Cooperative Collection Development of Science Serials

When it comes to water use in the west, the general rule is “first in time, first in right,” otherwise known as the prior appropriations doctrine. However, another rule that also holds fast and true is that there are always exceptions to the rule. One of the exceptions to the prior appropriations doctrine in regards to ground water rights is that certain water uses are ruled “exempt” from many states’ water rights administration processes. These states “exempt” ground water use for domestic and stock watering purposes from their water rights application processes, considering the amount of water extracted for these uses to be a de minimus amount of water used in relation to the relatively larger amounts of water extracted for irrigated agriculture, industrial, and municipal uses. This exception to the rule has resulted in an ever increasing use of exempt domestic wells as water supplies for new residential developments in many suburban and exurban areas of the western United States, in essence utilizing exempt wells as a substitute for developing municipal water supplies. This expansion in the use of exempt domestic wells has raised concerns about the sustainability of ground water resources within several western basins, created conflict between traditional water rights holders and water users that rely on newly developed exempt domestic wells, raised concern about the reliability of the ground water supplies for the exempt domestic well users themselves, and the impact that exempt wells have on ground water quality during their development, use, and abandonment. A conference was held in May of 2011 in Walla Walla, WA, whose purpose was to develop a broader understanding of the issues associated with exempt wells and to provide a forum for professionals engaged in ground water development, water management, land planning, and water policy to discuss the impacts that exempt domestic wells have on water supplies and land development at the local and regional level. This conference was sponsored by a number of research centers and institutes that are members of the National Institutes of Water Resources, including the State of Washington Water Research Center at Washington State University, the Institute for Water and Watersheds at Oregon State University, the Montana Water Center at Montana State University, the Idaho Water Resources Research Institute at the University of Idaho, and the Colorado Water Institute at Colorado State University. The goal of this conference was to identify the critical issues associated with the management and impacts of exempt domestic wells, and to stimulate new ideas to solve the conflicts that have arisen between traditional water rights holders and water users that rely on exempt domestic wells. From this conference a number of papers were solicited from authors that cover a range of issues that have arisen due to the continuing expansion of the use of exempt wells across the Western US. An advanced exploration probe has been proposed by the Center for Space Nuclear Research (CSNR) to acquire detailed data from the Martian surface and subsurface, ‘hop’ large distances to multiple sites in short periods of time and perform this task repeatedly. Although several similar flying vehicles have been proposed utilizing various power sources and complex designs, e.g. solar-electric and chemical-based, the CSNR’s Mars Hopper is based on a radioisotope thermal rocket (RTR) concept. The Mars Hopper’s design relies on the high specific energies [J/kg] of radioisotopes and enhances their low specific power [W/kg] through the use of a thermal capacitance material to store thermal energy over time. During operation, the RTR transfers the stored thermal energy to a flowing gas, which is then expanded through a converging-diverging nozzle, producing thrust. Between flights, the platform will have ample time to perform in-depth science at each location while the propellant tanks and thermal capacitor recharge. Recharging the propellant tanks is accomplished by sublimation freezing of the ambient CO2 atmosphere with a cryocooler, followed by heating and pressurization to yield a liquid storage state. The proposed Mars Hopper will undergo a ballistic flight, consuming the propellant in both ascent and descent, and by more » using multiple hopper platforms, information can be gathered on a global scale, enabling better resource resolution and providing valuable information for a possible Mars sample-return mission. The CSNR, collaborating with the Idaho National Laboratory (INL) and three universities (University of Idaho, Utah State University and Oregon State University), has identified key components and sub-systems necessary for the proposed hopper. Current project activities include the development of a lab-scale prototypic Mars Hopper and test facility, along with computational fluid dynamics (CFD)/thermal-hydraulic models to yield a better understanding of the heat transfer process and complex nature of turbulent CO2 flow. Laboratory experimentation will aid design iterations and the development of both tethered and free-flying terrestrial hoppers that utilize an electrically heated core. The knowledge base acquired from these activities will refine the Mars Hopper’s future performance and optimize the RTR core components prior to constructing the final design. « less

The U.S. Department of Energy has recently completed a research program to support the development of the compact heat exchanger (CHX) for use in high temperature advanced reactors. The project was executed by an Integrated Research Project (IRP) and includes team members from the University of Wisconsin–Madison, University of Michigan, Georgia Institute of Technology, University of Idaho, North Carolina State University, Oregon State University, Electric Power Research Institute, MPR Associates, and heat exchangers manufacturers CompRex and Vacuum Process Engineering. The objective of the research was to enable the use of compact heat exchanger designs in high temperature advanced reactor service in order to improve plant efficiency and economics. A necessary step for achieving this objective is to ensure that the ASME Boiler and Pressure Vessel Code, Section III has rules for the construction of CHXs for nuclear service. However, construction rules alone are not sufficient to deploy a compact heat exchanger in an advanced reactor. ASME Section XI Rules for the Inservice Inspection (ISI) of a heat exchanger in an operating nuclear reactor will be required, and mostly likely ISI will be conducted in according with ASME Section XI, Division 2, Reliability and Integrity Management (RIM) methodology, which is a non-deterministic, technology neutral, approach to inservice inspection. Since a RIM based ISI program is developed by an owner considering the entire reactor technology safety case, owners will need specific information regarding the performance, failure modes, reliability, and inspection options for compact heat exchangers. Previously, ICONE27-1139 provided strategies for inservice inspection of compact heat exchanger that outlined how an owner can use the planned IRP research to support the development of an ISI program that includes compact heat exchangers. Now that the IRP research is completed, this paper updates the earlier strategy to reflect the results of the research. Failure mechanisms for compact heat exchanger are unique and not widely understood. The IRP has studied the failure mechanisms, monitoring and inspection technologies and this research may be used to enable an owner/operator of an advanced nuclear reactor to develop a RIM based inservice program.

