Аналіз ефективності державної підтримки сільськогосподарських підприємств.

The article presents the results of a study of the development and legal support of small and medium-sized businesses in Ukraine. There were considered the legislation and regulations governing the activities of small and medium enterprises in Ukraine. The basic principles of the system of state support for the development of small business as a factor of economic growth of the state were determined. It was studied the structure of state support of small and medium business development by direct and indirect instruments. It was found that state support for small business development is implemented through programs and projects coordinated by international, national and regional support institutions. The peculiarities of financial and credit provision of small and medium enterprises were established. There were determined the instruments of state support of SME enterprises in the field of lending, including such as introduction of state lending programs, guarantees for loans, compensation of interest rates on loans, etc. It was conducted an analysis of the activities of small and medium-sized businesses in Ukraine in 2016-2020 and the main factors influencing its development were identified. The structure and quality of the loan portfolio of the banking sector of Ukraine were studied and the process of bank lending to small businesses was assessed. There were reviewed the state programs providing partial interest rate compensation and state loan guarantees, including the state program of lending to small and medium-sized enterprises «Affordable Loans 5-7-9%», which laid the preferential basis for SME lending by Ukrainian banks. The main advantages and disadvantages of this program and prospects for its improvement were identified. Based on the analysis of theoretical aspects and world and domestic practice, there were substantiated the directions of increasing the efficiency of small and medium business in Ukraine in the context of intensifying bank lending and state regulatory, legal and financial support for its development. It was substantiated that stimulating the development of small and medium business in Ukraine within the programs of state support and bank lending are important for overcoming socio-economic disparities.

The article is devoted to the justification of the organizational and economic principles of management and rational use of land and property resources and the determination of the principles of their effective combination based on the study of modern determinants of the development of the resource potential of agrarian enterprises. The meaning and role of property resources in the activity of agricultural enterprises are revealed, and their components and importance for ensuring the technical base and efficient production processes are defined. It is substantiated that the modernization of the technical park and the improvement of technological processes help to ensure the competitiveness of agricultural enterprises, reducing costs and increasing the quality of products. Land and property resources are defined as the basis of the resource potential of agrarian enterprises, and their proper management and continuous improvement are critical factors of enterprises' sustainable development in the modern conditions of the market environment. The need for a complex approach to managing land and property resources, which considers the specifics of the industry, regional features, and modern trends, has been proven. A comprehensive approach to effectively managing agricultural enterprises' land and property resources is considered. The importance of developing development strategies, implementing advanced technologies, and improving staff qualifications is substantiated. It is noted that strategies such as crop rotation, agroecological monitoring, energy efficiency, and digitalization can be used to optimize the use of resources. These measures contribute to increasing the efficiency of agricultural enterprises in modern conditions. It is established that the context of the land use management system should pay special attention to the basic principles crucial for its effectiveness. Scientific approach, objectivity, economic justification, availability of feedback, consideration of regional specifics, and differentiated application to different types of land stand out among the main principles.

The subject of the study is the economic efficiency of the use of land resources by agricultural enterprises. Methodology. The research was conducted using general scientific methods, in particular: theoretical generalization, methods of positive and normative analysis, statistical analysis. The goal is to analyze the dynamics of economic efficiency of land use by agricultural enterprises. Research conclusion. The economic efficiency of reproduction processes is the ratio of the amount of newly created value to the amount of capital, the cost of all resources and some of their main types. The peculiarity of the reproduction of land resources is that they are combined with the stage of production of agricultural products, when the reproduction of soil fertility is carried out in a single technological process of growing crops. Analysis of the efficiency of use of land resources by agricultural enterprises in Ukraine, which has significant areas of land suitable for agricultural production. It should be noted that agricultural land should be used more efficiently than in other countries. The activity of agricultural enterprises in general and their use of land resources can be characterized as extensive – a large number of resources are involved, and the return from each resource unit is low. In addition, the fact that landowners are not in a hurry to sell their agricultural land, realizing that in a few years a completely different offer price will be formed, as agricultural companies will enter the game and the demand for agricultural land will be much higher. It is necessary to mention that there are some difficulties in the research process, because today it is impossible to reflect the total volume of the Ukrainian agricultural land market in monetary terms, since the transaction price is declared in only 55% of the concluded transactions. In 2022, the average price of buying and selling agricultural land in Ukraine will be 38,560 UAH/ha. This is 28% higher than the average normative monetary value of arable land in Ukraine, which is UAH 27,520/ha.

