Cronus [1-7] is an object oriented distributed system which operates in a heterogeneous computer environment of interconnected local area networks. As a distributed system architecture. Cronus faces a number of resource management issues not present in non-distributed architectures. Strategies for effectively controlling the redundancy and reconfigurability inherent in Cronus are needed to take advantage of the distributed system environment. These strategies for resource management are often conveniently separated into policies and mechanisms. A policy is a goal or guideline set by a system administrator or component designer constraining the decisions made by a resource allocator. A mechanism is an internal system structure designed to implement a class of policies.In the Cronus distributed system model, there are currently two general aspects of resource allocation mechanisms which are particular to the network environment and must be effectively managed. One of these is the binding of a client request to a particular resource manager for those resources which are available redundantly. Redundancy comes in two forms: replicated objects, (e.g., a multi-copy file) and replicated managers (any manager for a type can create a new instance of that object type). For both forms the selection of an object manager to provide the given service is an important resource management policy decision. The other important aspect of resource management mechanism is the ability to reconfigure parts of the system by dynamically migrating objects. Object migration is a powerful tool for matching system resources to tasks in a manner that attempts to maximize some measure of system performance, reliability, or survivability. Both static reconfiguration (e.g., choosing or amending the placement of object managers and their associated objects), and dynamic reconfiguration (e.g., moving an individual object in direct response to demand for its use possible in the Cronus architecture and design.The general approach to resource management in Cronus is to individually control the management of the classes of objects which make up the system. This approach extends Cronus resource management concepts beyond system resources to the abstract resources developed by applications. Resource management for an individual abstract resource (type) and for groups of related resource types (services) in Cronus is based on combining a number of carefully planned mechanisms which are part of the system architecture. In addition to resource management by resource type, a client specific policy which considers collections of object types used in a specific context can be constructed.In Cronus we achieve system wide and easily controllable resource management by requiring the object managers to cooperate in enforcing a resource management policy for their resource type. An object manager can redirect operations to a peer manager on another processor on the basis of current resource status. In the case for creation of a file to an alternate file manager which may have more storage available. Part of the basis for decisions to redirect requests are parameters, settable dynamically by system administrators through monitoring and control functions, which control the resource management strategy. Managers are the most desirable because they are readily identifiable with a limited set of object types which are likely to have similar policy goals. Also, managers are addressable as a group for administrative control to regulate the policy parameters, and for peer manager cooperation to implement the policy. Many decisions are negotiated between managers based upon information periodically obtained via the ReportStatus operation. The Cronus Monitoring and Control System uses the same ReportStatus operation to present the operator with a global view of how well the resource management policy is proceeding.In this paper we elaborate on these approaches to distributed resource management in Cronus, including appropriate background, detailed system design, and experiences with incorporating these ideas into three different resource managers.

Methods. The results are obtained through the application of methods such as comparative analysis, used to clarify the main content of coordination programs for medium- and long-term innovative development in the aviation industry in EU countries and Ukraine; general and specific methods, employed in characterizing the directions of strategic development programs in the aviation industry; structural-functional analysis, applied to identify features and characteristic traits of development programs in the aviation industry in EU countries. Results. The role and significance of the aviation industry in the national and global economy are characterized. It is emphasized that the aviation sector stimulates scientific research and innovation, contributing to the development of new technologies and the improvement of functional features in related industries. It is revealed that in European Union countries, the state plays a key role in the development of the aviation industry through regulation, financing, ensuring safety, fostering innovation, and developing programs that shape a comprehensive set of short-term measures, ensuring the coordinated development of the aviation industry in these countries. It is highlighted that the European aviation industry has achieved significant success in the production and operation of aircraft, air traffic management, and ensuring the highest level of safety over the past decade. The reasons for crisis phenomena in the aviation industry in Ukraine are classified. The necessity of state coordination and support for the innovative development of this industry, which is a strategic sector of the state, is substantiated. It is established that the Ukrainian aviation industry has substantial potential and can be competitive in global aviation markets, as well as meet the needs of the national economy and play a key role in the country's defense capabilities. Novelty. In the course of the research, it is found that state coordination of the aviation industry in the EU and Ukraine differs both in terms of structure and perspectives of development. It is argued that in Ukraine, to overcome the crisis situation and in the face of geopolitical challenges, it is necessary to develop short-, medium-, and long-term programs that are interconnected and ensure innovative development. Practical value. It is proposed to consider the experience of state coordination of the aviation industry in European Union countries when developing a national strategy for the innovative development of the aviation sector, taking into account modern realities and globalization challenges.

