling in HEIs and see to what extent they adopt and implement timetabling developments. This is crucial because of budgets of institutions being strictly limited and remaining resources like rooms having to be shared more and more. Developments in HEIs have caused planning processes in higher education to deal with more limitations than ever, while at the same time the demand towards flexibility and availability is increasing. This paper gives the results of a systematic literature review in which differences and similarities in theory and practice of timetabling in higher education are described and discussed. We looked at state-of-the-art timetabling research for HEIs, at innovations in the field of timetabling and at changing requirements in Higher Education. The aim of this paper is to motivate the discussion about both the differences and similarities and bring timetabling application development closer to educational requirements.

Implementation of electronic learning or “e-learning” into higher education institutions has been one of the main strategic plans for many universities worldwide in the past few years. The use of e-learning technologies in higher education requires teachers to adapt their knowledge and skills, as well as develop new competences which include knowledge and skills in technical, pedagogical and organizational sense and which are defined regarding the educational context and the amount of e-learning technology used. Due to the complexity of e-learning technology usage in class, a problem of inadequate acceptance of the technology by higher education teachers emerges, and therefore it is important to determine the factors that influence the teachers' acceptance of the e-learning technology. There are many theories/models in existing publications which help determine the factors influencing the user who is accepting technology or innovation. In this paper only few of the theories/models have been singled out which were used in previous researches in the field of e-education. Teacher's motivation for accepting and using e-learning in his/her educational process is a crucial factor which is also closely connected to contextual and institutional factors, as well as personal factors of each teacher. The aim of this chapter is to give an overview of the results gained in the previous researches whose systematization serves as a basis for future empirical researches, and which helps higher education teachers and institutions in the process of adopting and using e-learning in higher education.

The purpose of the article is to analyze innovative and very interesting methods of teaching foreign (English) language cadets and officers of higher military educational institutions. The aim of this research is to determine the strategy that is best chosen by the teacher in order to help cadets and officers of higher military educational institutions to achieve a high level of knowledge of a foreign language (English). The relevance of the research is not only to take classes under the new «Flipped classroom method» in groups of cadets and officers of higher military educational institutions, but also to prove that this implementation will improve and accelerate the acquisition of knowledge of a foreign language. In the article a number of advanced teaching methods that have already become traditional are examined and the needs of modern teaching of a foreign language in higher education institutions are met. The article reveals the essence of the «inverted class» (Flipped classroom) concepts and «inverted learning». In the article all the positive aspects of learning with the help of using the concept of «inverted class» (Flipped classroom) are analyzed. The prospects for the use of this concept are determined, taking into account world examples of its introduction into the educational process in foreign educational institutions. The research objective is to offer a special program on the Flipped Classroom learning methodology to better learn foreign (English) language by cadets and officers of higher military educational institutions, and to prove that with the help of this technique high levels of foreign language skills in the field of professional communication can be achieved. The author studies the differences between the traditional and flipped lessons, and taking into account new functions of a teacher in the lecture-room and the teacher as a tutor. The article describes main advantages and possible disadvantages of the flipped-class learning.

The paper highlights the opportunities for implementing an cross-disciplinary approach in institutions of professional pre-higher and higher education in Ukraine under conditions of decentralization. The paper aims to identify the status and prospects of implementing the cross-disciplinary approach in institutions of professional pre-higher and higher education under conditions of guaranteed academic autonomy. The following theoretical methods are used in research: analysis of scientific literature and legislative acts; synthesis, systematization and generalization of the obtained results; surveys; statistical processing of empirical data. The results. It is found out that the academic autonomy of vocational schools and higher education institutions in Ukraine is declared at the state level through the right to introduce specialties, develop and implement educational programs, independently determine forms of education and forms of organizing educational process, determine the content and curricular, provide publishing activities. The results of the survey among both vocational schools teachers and higher education institutions teachers show that the realization of the right to academic autonomy for different participants of educational process is not equal. They are most implemented for the education institutions administration, then for teachers and only then for students. It is substantiated that implementing the principle of autonomy of pre-higher and higher education institutions under the conditions of increased influence of the global labour market on education and growing qualification gap actualizes the need to introduce the cross-disciplinary approach. A survey aimed at introducing forms of cross-disciplinary education shows their above-average use in vocational schools and higher education institutions, mostly in cross-disciplinary links, combining knowledge, methods from different specialties while studying individual subjects and between disciplines in the curriculum. The direction of development of cross-disciplinary programs is the least realized in practice. Conclusions. Positive developments in terms of efficiency, productivity, quality and affordability are possible only if all the stakeholders unite their efforts as well as the staff of vocational schools and higher education institutions start to work together. The research provides the basis to assert that the strategic directions for developing educational sector in Ukraine aimed at decentralization and autonomy identified at the state level are relevant. The autonomy of educational institutions improves the quality of vocational education through the development and implementation of new specialties and specializations, the integration of educational programs within individual specialties, strengthening cross-disciplinary links at the level of content and teaching methodology.