The article presents the results of research of ways to improve the mechanism of support of Russian agricultural enterprises by the state. The purpose of the study is to identify and evaluate the advantages of improving the state support of agricultural enterprises in the context of the introduction of the digital ruble. The research methods include content analysis, synthesis, generalization, classification, comparison, regulatory method, statistical method. Despite the achievement of some results in the implementation of import substitution programs under the conditions of anti-Russian sanctions, Russia still has dependence on imported goods, which dictates the need to implement various state programs for the development of agriculture, including a variety of support measures. The results of the efficiency audit conducted by the Accounts Chamber indicate the presence of inefficient use of budget funds, illegal provision of subsidies and grants to agricultural producers, including with signs of damage to the economic interests of the state. To solve these problems, the article suggests the use of blockchain technology and the digital ruble as control tools when using budget funds by recipients of state support in the agricultural sector. This proposal will provide the following benefits for the state: it will simplify the procedure for tracking the use of budget funds, since the history of transactions with each digital ruble is recorded and taken into account; it will reduce the percentage of operational errors and the role of the human factor in the execution of transactions; it will reduce unnecessary document flow. To introduce the digital ruble into the budget process when receiving state support for agricultural producers, it is necessary to change the relevant legislation; improve information systems and processes; conducting large-scale explanatory work in the field of the advantages of using the digital ruble with the business community and citizens, with agricultural producers already receiving state support, as well as participating in public procurement.

The subject of the research. The study focuses on the theoretical and practical aspects of the problems facing State support for small and medium-sized enterprises in Ukraine. The purpose of the article is to identify the main destructive factors in the development of medium and small enterprises and to identify ways to overcome them. The methodological basis of the article is general scientific and special methods of scientific knowledge, such as dialectical method, analysis, grouping of data, problem-oriented approach. Results of work. The article discusses the special role of medium- and small-scale enterprises in generating GDP, creating jobs and improving the demographic situation. It is noted that a significant proportion of enterprises either operate in the shadow sector or do not take measures to improve profitability. It has been hypothesized that an important reason for this state of affairs is imperfect state support for small and medium-sized enterprises. First of all, there is a heavy tax burden, low wages in the sector, unstable legislation. The worldwide coronavirus pandemic has also been noted as an additional challenge, with most small and medium-sized businesses on the verge of survival through quarantine activities. The field of application of results. The materials, results and conclusions of the article may be used in the activities of various public organizations and local self-government bodies as an analytical basis for appeals about the need for State support for small and medium-sized enterprises, Training of specialists in secondary and higher education. Conclusions. Small and medium-sized businesses are the driving force behind the economy. It provides a large share of GDP, promotes the development of the middle class and has a positive impact on demographic indicators. The opportunity and ability of small and medium-sized enterprises to develop, even under difficult political and economic conditions, proves that it is these entities that support the economy in difficult times. Creating an enabling environment for doing business and developing small and medium-sized enterprises should therefore be a priority for the Government. To this end, support programs must be put in place: infotrmation, financial security and social support. Active and targeted support for the development of small and medium-sized enterprises contributes to the growth of GDP and the creation of new jobs.

The research is devoted to the economic aspects of labor productivity management in agricultural production and processing of raw materials in the context of the transformation of the agri-food market. The article considers the problem of forming effective organizational and economic mechanisms that optimize labor costs while maintaining the quality characteristics of agricultural products. The paper presents a comprehensive analysis of the factors determining the dynamics of labor productivity in the agro-industrial complex with an emphasis on the specifics of agricultural production and processing enterprises. The methodological basis of the study is a multifactorial approach using economic and mathematical modeling, which made it possible to assess the correlation between organizational and managerial decisions and economic indicators of agricultural production. The impact of digitalization of production processes on labor productivity has been assessed and key barriers to the implementation of advanced technological solutions have been identified. The empirical base consists of data obtained from a survey of 147 agricultural enterprises operating in the field of production and processing of agricultural products in the period 2018-2023. Based on the results of the research, an economic and mathematical model for optimizing labor resources has been developed, taking into account the industry specifics of agricultural production, mechanisms for increasing the economic efficiency of organizing production processes have been proposed, and the potential for productivity growth in the systemic transformation of organizational and managerial approaches has been substantiated. The practical significance of the work is determined by the possibility of using the developed tools in the activities of agricultural enterprises and processing organizations.