The event market has been developing in Ukraine for less than 15 years. It is a market with high competition, yet, according to experts, a low culture that requires research, study, and improvement. The article reveals the concepts: event industry, event technology, events, event management, event marketing, as well as describes the relationship between them. The event industry sector is studied based on the development of the creative economy in Ukraine. The conceptual model of event organization is built and the interrelation of its elements is investigated. The approaches to the practical application are described. The example of the State Enterprise “Arena Lviv” outlines the problems of development of the event industry in Ukraine in modern conditions, operating during the quarantine period associated with the prevention of the spread of acute respiratory disease COVID-19 in Ukraine. The article determines that in the quarantine period, the number of event measures decreased significantly, in particular, many planned activities were canceled or postponed. To hold events in compliance with all quarantine norms, the State Enterprise “Arena Lviv” proposed a new type and method of events - a project - a car cinema, where spectators stay in their cars and do not lose touch with art. Prospects and ways of further development of the event industry in Ukraine are described. The paper generalizes that for further development of the event industry in Ukraine, it is necessary to create conditions for the interpenetration of spheres that form the basis of the industry. It is determined that the government approaches to the development of the event industry should take into account the fact that the industry makes extensive use of human relations, so it is most vulnerable to emergencies and unusual social situations.

The article is devoted to the study of trends in the hospitality industry in Ukraine and the world and the search for ways to improve the competitiveness of the study area. The aim of the publication is to substantiate the directions of increasing the competitiveness of the hospitality industry in the regions of Ukraine in modern conditions on the basis of the analysis of trends in the studied sphere. Methodology. The study is based on the analysis of scientific literature and points of view of foreign and domestic experts in the field of hospitality. The study also used analytical data of the World Travel and Tourism Council and the National Tourism Organization of Ukraine. During the organization and conduct of the study were used general scientific and special methods, such as analysis, synthesis, comparison, identification of destructive factors affecting the state and development of the hospitality industry. Using a structural-logical method, presented a vision of the implementation of modern ways to improve the competitiveness of the hospitality industry in the regions of Ukraine in the conditions of the spread of pandemic. Results. The content and importance of the hospitality industry in the development of the regions of Ukraine and the world. Defined the content of the definitions under study, summarized and formulated approaches to defining the relationship between the concepts of "hospitality industry" and "tourism industry". The analysis of the main indicators of the hospitality industry. In order to find ways to improve the competitive advantages of the hospitality industry and determine the target audience the analysis of indicators of inbound and outbound tourism in Ukraine. Described trends in the development of the hospitality industry in modern conditions. The decrease in almost all indicators of development of the hospitality industry is revealed. The data of the World Council of Travel and Tourism about the state of the hospitality industry in Ukraine are analyzed. The reduction of the total contribution of travel to employment in Ukraine in 2020 to 6.3% was revealed. Identified directions and measures to strengthen the competitive advantages of the hospitality industry in the regions of Ukraine. It is proved that promising directions to improve the competitiveness of the hospitality industry in modern conditions are the association of business entities of the industry, as well as the use of modern digital and information tools. Such associations can be alliances, clusters, unions, brotherhoods, and so on. Joint cooperation of economic entities of the region will allow to create a comprehensive regional product that meets international standards, the needs of modern consumers, safe and of high quality, as well as able to integrate into the world tourism market. Practical implications. The study, based on analysis of major trends in the hospitality industry in Ukraine and the world has allowed to define integrated directions for improving the competitiveness of the hospitality industry, the implementation of which in the regions allows you to create a comprehensive regional product that meets international standards and the needs of the modern consumer, is of high quality and safe. Value/originality. The proposed directions for improving the competitiveness of the hospitality industry are the leading tools of regional development, which will quickly overcome the consequences of the spread of the pandemic, promote socio-economic growth of regions and the integration of regional products and services in the global tourism market.

