Achieving sustainable development of the coal industry is of strategic importance for ensuring national security. The purpose of the article is to identify stress factors for the sustainable development of the coal industry associated with the current objective trends in the Russian and world economies. The hypothesis of the study is the assumption that understanding the stress factors for the sustainable development of the coal industry makes it possible to form industrial policy directions to prevent the development or minimize the consequences of existing negative trends that weaken the industry's potential in the long term. The novelty of the study is expressed in the approach to the analysis of sustainable development factors, since most researchers do not separate risk factors and stress factors. When describing stress factors, the following groups were identified: financial, human, technological, political, and environmental. In the study of stress factors, a context-oriented approach was used. As a result of the study, it was revealed that the main stress factors for the sustainable development of the Russian coal industry are associated not only with the implementation of decarbonization programs for world economies, but also with a number of intra-system problems in the development of the industry. Among the latter, the problems of reducing domestic consumption of coal, increasing freight rates for rail transportation, a high degree of import dependence of coal mining against the background of a low level of innovative potential of domestic engineering, the presence of personnel problems in coal mining, etc. The Russian government's Program 2035 does not take into account a number of stress factors caused by the current trends in the development of interconnected and related industries and areas of activity. Proceeding from this, measures aimed at increasing the sustainability of the development of the coal industry are proposed. The conclusion is made about the need to identify and assess stress factors in the formation of industrial policy directions. The practical results of the study can be used to develop measures to strengthen the long-term sustainability of the coal industry and the choice of tools to respond to risks provoked by stress factors.

The article is devoted to a comparative and analytical study of normative-drafting activities in Ukraine and the EU Member States in the context of the need to ensure harmonisation of national legislation with EU law (acquis communautaire). Given the European integration course of Ukraine and the active phase of the EU membership negotiations, the need to reform the national legislative process in accordance with the European lawmaking standards is of particular relevance. Therefore, the author systematically analyses the institutional mechanisms of normative-drafting, the stages of legislative preparation, and the level of interagency coordination, expert review procedures and the role of scientific support in legislative activities. Approaches to normative-drafting in Ukraine and a number of European countries, including France, Germany, Poland, Spain, Sweden and the United Kingdom, are compared. The practices of functioning of advisory bodies (such as Conseil d’État in France, Bundesrat in Germany, and Kancelaria Senatu in Poland) and «better regulation» procedures are studied. The article pays special attention to the technical aspects of normative-drafting, in particular, the structure of the text, logical and semantic integrity, legal terminology, and design, as well as the availability of state standards of legal technique. It is established that in Ukraine, there are a number of systemic problems in the field of normative-drafting, in particular, the absence of a single legally enshrined standard of legal technique, the fragmentation of the regulatory framework for normative-drafting activities, the insufficient level of institutionalised expertise, and formal nature of public consultations. Based on the results of the study, the author formulates proposals for improving the normative-drafting activity in Ukraine, including with due regard for European models. In particular, the author substantiates the following: the need to adopt a single codified act defining the methodological principles of normative-drafting, legal technique and procedural regulations; the creation of permanent expert and analytical platforms; introduction of mandatory scientific support for draft regulatory legal acts; and development of a system for independent monitoring of legislative initiatives. In general, the article aims to bridge the identified institutional, procedural and substantive gaps between Ukrainian and European lawmaking practices.

The article discusses important issues related to ensuring sustainable tourism development in Transcarpathian region of Ukraine. The goals of sustainable development in Ukraine are defined at the legislative level, and their achievement is determined annually by state monitoring data. Transcarpathia is one of the most attractive tourist regions of Ukraine, and tourism is actively developing here. The latter has been gaining even more popularity as a key destination during the Covid-19 pandemic and the martial law in Ukraine, which relates to the restriction of opportunities for tourist travel abroad, as well as the temporary loss of access to other traditional tourist destinations in Ukraine, in particular the Black and the Azov Sea coasts. Both providers and users of tourism services show interest in sustainable development of the tourism industry. Sustainable tourism in the global dimension is a strategic concept for the development of the tourism industry in the coming years and decades. At the same time, in addition to substantial benefits, the growth of the tourist services market in Transcarpathia and the increase in the number of tourists cause certain negative impacts and pose a threat to the sustainable development of the region and the achievement of certain sustainable development goals. It is obvious that these potential negative impacts and threats should be considered in the regional strategy for tourism development in Transcarpathia, and the tourism industry itself should further develop based on the principles and approaches ensuring the sustainable development of the region. The article analyzes the negative impacts and challenges of tourism industry development at the current stage and suggests key elements of ensuring sustainable development of tourism and their gradual implementation. The most attractive tourist destinations are determined based on the amount of tourist tax paid to the budgets of individual territorial communities. Special attention is paid to the role of forestry in Transcarpathia in the development and support of the tourism industry and more active use of ecosystem services, particularly recreational ones provided by forests. The research on the implementation of sustainable tourism development in Transcarpathia aims to ensure general understanding and commitment to sustainable tourism approaches and demonstrate its significance in promoting economic and social growth of the region while minimizing negative social, cultural, and environmental impacts.