The article is devoted to the evaluation of the effectiveness of state support for milk production in Ukraine. It is proved that in order to overcome the negative trends in the industry and increase the investment attractiveness of dairy farming in the strategic and future perspective, it is necessary to increase the effectiveness of state regulation, increase state support and improve subsidy mechanisms. We believe that the positive impact on ensuring the efficiency of milk production in agricultural enterprises has also been achieved through the introduction of such a tool as subsidies to finance the construction of new farms. We believe that it is necessary to introduce cheaper costs for the modernization of production facilities in agricultural enterprises, construction of innovative processing facilities. It is proved that the low efficiency of state regulation instruments of dairy farming and large amounts of investment, the industry does not attract new producers. In addition, the country has not created appropriate conditions for the transition of OSG from milk production to small businesses and increasing the production capacity of farms, which also does not lead to the emergence of new players in the raw milk market. At the same time, the experts took into account the risk of entering new foreign players. It is established that the main factors of the external environment that affect the effective development of dairy farming are: state support of the industry and innovation, improving the investment climate. Internal factors of effective development of the industry are related to; availability and optimal structure of fixed and current assets; rational selection and placement of staff; rational use of forage lands; improving the breed composition of the herd; development of material and technical base; increasing the rate of renewal of fixed assets; increasing the level of mechanization and automation of technological processes; introduction of innovative technologies of cattle keeping and feeding; compliance with scientific requirements for herd reproduction; integrated diversification; development of the system of planning and forecasting, rationing and cost control; an effective system of employee motivation, a flexible management system and appropriate social security for employees. Bryk M.M., Petruk A.R., Shnyrko A.M. ACCOUNTING AND LEGAL REGULATION OF AGRICULTURAL BUSINESS ACTIVITIES DURING THE PERIOD OF EMERGENCY SITUATIONS Purpose. The aim of the article is to study and analyse the regulatory and legal support for the activities of agrarian business and the organization of accounting in conditions of emergency situations. Methodology of research. General scientific and special methods of cognition were used in the course of the study: analysis and synthesis – to generalize the provisions of regulatory legal acts and scientific approaches to the regulation of agricultural activities; the systematic method – to consider agricultural legislation as a complex field of legal regulation; monographic method – to interpret the norms of current legislation; comparative legal method – to compare national and international approaches to regulating the activities of agricultural enterprises in emergency situations; generalization method – to form conclusions on ways to improve legal support and organization of accounting in crisis conditions. A structural and logical approach was used to the formation of accounting procedures and management strategies during times of crisis. Findings. The key provisions of legislative regulation of agribusiness activities in emergency situations are outlined, and its problematic aspects and shortcomings are identified. The need to improve the accounting and analytical support of agricultural enterprises is substantiated, in particular with regard to documenting losses, inventorying assets, preparing financial statements, and interacting with government authorities. The main directions of legal and financial support for the functioning of agribusiness in crisis conditions are established, in particular, mechanisms of state support, risk insurance, specialized accounting, and reporting. The necessity of improving the regulatory and legal framework, harmonizing it with international standards, introducing modern information technologies, and developing a system of internal and external auditing to increase the sustainability of agricultural enterprises is substantiated. Originality. Theoretical approaches to understanding accounting and legal support for agribusiness in crisis conditions have been improved by clarifying the structure of accounting procedures during emergencies and arguing for the need to form an integrated system of regulatory control, documentation, and information and analytical support. Unresolved issues have been identified, including the lack of a comprehensive regulatory mechanism, the lack of unified documentation standards, and insufficient digitization of accounting processes. Practical value. The results of the study can be used by agricultural enterprises to organize accounting in crisis situations, develop internal response procedures, substantiate applications for state support, and improve regulatory and legal acts in the field of agricultural business regulation. The proposed strategies increase the resilience of enterprises and contribute to the timely restoration of their production potential. Agriculture, like the entire Ukrainian economy, is experiencing a difficult period. Although such a downturn in production, which had been at the time of restructuring, did not take place, but the results of the activity are rather uneven over the years and tend to decrease over the past few years. The problem is exacerbated by the fact that the financial condition of farmers depends on the macroeconomic situation, which is confirmed by foreign studies, namely, on a specific policy of state support. More than 11% of agricultural and farm enterprises are concentrated in Vinnytsia region. ¼ part of the farms has a land ownership of up to 500 hectares, and an essential criterion begins with 50 hectares. A significant (20%) share of farms has a land bank of 1-2 thousand hectares. The share of small agricultural enterprises for 2010-2017 has increased from 22.7% to 35.7%, and the share of micro-enterprises in them remains constant - 10%. In the special fund of the state budget, according to the program 2801460 "Granting loans to farms", allocations for 2016 - UAH 15.8 million were determined; 2017 - UAH 65.0 million, in 2018 - UAH 43.1 million. According to the regional state administration, according to the results of the implementation of budget support programs for agrarians in 2018, Vinnytsia region was second only to the number of financial support provided to farmers by the Mykolaiv region. Yes, it was used by 411 farms with 2,350 registered (17.5%). It is supposed that all key areas of state support for 2019 will be maintained. In the region there is a Program for the development of private, farm enterprises for 2016-2020 (modern edition in the Regulation of the State Aviation Administration dated 02.11.2016, number 40). For 2014-2016, UAH 4.96 million has been allocated to this direction from the region budget. Favorable loans were received by 24 farmers and 7 private farms, 5 agricultural cooperatives. In 2017, the program allocated 1.0 million UAH, the trend was also in 2018 The most successful program is to reduce the cost of technology. According to the Ministry of Agropolicy, it has already used 1830 farms in Ukraine and purchased 2,900 units of equipment. The amount of compensation amounted to 211 million hryvnias. Moreover, the most interested persons were Vinnytsia - 163 agricultural enterprises. Agrarians of Vinnytsia region received almost 16 million UAH. reimbursement. About 7.7 mln UAH got gardeners of Vinnytsia region as a partial compensation for purchased landing material. Taking into account the data of 2017, it was discovered that the financial crisis has hit most of the small businesses, due to the fact that it is harder for them to attract external financing, including tight credit requirements. It is for this reason that, when analyzing the financial support of farmers abroad, there are compromises between profitability, ecosystem services and other social factors, which is a fundamental prerequisite for sustainable development of agriculture. A holistic approach to assessing the productivity of farms in the production, social, financial and environmental dimensions is being developed. In this context, the ministry's intention is to draw the attention of heads of specialized departments to the between rural councils and agribusiness, as well as the level of salaries that would indicate a socially oriented agrarian business. For Vinnytsia region issues of attraction of new agricultural producers for cooperation in the project with the Euro region "Dniester" and the special support of this direction are considered by the branch of the Ukrainian State Fund for support of farms, the Institute of forage and agriculture Podillya of the NAAS of Ukraine and the Vinnytsia regional branch of the State Agricultural Protection Agency "State Soil Protection". In order to use budget funds efficiently, to achieve a balance in funding support programs and sustainable socio-economic development of the village, to increase the competitiveness of agricultural producers, to expand the commodity structure of exports and to establish Ukraine on the world food markets, the Ministry of Agropolicy has drafted a bill "On Amendments to the Law" On State support of agriculture of Ukraine ". It provides the basic principles for the creation and functioning of the State Paying Agency and the State Agrarian Register. It is worth taking into account the example of EU countries that build a database of agricultural producers by introducing a free identification procedure in a single register. An individual entrepreneur or legal entity creates a personal electronic cabinet and automatically receives information on all types of state aid, eligibility criteria, and the ability to apply online. Analysis of foreign experience shows that in their attempts to increase the viability of family farms, agricultural governments have chosen a number of approaches that can be extended to developing countries. To improve the organizational and financial structure of farms, it is necessary to improve communication processes within farms and between farmers' organizations, enterprises, and social funds in order to establish common priorities for agrarian development in identifying and / or developing, adapting and expanding innovations. Consequently, prospects for further exploration in this area lie in the field of elaboration of a methodology for determining the financial condition of farms based on farm and simplified financial statements.