The purpose of the article - substantiation of theoretical, methodical and practical aspects of formation of strategic management of development of the hemp industry in Ukraine in the conditions of strengthening of competition and maintenance of sustainable development of rural territories. Research methods. The methodological basis of the study were the provisions of economic theory and systems analysis. The stages of development of cannabis were considered using the historical method. The dynamics of sown areas was studied using the statistical and economic method. Using a logical method, the tools (methods) of strategic management in the field of cannabis were evaluated on the example of the Institute of Bast Cultures of NAAS of Ukraine and the main directions of strategic management development. The method of analysis and synthesis was used to identify opportunities to expand the tools of strategic management (agricultural cluster as a consequence of the use of an innovative European tool - smart specialization). Theoretical generalizations to substantiate the use of existing and innovative tools of strategic management and conclusions were formed using the abstract-logical method. Research results. The historical key moments that influenced the development of the cannabis industry over the last hundred years are highlighted. The inefficiency of the traditional top-down management strategy is proved and a new tool of strategic management of the European model is substantiated - smart specialization as a basis for regional development. The algorithm of creation and efficiency of agrotourism cluster "Slobozhanske hemp" in Sumy region is given. The main directions of development of strategic management in the field of hemp are outlined. A SWOT analysis matrix was used to study in detail the strengths, weaknesses, opportunities and threats of the cannabis industry. On the example of the Institute of Bast Crops of NAAS of Ukraine, the main tools of strategic planning were outlined and analyzed. Scientific novelty. The necessity of reorientation of the strategy of regional management from vertical (top-down) to innovative, local, multilevel (smart specialization) is substantiated. With the help of SWOT-analysis, it identified weaknesses and threats that prevent the defense management strategy to move to a defensive - offensive base strategy. The combination of strengths and opportunities in the long run will provide an opportunity to choose a strategy for sustainable development of the cannabis industry. The expediency of creating the Agro-tourist cluster "Slobozhanske hemp" in Sumy region as a powerful economic mechanism and a "green tourist magnet" is considered. The analysis of the main tools of strategic management of ILK NAAS of Ukraine provided an opportunity to formulate the main directions of development of strategic management in the field of hemp. Practical significance. The reorientation of the regional management strategy from vertical to horizontal provides an opportunity for businesses not only to expand their capabilities in the field of growing and processing hemp products from the introduction of modern scientific advances, due to lower state regulation, but also to revive age-old traditions. everyday life. In general, the solution of the tasks will contribute to the expansion of sown areas of technical hemp, the creation of facilities for processing hemp, the creation of jobs and, consequently, the added value obtained by deep processing of products, increase tax revenues to budgets of various levels. Abstract-The threat of pandemics and epidemics of dangerous and deadly diseases is very likely to occur in Indonesia. The spread of Covid-19 that is out of control and exceeds the capacity of the epidemic, and has made the status of the spread of Covid- 19 a pandemic outbreak. Pusziad CBRNE Company is a central-level implementing agency in the field of CBRNE. Biological threats increase and spread, such as in handling the Covid-19 pandemic, Pusziad CBRNE Company has limitations. Pusziad CBRNE Company's capability is not sufficient from the aspect of the organization, personnel resources, and equipment. This study analyzes how the strategy of Pusziad CBRNE Company in dealing with the Covid-19 pandemic with qualitative research and data collection through observation, interviews, and documentation. The occurrence of the Covid-19 pandemic that hit the world, including Indonesia with a fairly high death rate, is clear evidence of a biological threat. Biological threats in Indonesia are increasing evident with the development of bio-science and its supporting facilities in Indonesia as well as the opening up of bioterrorism actions. With increasing biological threats such as the Covid-19 pandemic, the role of Pusziad CBRNE Company becomes very important. Faced with the limitations of Pusziad CBRNE Company, the strategies that need to be suggested are reviewing the Pusziad CBRNE Company organization to be upgraded to a detachment or battalion, proposing optimal budget support, equipping special equipment for CBRNE, and increasing the human capacity resources of Pusziad CBRNE Company personnel. In the case of handling the Covid-19 pandemic in Indonesia, there is a 3T (Testing, Tracing, Treatment) movement promoted by the government to reduce the impact of the spread and transmission of Covid-19. For tracing, there are currently no Information Technology-based applications or services that can assist the public in simulating the tracing of the spread of Covid-19 from one location to another location and providing disaster mitigation education to users through suggestions provided by the application after the tracking process. For this reason, this study was designed and implemented using a web-based Artificial Intelligence (Breadth-First Search) algorithm called Indonesia BFS Covid-19 (IBC). This research uses Design Science Research Methodology (DSRM) and tested using BlackBox Testing. From the testing results, it is concluded that the application can simulate the process of tracing the spread of Covid-19 in Indonesia well based on the starting point and destination, and users can gain an understanding of disaster mitigation education from the advice given by the post-tracing application, as part of 3T, to help decide the impact of the spread of Covid-19 in Indonesia.