The aim of the article is to study the features of the corporate culture of metallurgical enterprises of Ukraine in the context of innovative development. As a result of the study of four types of corporate culture – adhocracy, clan, market, and hierarchical – according to the CVF model of K. Cameron and R. Quinn, it was determined that adhocratic culture is most conducive to innovations, since it involves flexibility and is focused on the external environment. In turn, market culture emphasizes control and stability, which is a constraint on innovation. The authors propose a modified method for diagnosing corporate culture, which is based on the CVF model and provides for a system of 5-point scale for evaluating questionnaire questions by respondents. Using Microsoft Excel and SPSS Statistics V21.0 software, the authors analyzed the parameters of the corporate culture of metallurgical enterprises. As a result of the diagnostics, it was found that PJSC «INTERPIPE» and PJSC «Tsentralnyi Hirnycho-Zbahachuvalnyi Kombinat» are characterized by a clan corporate culture, which needs to be strengthened to the desired indicator. For PJSC «ZAPORIZHSTAL», PJSC «YUZHKOKS», PJSC «KAMET-STAL» it is expedient to change the type of corporate culture from market to clan. It is proposed that the strategic vision of the development of metallurgical enterprises should be changed in the direction of innovative development, digitalization, smartization of production, the use of energy-saving technologies, the Internet of Things, etc. It is also necessary to use training activities and seminars to develop the creative potential of staff and intensify their participation in the development of green innovations. Taking into account the European integration course of Ukraine, it is expedient to change the principles of doing business related to the European Green Deal. The proposed recommendations can be used to improve the mission, strategic vision, corporate culture and its values for metallurgical enterprises. Prospect for further research in this direction is to determine the interdependence between the type of corporate culture (clan, innovative, market, hierarchical) for metallurgical enterprises and the processes of greening and digitalization at enterprises.

In Ukraine, there have been significant changes in regional development due to the conditions of the war and the need to form new tasks, implement urgent measures, projects to restore the territories of communities and regions, continuing the European integration course of Ukraine, decentralization reform and the implementation of standards, principles and current tools of good governance of the Council of Europe. The purpose of writing the article is to reveal the need for further development of inter-municipal cooperation to create territories of community cooperation, as points of economic growth and regional development, to overcome socio-economic challenges caused by the war, as models of multi-level management, public administration and targeted actions for the restoration of territories of communities and regions of Ukraine during the war and in the post-war period in accordance with European standards and best practices of democratic governance and territorial development. The following methods were used to determine the principles of inter-municipal cooperation in the management of regional development: the method of cognition (for the formation of theoretical principles for determining the essence of inter-municipal cooperation, development strategies); comparative analysis (in order to compare the effectiveness of the development strategy); abstract-logical (for the formation of theoretical generalizations and the formulation of research conclusions); graphic visualization (for the purpose of visualization of results and analysis). The Center for Good Governance Expertise of the Council of Europe, in its Recommendations regarding the formulation of policies on the Local Self-Government Restoration Plan dated June 30, 2022, emphasized the need to implement stronger forms of inter-municipal cooperation based on the principles of "smart" and "green" municipal (spatial) planning to overcome challenges caused by the conditions of the war, the key of which are changes in the population and the economic structure of communities. In the process of forming spaces of inter-municipal cooperation between communities of Ukrainian and European regions, as an important functional space and level of management of regional development, it is important to use the existing national and international experience in the development of community cooperation at the local, inter-territorial and international levels, the experience of developing these spaces in the territorial and cross-border cooperation, creating models and tools of municipal management and public administration for the post-war period of development of the territories of communities and regions on the basis of the application of standards, principles and current tools of "Good democratic governance" and the development of civil diplomacy.