The diversification of the activities of agricultural enterprises is considered as a process of mastering the production of new or expanding the range of traditional types of products, which makes it possible to more fully realize the existing natural, biological, resource, production potential and helps to strengthen financial, economic and environmental safety, increases the competitiveness and efficiency of economic entities. Today, the need to diversify the activities of domestic agricultural enterprises is determined by a set of prerequisites, both general economic and specific. In modern realities, the overwhelming majority of farmers are focused on the production of the most liquid and least capital- and labor-intensive types of products with a short payback period. The economic results of agricultural enterprises in most cases directly depend on the efficiency of production of grain and oilseeds. Narrow specialization, and sometimes practically monoculture, increases the threats of agrobiological, ecological, and economic nature Diversification of their activities allows minimizing the risks of agricultural enterprises from unfavorable phenomena of agrotechnical and weather-climatic nature and unforeseen changes in market conditions. Optimization of the sectoral structure on the basis of a rational combination of the main, additional, and subsidiary industries ensures more efficient use of land and means of production, leads to the leveling of seasonality, and creates conditions for an enterprise to receive a guaranteed stable income. The priority for the diversification of large-scale agricultural production is its investment and innovative development with a rational combination of crop and livestock industries, the revival of the traditional for Ukraine industries of beet growing, vegetable growing, horticulture, cattle breeding, pig breeding, sheep breeding. Diversification of the activities of small and medium-sized producers provides for an orientation towards the production of products with a high level of labor intensity, environmentally friendly organic products, niche agriculture, the production of non-traditional agricultural products, green, agritourism, etc. The need to change the raw material nature of the agricultural sector of the Ukrainian economy determines the need to increase the industrial processing of agricultural raw materials. This will not only make it possible to obtain greater added value, but will also ensure the creation of additional jobs, will contribute to the growth of incomes of the population, and an increase in the revenues of budgets of all levels. The development of diversification processes guarantees a stable income and an increase in the profitability of agricultural producers and will also contribute to the implementation of national priorities for ensuring the country's food security, increasing employment, and solving social and material problems of peasants.