Knowledge is the result of human sensing, or the result of someone knowing about objects through the senses they have, namely the senses of sight, smell, hearing, taste, and touch. Covid-19 is a disease caused by SARS-CoV-2 which infects the respiratory system. The spread of Covid-19 has the potential to trigger anxiety disorders in the community. The problem in this study is that data on the visitation of pediatric patients at the FDS Prapen dental clinic showed a decrease in the number of visits during the Covid-19 pandemic. The purpose of this study was to determine the relationship between parental knowledge about Covid-19 and the level of anxiety in taking their child to a pediatric dentist during the Covid-19 pandemic. This research method was a cross-sectional analytic research study design. The samples in this study were the parents of patients who took their children to the FDS Prapen clinic during the Covid-19 pandemic, with the amount of 40 respondents and the sample calculation used accidental sampling technique. The data collection method used was a questionnaire. Data analysis technique used the Rank Kendall's Tau test. The results showed that the knowledge of respondents about Covid was in (85%) good category and (92,5%) respondents did not experience anxiety when taking their children to a pediatric dentist during the Covid-19 pandemic. Analysed data showed (p=0,361), it means p values > 0,05 it be conclude that there is no relationship between the level of knowledge about Covid with anxiety Level in Taking care the children dentist during Covid-19 pandemic. This research can be additional information for clinic dentistry especially in the management of patient care during the Covid-19 pandemic and for parents of patients who experience anxiety.

The object of the study is the transformation trends of the accounting and financial mechanism of business interaction in the context of the development of the tourism industry in Ukraine. The main goal is to show the mutual influence of inflation trends, growth rates, debt volumes and the degree of fragmentation on incentives for investment in the recovery of the tourism industry. The main hypothesis of the study is the assumption of the possibility of restoring the tourism potential of Ukraine due to the introduction of the latest financial and economic technologies of digital transformation, national restoration projects, digital interaction platforms. The main conclusion: supply chain disruptions will not affect business activity and business interaction, while the cost of living crisis may be nearing its peak. It is proposed to carry out an effective policy in the field of providing the financial market with innovative regulatory tools and attracting new investment resources with a guarantee of a high-quality end result through the implementation of a framework accounting and financial mechanism for the interaction of tourism business with international donors, state and local authorities based on mastering the latest tools of public interaction on modern digital platforms.