After the occupation of Crimea and Russian aggression in the Donbas, Ukraine left the Russian political orbit and inserted amendments to the Constitution regarding the strategic course of the state for acquiring membership in the EU and NATO. Consequently, the concept of “three brotherly nations,” which symbolized connection of Ukraine with Russia and Belarus, was irrevocably replaced by the new idea of “the return to the European family,” which was repeatedly postulated at the state level. As part of this course, Ukrainian politics of history needed bright historical figures who could serve as a symbol of the ancient connection between Ukraine and Europe. According to historian Heorhiy Kasyanov, in Ukraine “nationalization” of the past took place, up to the times of Kyivan Rus. Since in Ukraine Kyivan Rus is perceived as an early predecessor of modern Ukraine, it seems to be clear why the personality of Anne of Kyiv, daughter of Yaroslav the Wise and wife of French King Henry I, was designed to legitimize the European integration course of Ukraine. Her personality was intended to show how old the ties which have allegedly united Ukraine and Europe. This article explores commemorative practices around Anne of Kyiv’s personality during the last five years. These practices show how the past can serve to the interests of the present and how easily political instrumentalization of the history happens. Each element of the commemorative practices states essentially the same idea: Ukrainians are not just eager to become a part of Europe, they were a part of Europe some time ago, so now they are just returning to their “European family.” Such commemorative practices include charity events, production of “Anne de Kyiv” film, “Anne de Kyiv Fest”, creation of the monuments, etc. Legitimizing resource of Anne of Kyiv’s personality is so strong and valuable that Ukraine has to fight for it with the Russian Federation: Vladimir Putin has recently made an attempt to tell the world about “Russian Anne.” Probably in the future commemorative practices connected with Anne of Kyiv will be developed and elaborated.Article received 08.03.2019

The article presents the results of a survey of Ukrainians and foreigners regarding the understanding of the essence and prospects of military tourism in Ukraine, analyzes the main motives for visiting places of concentration of military facilities in the world, determines the potential of military tourism (military tourism) in Ukraine and substantiates promising ways of its development, the expediency of introducing the basic principles of the organization of military tourism into the activities related to the tourism industy key subjects of interest. Among the desired or predicted results of the development of the industry, international tourism organizations indicate an increased interest in visiting Ukraine after the end of the war. It has been proven that in today's conditions, the rapid adaptation of tourist companies to the requests of tourists (taking into account the international experience of identifying objects and forming routes of military-historical significance) is promising, such an approach will contribute to increasing the efficiency and competitiveness in the provision of military tourism services. In the postwar period, the use of the territories of hostilities was recognized as a tool for the promotion of tourism business and a promising branch of the economy. The development of the tourism industry, aimed at different groups of tourists, will affect the number of new jobs created, replenishment of the state budget through the payment of taxes. Modernization of the innovative activity of tourist enterprises, provided that the experience of other countries is taken into account, is able to overcome the crisis during economic instability. It is predicted that the development of military tourism, which will reveal to the civilized world the military heritage of the Russian-Ukrainian war, will contribute to the growth of profits from military tourism in the country's economy and the development of infrastructure, new tourist locations (attractions) of a military nature. The study allows us to outline the prospects for restoring demand for tourism products in Ukraine with an emphasis on a new military direction, taking into account protection against military risks.