The article delves into the crucial role of the state in substantiating the conceptual foundations of the economic security of agricultural sector enterprises at the state level. It underscores that in a developed market system, the state’s role is pivotal in ensuring the institutional and legal structure of the economy and in bridging ‘market gaps’, which directly influence economic and food security. The article further emphasizes that creating favorable conditions for attracting investments in agriculture is a pressing task to ensure its economic security. It provides a comprehensive set of measures preceding this process, including establishing a mechanism of interaction with investors, continuous improvement of legislation, and application of innovations in agriculture and product processing. The article also highlights the importance of implementing constant monitoring of investment activity as a necessary stage for in-depth analysis and improvement of state influence strategies on the agro-industrial sector’s economic security. It substantiates the need to define and implement complex strategies to ensure the state’s practical influence on the agro-industrial complex’s economic security through creating favorable conditions and investment support. The article concludes by analyzing the internal causes of the economic threat to agricultural enterprises, classifying threats to the economy of the agrarian sector, and studying their manifestation in Ukraine. It underscores that ensuring financial efficiency, technological independence, and effective management of agricultural enterprises should be defined among the main functional goals of state policy in this context. The article summarizes that the primary goal of state policy in this context is to ensure the stability and effective functioning of agricultural sector enterprises, and its main tasks include the support of financial, technological, and managerial stability, as well as the development of the qualification potential of personnel. It further emphasizes that the overall effectiveness of state policy is determined by a comprehensive summary of such aspects as financial efficiency, investment policy, legislative and regulatory, innovative activity, ensuring environmental safety, social aspects, risks, and crisis management; efficiency of land and resource use; personnel qualification, which considers the relationship and mutual influence of various spheres of activity of the agricultural enterprise. The chapter presents the results of research focused on the identification, analysis, and evaluation of new ways to finance micro and small enterprises in the agricultural sector in the Czech Republic. The research has identified, compared, and evaluated traditional and new alternative ways of financing micro and small agricultural enterprises. In order to achieve the research objectives, desk research methods were mainly used to analyze and evaluate secondary sources, as well as interpretive and comparative methods. For the empirical research, the method of guided interviews was used and based on their results three case studies were modeled to demonstrate different approaches to financing micro and small agricultural enterprises. The research findings have led to discussion and recommendations for new financing options, and also contributed to the current need to broaden the knowledge base concerning micro and small agricultural enterprises in this area.

