Project Management Performance Evaluation of Medical Oxygen Generator

Despite widespread concept of project management, companies in major regions of Russia are still at the initial level of project management maturity. The paper is aimed to determine the current state and dynamics of organizational project management in the companies of the Omsk region, identify problem areas, and seek directions for further development. The author interviewed managers and project management practitioners in 148 companies from a variety of industries in the Omsk region. The study compares the survey results received during two years (2015–2016). The findings indicate that within the majority of companies, the organizational project management is not fully adopted. The author has empirically tested that high-performers are more likely to appreciate the value of project management than low-performers. However, the only small proportion of companies demonstrates a high level of project management maturity. Moreover, no strong relationship has been found between matured project management processes in a company and its performance. The author revealed and ranged the main problems in the organizational project management development. These problems are concerned with a poor support of organizational enablers. The organizational project management development should be considered in the context of strategic governance and management. The findings contribute to the understanding of key processes, which constitute project capabilities in a company. The research results can be used for building a conceptual model and studying organizational project management dynamics in a region during a longer period.

Strategic planning is an important stage in the administrative process, as it is considered a specific thinking process and style of work that enables the company to choose the best alternatives that correspond to the company's capabilities and the goals it seeks to achieve. This study aimed to find out the impact of strategic planning for human resources with its dimensions (environmental variables, needs assessment, dealing with results, human resources plan) on the performance of project management with its dimensions (time, cost, safety, quality), and to determine the strategic interaction between (HRP) on the performance of project management in infrastructure contracting companies and its role in facing external challenges. The study used the descriptive approach, through which the researcher developed a scale to answer the questions of the study. The study sample consisted of 120 employees in infrastructure contracting companies, they were divided into non-overlapping groups. The results showed the impact of strategic planning for human resources on the performance of construction project management and its contribution to raising the level of readiness of construction companies in facing external challenges and enabling them to compete with international companies, in addition to the contribution of strategic planning in facing the negative effects resulting from the Corona pandemic. The results are according to the company's age, capital, and the size of the company's project. The results of the study also showed that strategic human resource planning helps project management officials in the early detection of expected danger areas and attracts well-equipped workers with the appropriate skills to work efficiently. Effective project management has always been important for the success of different industries. From scope, time, and cost management to quality, risk, and procurement management, all aspects of project management need an integrated approach by using skilled staff and providing efficient communication among all stakeholders. While some companies establish in-house teams for managing their projects, some companies hire professional companies to act on their behalf. It is critical to measure the success of these companies, yet there are major obstacles that project management companies face while they are performing their responsibilities, which may cause failures. In that context, this study, as far as being the first research in the literature, investigates the main problems of project management (PM) companies in Turkey by focusing on the PM services in the construction and real estate industries. A survey was conducted among PM professionals working for PM companies, contractors, employers, designers, vendors, and sub-contractors to find out these problems. The need for PM standards, the balance between the responsibility and the authority of the PM companies, the existence of the PM companies providing very low prices, excessive employer intervention and delayed payments by employers were found to be the most important factors that cause problems. Developing PM standards, issuing legal regulations to be a PM company, right pricing policy, and on-time payments by the project owners were recommended by the participants as solutions.KeywordsProject managementAuthorityStandardizationPaymentSuccess

This article describes a five-level model of project management maturity that can be used as a structured assessment tool for a company's project management capability.

The earned value method (EVM) is an internationally known technique for project management that emphasizes the control of project cost performance and duration, thus allowing trends to be identified during execution and warning the project manager of variances that may affect the project so that they can take the necessary corrective measures. In this research, the finished projects of a construction company in the city of Cuenca, Ecuador, were assessed. EVM was applied to projects from a database developed with information from each one to rebuild past events, existing problems, and critical points and evaluate the performance over time. The results of this analysis are meant to determine the project’s success, calculating the cost variance at the end. EVM motivates project stakeholders to pay attention to costs and progress so that timely actions can be taken to optimize resources, resulting in the completion of a project within budget and on time. In conclusion, EVM plays an essential role in the integral management of the project in terms of scope, time, and cost. Moreover, there are now guidelines for applying this method as a control tool in future construction projects.

The article, through presenting a company's project management office (PMO), argues about practices a PMO must establish for supporting new product development (NPD) in high-technology companies. A holistic case-study was performed where data gathered comes from interviews, direct and participant observation, and document analysis. The practices identified differ from the current literature about the PMO functions. The whole set of functions performed by the described PMO responds to specific processes an NPD project asks for. It begins monitoring, analysing, and systematising product requirements to develop project schedules. During project execution, it supports configuration management through engineering change management. When prototyping, it carries on provisions of the necessary materials and subcontracted processes for assembling and testing. These PMO functions are compared to the current PMO literature. It is suggested that the functions undertaken by the PMO can enhance the theoretical options for structuring PMOs in NPD-based companies avoiding mimicry dysfunctions.