The stability of the development of the coal industry is largely determined by factor proportions linking its resource potential with production and market opportunities. Therefore, when developing projects for strategic modernization transformations of the coal industry, it is important to identify how their implementation will affect the parameters of sustainable development of the industry. The purpose of the article is to study the prospects for using the relative break-even indicator to ensure sustainable development of the coal industry in Russia in the face of significant external challenges. The hypothesis of the study lies in the assumption that the use of the relative break-even indicator in the development of strategic directions for the development of the coal industry will ensure a dynamic balance of economic and technological aspects under the conditions of significant exogenous shocks. In this work, a parametric model was used that allows one to investigate internal relationships between the economic and technological components of coal mining. The values of the parameters of the parametric model were determined in accordance with the target indicators of the Program for the Development of the Coal Industry of Russia through to 2035. The peculiarity of the proposed methodology for assessing the parameters of the dynamic equilibrium is that it integrates the methods of system dynamics and sustainability, allowing for deep understanding of the relationship between the economic and technological activities of coal mining production. As a result of the study, the conditions for maintaining the relative break-even point of coal-mining industries were determined, taking into account the current trends of changing factor components and the tasks set for the modernization of the coal industry: achieving an increase in coal prices of at least 3%; reduction of the cost of coal mining by at least 14%; an increase in coal production and sales by at least 45%. The conditions for maintaining the parameters of the dynamic equilibrium of the coal industry under various scenarios of changes in world prices for coal have been determined. The conclusion is made about the possibility of using a parametric model of the relative breakeven of production for modeling the parameters of sustainable development of the coal industry. The practical results of this study can be used in the formation of the theoretical and methodological foundations of the strategic development of the coal industry and in the development of appropriate planning and management decisions.

Oleksandr Perederii, Evgen Grygorenko The evolution of the normative foundations of Ukraine's European integration at the present stage of state formation The article presents and reveals the main tendencies of evolution of the normative foundations of European integration of Ukraine at the present stage of state formation. While analyzing the problems of implementation of the Association Agreement between Ukraine and the European Union, the author highlights and reveals the content of three main tendencies that are characteristic for the development of the legislative basis of the European integration policy. In particular, the expanding of the current Constitution of Ukraine with the rules on the irreversibility of the European integration course, updating of normative documents regulating the planned character and gradual implementation of the provisions of the Association Agreement, amending the current version of the Association Agreement in order to update its provisions. The attention is drawn to the fact that the modification of the legislative foundations of Ukraine's European integration course is an important political and legal factor for the transformation of not only the system of the legal system of the state in the formal sense, but also of the legal consciousness of the broad masses of the population. This is explained by the phenomenon of the action of so-called «future law». In practical terms, such a phenomenon manifests itself in the fact that in the society on the mental level there is an increasing level of expectations from the state to activate pro-European policy, further reforming of the national law in the direction of implementation of European models of social regulation. Accordingly, there is an impact on the minds of people by "future norms of law", which are designed to regulate social relations, which are just beginning to emerge. Further priorities of expanding the legislative foundations of Ukraine's European integration are outlined. In particular, it is the optimization of the mechanism of substantial realization of European integration transformations in the practice of national state administration, as well as the preparation of legislative support to overcome the global political risks and economic threats that may occur in connection with the implementation of the Association Agreement. The primary for Ukraine is the calculation of the foresight of the political, legal and socio-economic development of Ukrainian society and the generation of normative constructions for the efficiency of the respective processes. Therefore, the practical task of national legal science is to develop scientific proposals for further development of the normative foundations of European integration of Ukraine, taking into account the requirements of time and expectations of Ukrainian society. Key words: Ukraine, European Union, European integration, legislation, Constitution of Ukraine, Association Agreement, legal system.

The purpose of the article is to study the features of the formation and functioning of the innovation ecosystem in the border regions of Ukraine with the European Union. Methodology of research. The goal set in the article was achieved using the following research methods: logical generalization and scientific abstraction, structural analysis, analytical method, comparison, generalization, tabular presentation of research results. Findings. The development of the innovation ecosystem in the regions of Ukraine in the context of the implementation of the European integration course is aimed at creating a favorable environment for scientific research, technological entrepreneurship and partnership between education, business and government. The implementation of European innovation management standards stimulates the development of clusters, technology parks and startup centers, which ensure faster transfer of technologies into production. The key structural elements of the innovation ecosystem are analyzed, in particular the institutional environment, scientific and educational potential, infrastructure resources and mechanisms of cross-border cooperation. Particular attention is paid to the problems of development asymmetry, insufficient level of integration of business, science and government, as well as the prospects for strengthening the innovation capacity of border territories in the context of Ukraine's European integration aspirations. The European integration course defines new guidelines for regional policy aimed at creating favorable conditions for scientific research, commercialization of innovations and support for startups. An important role is played by the formation of an institutional base, namely industrial parks, technoparks, hubs and business incubators, which ensure synergy between education, business and government. The development of such structures in border regions contributes to attracting investments, strengthening cross-border cooperation and spreading European practices of innovation management. The implementation of the principles of sustainable development, digitalization and open science is gradually transforming Ukrainian regions into centers of a modern innovative economy. Practical value. The research results can be used to develop strategies for regional innovation policy focused on cross-border interaction and the formation of competitive clusters.