Introduction. Investment activity is a key prerequisite for the sustainable development of agricultural enterprises, since it is it that ensures the renewal of the material and technical base, the introduction of innovative technologies, increasing labour productivity and competitiveness of the agricultural sector. In the context of structural transformations of the national economy, military risks, climate change and deepening European integration processes, investments acquire a system-forming significance, performing the function of the financial and technological basis of reproductive processes and the adaptation of agricultural production to the growing instability of the external environment. Methods. General scientific and special methods were used in the research process, in particular analysis and synthesis – to generalize theoretical approaches to the investment activity of agricultural enterprises. Comparative methods, economic and statistical and were used to assess the state, dynamics and problems of investment processes in the agricultural sector. Systemic, structural and functional approaches were used to substantiate the directions of activating the investment activity of agricultural enterprises. Results. It was established that the investment activity of agricultural enterprises in Ukraine is influenced by a set of financial, risk and institutional constraints that hinder the modernization of production and the introduction of innovations. It is proven that insufficient access to long-term financial resources, high military and climate risks, as well as limited effectiveness of state support reduce investment activity and the effectiveness of reproductive processes in the agricultural sector. The feasibility of implementing a comprehensive policy of activating investment activity, which combines financial incentives, agricultural insurance, investments in digital technologies and human capital development, is substantiated. It is determined that the coordinated attraction of public, private and international investments creates the prerequisites for increasing productivity, economic sustainability and competitiveness of agricultural enterprises in the long term. Discussion. Prospects for further research should be linked to the assessment of the effectiveness of state and international support instruments for investment activities of agricultural enterprises in the context of war and post-war recovery. An important direction is the development of economic and mathematical models for investment risk management, taking into account climatic, financial and security factors. Special attention should be paid to studying the role of digital investments and investments in human capital in increasing the sustainability and competitiveness of agricultural enterprises in the long term. The object of research is agriculture in Ukraine in the context of providing its food security. Given the urgency of the problem of the growing population and finding its place in the global world economy, Ukraine represents agriculture as the basis of export potential and a driving force for further development.One of the most problematic places is the heterogeneity of business entities operating in the industry. Agricultural enterprises are characterized by different values of assets and agricultural areas. However, for almost all, the problem of complex access to financial resources is characteristic. In turn, this situation reduces the efficiency of the industry. In addition, the abolition of most direct support programs for agricultural commodity producers and the reduction of the mechanisms of indirect state support pose an additional threat to the country's food security.In the course of the study, general scientific and special research methods were used. In particular, the method of observation, abstract reassessment and statistical analysis allowed to reveal the main regularities and trends of the agricultural sector development of the Ukrainian economy. In turn, the graphical method allows to visualize the obtained results.The qualitative characteristic of the interrelationship of the agricultural sector of the economy and food security of the country is obtained. This includes the direct interest of the government, which is responsible for the strategic development of the country. Food security is formed as a result of profitable activities of agricultural entities and the direct or indirect measures of state support. The latter allow to avoid numerous threats of management, typical for enterprises in the industry. At the same time, it should be noted that households have a significant potential for food security and self-sufficiency.Thanks to the combination of entrepreneurial initiative and state support, sustainable agriculture sector development is ensured. The consequence will be the realization of opportunities of the industry, reduction of business risks, strengthening of export potential of Ukraine and ensuring its food security.

Currently, the sustainability and competitiveness of the national economy significantly depend on the use of innovative technologies. This applies to all sectors of the Russian economy, primarily agriculture, which is related to the country's food security. Therefore, the problem of increasing the innovative activity of modern agricultural enterprises is an urgent task. It is noted that the industry has accumulated many problems that hinder innovation processes: a low level of localization of agricultural production, insufficient investment potential, Western sanctions and restrictions. It is proposed to solve these problems by developing an integrated and systematic approach to assess the level of innovation activity of agricultural enterprises in order to identify the dynamic characteristics of innovation processes. Specific recommendations are given for a number of business entities in the agricultural sector of the Volga-Gradskaya region. The novelty of the author's approach is reflected in a differentiated approach to the analysis of innovative activity of enterprises of various subsystems of the agro-industrial complex in the perspective of synchronization of innovation processes at all levels of the ecosystem. Through analysis and a systematic approach, the main characteristics of the region's innovation activities have been identified, innovative changes in agricultural enterprises have been investigated, and ways of their further development have been identified. The author's approach can help determine the real state and dynamics of innovation development in the agricultural sector of the region. The presented conclusions can be used in the implementation of the innovation policy of the region, the introduction of innovative technologies in agricultural production.