A number of concurrent computers have been designed, such as [Ametek 1988] and [NCUBE 1986]. Taking advantage of concurrency on these computers will require new languages, operating systems, and environments to support the programming, monitoring and control of applications. The Rosette project at MCC is developing a system architecture for general-purpose concurrent computation based on the Actor model [Agha 1986]. The aim of the Rosette architecture is to support the use of concurrent computers in solving computationally intensive problems whose structure is not statically determined. The architecture will support variable grain size, dynamic resource management, reflection, and heterogeneity. A number of concurrent language proposals have employed computational models that are limited in their applicability because of assumptions such as granularity of concurrency, static process topology, or inherent communications cost. Others, for example, functional programming, cannot be used to model shared, modifiable objects. The Actor model addresses these issues directly. However, the difficulties of using concurrent computers cannot be addressed solely through programming languages. Traditional operating systems treat each process as an independent entity for the purposes of resource management (i.e., for the run-time allocation of processor, storage, and communication resources.) In the context of concurrent applications, effective operation on a concurrent computer requires that communities of processes be managed together, taking into account the ways in which they interact, and providing for the application itself to guide resource management. For example, consider that programming systems often provide only limited support for the control of resource consumption in search problems in the face of combinatorial explosion; further, it is generally recognized that to optimize search performance, it is useful to vary the resources provided depending on how promising intermediate results of a given path are judged to be. The Rosette architecture will allow the programmer to integrate high-level algorithms within the application for dividing resources dynamically among the sub-computations that are spawned. These algorithms will provide an assessment of the progress of the sub-computations, and will be used to make the large number of low-level resource management decisions that are necessary in carrying out the computation. Thus, operating system functionality will be folded into the application. The Rosette architecture has two major components: an interface layer and a system environment . The interface layer provides mechanisms for the monitoring and control of concurrent applications. It supports a uniform view of the system resources and applications through the use of actors and message-passing semantics. The interface layer includes a set of actors that represent the processing, storage and communication resources across the hardware base. The system environment contains actor communities which implement resource management policies , and support for programming concurrent applications. The environment consists of an extensible set of actors that are organized via a class-based object model. These actors provide monitoring, debugging, resource management system simulation, and compilation/transformation facilities. To demonstrate the effectiveness of the Rosette architecture, as well as to drive its development, two classes of applications are being used. The first class is the Rosette system itself: all of the system components necessary for resource management, monitoring, debugging, and program development are being constructed in the Rosette language and will take full advantage of both concurrency and object-oriented programming support. The second category of applications is chosen to be somewhat independent of the Rosette system so as to ensure adequate feed-back concerning applicability to domains other than software engineering. These applications are in the general area of knowledge-based signal interpretation. The Rosette architecture is implemented via a concurrent object-oriented programming language that provides the following features: Inherent concurrency : A declarative approach is needed which allows fine-grained concurrency to arise naturally from the program. If the programmer is forced to express all of the details of the concurrent execution of an application, it becomes difficult to re-map a given program to different concurrent computers which have varying concurrency characteristics. Dynamic creation/modification of objects : This allows the system to be extensible and reconfigurable. Sharing : The language should support mechanisms such as inheritance so that code, structure, and values need not be replicated. Classes : Objects can be organized into classes to permit more effective management of resources, as for example in a very large database. Classes should be first-class objects and hence it should be possible to create classes dynamically. The Rosette language is a high-level language that is translated into a base language that directly expresses concurrent computations in terms of the semantics of the Actor model. The Rosette language extends the base language with data abstraction facilities and a library of classes, and is used to implement the non-built-in actors of the interface layer, components of the system environment, and applications. Using data abstraction extensions to the base language, the Rosette language organizes actors into classes according to common sets of behaviors and local state. Inheritance is used as a means of sharing code and structure that is common among classes. There is considerable evidence, for example [LaLonde 1986] and [Snyder 1987], that a robust class system should support separate hierarchies that represent what is modeled by a class and how some class of objects are actually implemented. Our approach is to use three different kinds of classes to organize the various kinds of actors in a system and information about these actors: abstract classes specify observable requests, responses, and actions; representation classes specify resource management characteristics of implementations; and behavior classes contain the actual implementations. Associated with an abstract class is the set of representations that are available to implement the particular abstraction. Each representation is associated with the behavior class that contains the corresponding implementation. The power of this separation is that each of the three kinds of class may be related to others in a class hierarchy. This means that the relationships between abstract classes are not forced to have the same structure as the relationships among implementations. Sharing via inheritance among behavior classes is related to engineering concerns; relations among abstract classes are dictated by external/observable behavior. As an example, an abstract class might specify the operations available over real-matrices . There are several ways of representing a matrix as a community of actors, and each of these would be specified with appropriate representation and behavior classes. There is a well-defined abstract hierarchy of matrices such as invertible, positive , etc. These abstract kinds of matrices are independent of the various implementations, which may be chosen according to application and hardware resource constraints. The COVID-19 pandemic has been running in Indonesia for more than two years. The first case was found in March 2020. DKI Jakarta as the capital city of the country with a high population density and an economic center that was threatened because the area has a high vulnerability to the spread of COVID-19. The number of confirmed cases that continue to soar and the spread that is difficult to be controlled have resulted in the DKI Jakarta government taking policies such as implementing large-scale social restrictions (PSBB), which aims to stop the spread of COVID-19 and to look for patterns of spread of COVID-19. This study uses a geographic information system in looking for patterns of the spread of COVID-19. The analytical method used is spatial autocorrelation, which is carried out using the Moran Index. In addition, the autocorrelation test was also carried out using a Local Indicator of Spatial Autocorrelation (LISA) with the results in the form of a cluster map and a map of significance. The Ordinary Least Squares analysis method is a regression technique that provides a global model for understanding and predicting variables in research. The correlation variables used in this research are Markets, Supermarkets, Buses, and Stations. The result of this study is the spatial autocorrelation of the pattern of spread of COVID-19 between villages and spatially the distribution pattern is clustered. In the OLS regression distribution pattern, the supermarket variable with an R-Squared value of 0.128555 or 12% affects the spread of COVID-19. Based on the calculation of R-Square, Koenker (BP) in addition to the OLS model, the assumption of homoscedasticity is not met, so the model is Ordinary Least Squares not good compared to other models in analyzing the pattern of the spread of COVID-19 in DKI Jakarta.