The knowledge about the relations between domestic institutional quality and the sustainable development of exports in emerging markets remains limited, since most research into the relations between the institutional environment and the sustainable development of exports has been conducted in developed market economies, especially in those of North America and Europe. With dynamic changes in the institutional environment of emerging countries over the years, this paper provides a novel perspective for investigating the relations above. This is the first paper to investigate the impact of institutional quality on the sustainable development of industries’ exports in emerging countries from a comprehensive perspective of multiple institutional environments and multi-dimensional industries’ heterogeneity. On the basis of defining institutional quality and industry heterogeneity, this paper explores the underlying mechanisms of institutional quality affecting sustainable development of industries’ exports and conducts empirical analyses by using the data from China’s 20 industries’ exports to 117 countries for the period of 1996–2011. The results show that: (a) Industries with higher degrees of financial dependence or higher product technical complexities have export comparative advantages in better financial environments; (b) Industries with higher research and development (R&D) intensity or a higher concentration of intermediate inputs have export comparative advantages in better legal environments; (c) The differences in the level of financial development or in the efficiency of legal system would influence the effects of interactions between institutional quality and industry heterogeneity on the sustainable development of industries’ exports. The present paper provides new evidence that institutional quality does promote the sustainable development of industries’ exports in emerging countries. These results indicate that exports of heterogeneous industries in emerging economies are an adaptive response to the specific institutional environment, as well as a continuous release of institutional dividends with the improvement of the institutional environment.

Chapter 15 - Barriers identification and prioritization for sustainability enhancement: Promoting the sustainable development of the desalination industry

PurposeModelling of sustainable development is essential, as environmental protection is regarded as a top global priority in the twenty‐first century. The basic objective of this paper is to provide a conceptual framework, named the Four Forces model for diagnosing the process of sustainable development.Design/methodology/approachMichael Porter's Five Forces model serves as a starting‐point to derive the Four Forces model. The Four Forces model, which is developed based on Back Casting technique, shows the transformation process from current unsustainable development to future sustainable development through environmental degradation, greening force and greening process. These five major components are related based on cause and effect.FindingsThe paper reveals that a clear understanding of the transformation process and their integration is necessary for successful implementation of sustainable development projects, as the transformation is a continuous process. The Four Forces model is a generic and contribute towards a richer understanding of sustainable development process.Research limitations/implicationsThe suggested conceptual model provides a holistic view of sustainable development and does not attempt to provide a detailed, step‐by‐step approach for implementing sustainable development in industries. This paper helps to initiate future studies in this area.Originality/valueIn line with Michael Porter's three generic competitive strategies, this study analysis various greening strategies and greening tools and also recommends the Green Productivity as a better tool for implementing sustainable development in industries. The model can be used as a framework for further development of a practical sustainable development system in industries.

On the basis of a comprehensive review of the production and technology status of China's alumina industry, the main contradictions and challenges in the development of China's alumina industry in terms of resources, energy and environmental governance are analyzed, and the production cost is compared and analyzed worldwide. It is believed that the main factors restricting the sustainable development of alumina industry in China are the lack of sufficient high-quality bauxite resources in China, the production technology needs to be further optimized, and the generated solid and hazardous waste is difficult to realize harmless and resource utilization. In this regard, this paper puts forward the strategy for the sustainable development of China's alumina industry, that is, strictly control the disorderly and rapid expansion of production capacity and reasonable layout, optimize the resource and energy supply structure, implement the industrial development strategy of high quality, energy saving and low consumption to improve the core competitiveness, and accelerate the realization of the standard discharge and resource utilization of waste gas, wastewater and solid waste. The results of this paper are of great significance to the strategy of industrial structure adjustment and sustainable development of alumina industry in China.