Steelhead (Oncorhynchus mykiss) and chinook salmon (Oncorhynchus tshawytscha) populations in the Northwest are decreasing. Genetic diversity is being lost at an alarming rate. The Nez Perce Tribe (Tribe) strives to ensure availability of genetic samples of the existing male salmonid population by establishing and maintaining a germplasm repository. The sampling strategy, initiated in 1992, has been to collect and preserve male salmon and steelhead genetic diversity across the geographic landscape by sampling within the major river subbasins in the Snake River basin, assuming a metapopulation structure existed historically. Gamete cryopreservation conserves genetic diversity in a germplasm repository, but is not a recovery action for listed fish species. The Tribe was funded in 2000 by the Bonneville Power Administration (BPA) and the U.S. Fish and Wildlife Service Lower Snake River Compensation Plan (LSRCP) to coordinate gene banking of male gametes from Endangered Species Act listed steelhead and spring and summer chinook salmon in the Snake River basin. In 2000, a total of 349 viable chinook salmon semen samples from the Lostine River, Catherine Creek, upper Grande Ronde River, Lookingglass Hatchery (Imnaha River stock), Rapid River Hatchery, Lake Creek, the South Fork Salmon River weir, Johnson Creek, Big Creek, Capehorn Creek, Marsh Creek, Pahsimeroi Hatchery, and Sawtooth Hatchery (upper Salmon River stock) were cryopreserved. Also, 283 samples of male steelhead gametes from Dworshak Hatchery, Fish Creek, Grande Ronde River, Imnaha River, Little Sheep Creek, Pahsimeroi Hatchery and Oxbow Hatchery were also cryopreserved. The Tribe acquired 5 frozen steelhead samples from the Selway River collected in 1994 and 15 from Fish Creek sampled in 1993 from the U.S. Geological Survey, for addition into the germplasm repository. Also, 590 cryopreserved samples from the Grande Ronde chinook salmon captive broodstock program are being stored at the University of Idaho as a long-term archive, half of the total samples. A total of 2,420 cryopreserved samples from Snake River basin steelhead and spring and summer chinook salmon, from 1992 through 2000, are stored in two independent locations at the University of Idaho and Washington State University. Two large freezer tanks are located at each university, each of which holds approximately 25% of the cryopreserved sperm. One tank at each university is considered long-term archival storage, while the other is short-term. Fertility trials were conducted at each university to test the viability of the cryopreserved chinook salmon sperm. The experiments on the 2000 frozen and thawed sperm at both universities found a fertility rate of 60-70%. This document also summarizes 1999-2000 steelhead genetic analysis report. The results of mitochondrial, nuclear DNA and microsatellite analysis found differences and shared haplotypes between the stocks of fish sampled for cryopreservation. Recommendations for future gene banking efforts include the need for establishment of a regional genome resource bank, a greater emphasis on cryopreserving wild fish, continued fertility trials, exploring field cryopreservation and genetic analysis on all fish represented in the germplasm repository.

In 2005 I published an article discussing the teaching method we used for an introduction to American Indian studies course at Iowa State University.1 As might be expected, since the publication of that article my career and teaching have continued to develop. I am no longer at Iowa State but have moved to the Department of Native American Studies at Montana State University— Bozeman. Under these circumstances, a pedagogy based on American Indian approaches has become that much more appropriate. Additionally, I have more years worked with the teaching method in question, and as a result, I have refined the technique some, although the basic approach remains intact. In my previous piece, I did not delineate the elements that go into an American Indian pedagogy. I will address that issue here. Because I am most familiar with Anishinaabe culture, I will primarily limit my remarks to that nation. My article about teaching American Indian studies explained a blended teaching method we used at Iowa State University that drew from American Indian pedagogical approaches as well as methods traditional to the academy. I discussed the history of the teaching method and the theory informing the technique; briefly outlined some elements of American Indian pedagogy and the logistics of the class; and ended with some observations on the effectiveness of the technique. For this article, it is important to have an understanding of the course assignments. Students are required to write a fourto five-page paper about their family, community, and place and about their interest in and/or knowledge of the course topic and how it developed. Students are encouraged to talk with their family members in order to get material. The material from the paper is given in an oral presentation.