The purpose of the article is to conduct a theoretical analysis of the content, essence and functions of the mass media as an important part of the functioning of the political system of society; research on the interaction of government authorities and the mass media; features of the impact of the mass media on society and public administration. Such general scientific and special methods were used in order to reach the set goals: generalization method was used in order to reveal the theoretical and methodological foundations of the communicative interaction mechanisms in the public administration sphere; system method was used in order to reveal the conceptual foundations of communicative interaction in the public administration sphere; logical and dialectical methods, generalization method, method of complex and systemic approaches were used in order to improve certain definitions; logical method was used for theoretical generalization and formulation of conclusions and proposals. In accordance with the goals of the research: 1) on the basis of the theoretical analysis of the research field on the interaction of public administration authorities and the mass media, it was proved that public administration in modern society is impossible without an extensive system of communication; 2) it was established that in the conditions of transition to the information society the role and importance of mass media in the public processes, which take place in modern Ukraine, grow. At the same time, the subjects of public power become the subjects of the communicative process; 3) a theoretical analysis of the research field on the interaction of government authorities and the mass media, where the mass media is often seen not as a socially responsible business, but as a component of political capital or influence, was made; 4) it was established that the formation of the global communication space also affects the role and functions of the mass media; 5) features of the impact of the mass media on society and public administration were analyzed and concepts were singled out; 6) positive aspects of cooperation between the mass media and government authorities in terms of the term “interaction” were defined; 7) it was proved that the mass media is an important tool of public administration, which directly depends on the current political regime in the country; 8) it was established that the mass media is an integral part of the mechanism of democracy functioning, its values and normative principles as well as an important tool of public administration, but it directly depends on the existing political regime in the country. Openness and ensuring access of citizens to information on the activities of the government as well as the involvement of the population in the discussion of socially important information are crucial for the government. It was established that democratic transformations are possible only under the condition of wide openness of the society, publicity and freedom of speech, which would not give advantages to any political force in possession of the mass media. The author’s position on the definition of positive aspects of cooperation between the mass media and government authorities in terms of the term “interaction”. The article contains an original analysis of modern approaches to the peculiarities of the relationship between the government and the mass media, government authorities and the mass media as well as certain aspects of the functioning of the mass media in the processes of democratic transformations of Ukrainian society and legal regulation of state policy in the mass media sphere. The article can serve as a methodological and theoretical basis for further study of the mass media as a component of human communication; the mass media as a channel of manipulative influence on society; features of the functioning of the mass media in the period of transformation of modern Ukrainian society; as well as the role of the mass media in the process of forming the social and communication sphere of civil society.

The purpose of the article is to formulate the author’s vision of the concept of administrative and legal support for implementing the principle of combating gambling addiction (ludomania) and to highlight its constituent elements. To this end, a complex of general scientific and special methods was employed: the dialectical method of scientific cognition; general empirical methods (observation, comparison, description); methods of logic (analysis, synthesis, induction, deduction, abstraction, generalization, analogy, formalization, idealization); and special legal methods (formal-legal, comparative-legal, systemic-structural). In the course of the research, the author identified three groups of approaches to understanding administrative and legal support: the elementary approach views it as a system, means, or basis; the praxeological approach treats it as a process, activity, and its outcomes; and a third, integrative group combines both, proposing narrow and broad definitions. The author advances a distinct position, defining administrative and legal support for combating gambling addiction as the activities of public administration bodies—regulated by special legislation—aimed at creating conditions for prevention, early detection, diagnosis, and treatment of gambling addiction through administrative and legal means. This activity, understood as the targeted shaping of social reality, comprises several elements: subjects of activity, objects of influence, objectives, legal basis, and the forms, means, methods, and outcomes of the activity. The author emphasizes that society itself functions both as a subject and an object of such administrative and legal support.

The authors of the article justified the need for the formation and implementation of a strategic partnership between the state, employers and trade unions in order to create favorable conditions for ensuring workforce capacity for the post-war recovery of Ukraine's industry. The author's research is based on the structural-functional approach. Its purpose is to identify and justify the possibilities of forming a strategic partnership between the state, employers and trade unions to ensure the workforce capacity of the post-war industrial recovery based on the analysis of the condition and specifics of their activities and interaction under conditions of full-scale armed aggression. The content and logic of the author's research included the following: 1) assessment of the general state of the domestic industry, key challenges and threats affecting it under conditions of martial law; 2) identifying the dynamics of changes in the supply of labor to industry, existing sharp contradictions, as well as positive changes in the recovery of certain branches of industry; 3) determination of key guidelines for the renewal of the system of institutions and mechanisms that regulate employment in industry and affect the justification of priorities regarding the processes of formation of workforce capacity for the recovery of Ukrainian industry; 4) analysis of the current state of the system of collective agreement regulation, the activities of key partners of the partnership, the functions of the National Tripartite Socio-Economic Council and the activities of specialized state structures regarding the prospects of personnel support for the recovery of Ukrainian industry; 5) conceptualization of the vision of the formation of a strategic partnership between the state, employers and trade unions to ensure the workforce capacity for the post-war recovery of industry, with the definition of priority tasks. It is substantiated that the modernized system of social dialogue is the basic tool for achieving mutual agreement and synergy in the implementation of strategic partnership in Ukraine. This system should be aimed at solving strategically important issues regarding the stability of the national economy, ensuring the workforce capacity for the post-war development of the industrial sector. Key guidelines for updating the system of relevant institutes and mechanisms are: 1) focusing on the concept of decent work, following the principle of the International Labor Organization (ILO) – 'build back better', as well as not focusing on the indicators of the pre-war level, but rather on achieving a qualitatively new level of functioning of the economy, social labor sphere, Ukrainian industry; 2) implementation of the European integration course and ensuring compliance of the system of relevant institutes in the industry with EU requirements and standards. In March 2020, for the first time it was confirmed that COVID-19 had entered Indonesia. Since then, Indonesia has officially become one of the countries affected by the COVID-19 pandemic. The first positive case was known to spread in China in December 2019 and spread rapidly throughout the world and was declared a pandemic by the World Health Organization (WHO) in March 2020. The high number of Covid-19 spreads in Indonesia and must implement regulations to reduce the spread of COVID-19 in Indonesia. The spread rate has caused various sectors to be paralyzed, especially in economic activity. This Covid-19 pandemic situation cannot be resolved only with the government, but requires a helping hand from various parties including companies. During a pandemic like this, companies are required to reorganize all approaches and policies for social responsibility programs so that they are able to adapt to the needs and have a real impact on the community during this Covid-19 Pandemic. There are several ways that companies need to do to adapt to the Covid-19 pandemic. Efforts such as aligning Corporate social responsibility with real needs, Corporate Social Responsibility policies that need to be changed and the need for Plug and Play Incubation Labs. During the Covid-19 pandemic, almost all CSR activities were diverted to help optimize the handling of the spread of Covid-19 through Covid-19 handling assistance and encouragement for economic improvement. Cooperative cooperation is needed from companies to assist in efforts to overcome and adapt to this Covid-19 pandemic.