Applying complexity theory tenets, the study here provides a unique asymmetric modeling perspective for examining causal conditions indicating high (low) project management performance (PMP). Complexity theory tenets include (tenet 1) recognizing that the causal conditions resulting in high PMP frequently have different components (i.e., ingredients) than the causal conditions resulting in low PMP—adopting this perspective supports the usefulness of asymmetric rather than the currently pervasive symmetric approach to theory construction and empirical modeling. A second complexity theory tenet is that the same causal condition can foster, be irrelevant, or inhibit high PMP, depending on how it is configured with other causal conditions—thus, high knowledge management effectiveness (KME) by itself is neither a sufficient nor a necessary causal condition for indicating all cases of high PMP. A third tenet is that the disparate configurations of causal conditions are equifinal in leading to adoption. The study here constructs a general model and specific configurational propositions that include social capital, project management types, processes, and complexity as causal conditions indicating case outcomes of high versus low PMP. The study includes examining the model and propositions empirically using survey data on the causal conditions for completed projects (n = 302, US sample of product and service industrial firms). The findings support the perspective that high (as well as low) PMP depends on combination effects—not the additive or net effects of causal conditions. For project managers, adopting a configurational approach to the study of project outcomes can reveal which combinations of causal conditions consistently lead to high PMP as well as which combinations indicate low PMP and the conditions when high KME associates with low PMP.

Although the Earned Value Method (EVM), a multi-dimensional project control system, has been widely used since 1960, there has been little research focused specifically on its application in IS implementation. The management of IS projects--including the accurate forecasting of project duration--is complicated by the strong impact of the learning curve on the effectiveness of EVM. This study makes new contributions by advancing formulas for the accurate prediction of project duration, and by developing a decision support model in which the learning curve is fully integrated with EVM, and performance changes due to learning are isolated from other factors affecting project duration. The study makes three contributions to the understanding and use of EVM in IS implementation: (1) It provides an extended version of EVM, (2) it provides an illustration of the application of EVM to a real project situation based on empirical data from an ERP implementation project, and (3) it provides a theoretical basis for empirical studies of IS project control techniques. The decision support model can be used to determine both the learning curve coefficient and the project completion date during the early stages of a project, and it thus offers a significant practical contribution to the management of IS projects.

Objective - The building sector is essential to Malaysia's economic expansion. Despite its significance, large construction companies usually experience delays and project failure, affecting 95% of homebuyers due to 580 delayed projects in 2022. By February 28, 2023, 581 projects had been reported as delayed. Methodology/Technique – This study experimentally examines the relationship between effective project governance and project performance in 390 Malaysian construction companies, using a framework based on agency theory and assessed with partial least squares structured equation modeling. Finding – Benefit management serves as a mediator between project performance and effective project governance, and top management support has a positive moderating influence. Novelty – The study highlights the importance of preventive measures, enhancing team and project manager roles, and forming strategic alliances for improved project governance. Risk Management is recognized as an important exercise that creates value to a project and improves project performance. Time, cost and quality are the primary measures of a project performance in this industry. The success or failure in any construction project can be monitored through the attainment of these primary measures. Notably, Malaysian construction industry is considered as one of the important industries that positively contribute to the increase of Gross Domestic Product and subsequently the growth of the country’s economic development. Unfortunately, this industry suffers poor performance in which it leads to failure in accomplishing effective time, cost and quality performance. Most construction projects face a schedule delay, cost overrun and are poor in product quality. Thus, the aim of this study is to determine the influence of risk management on construction project performance of Malaysian companies based on these three primary measures. The degree of diffusion of risk management practice in the chosen construction project in Malaysia is also examined. The methodological approach exploited in this study is a case study approach involving analysis of documented data and face-to-face interviews with key players that hold different roles and responsibilities. They include a director, project managers, finance managers, contract managers and quantity surveyor managers. The results demonstrate that adopting effective risk management practices positively impacts project performance thus leading to project success. Nevertheless, the lack of knowledge and poor communication of risk management practices in construction projects contribute to the weak implementation of an effective and systematic risk management practices in Malaysia.

The study reported focuses first on the relationship between a project manager's background characteristics and certain characteristics of the projects he is asked to manage. The impact of this decision process is then examined by relating project manager experience and project characteristics to measures of project performance. The findings indicate that organizations select their oldest and most experienced project managers to direct large, high-priority projects. Performance is then superior without relation to the project manager's total experience, but in relation to the high priority given larger projects. With the exception of a measure of "growth in responsibility," none of the measures of the project manager's experience were found to bear any direct relationship to project performance.

In order to strengthen the cooperation ability between the owner and the consultant and improve the project management performance of the whole process engineering consulting, this study firstly introduces knowledge sharing as a mediator variable and constructs a theoretical model between trust and contract governance—knowledge sharing—project management performance. A structural equation model was then used to empirically test the questionnaire data. The results show that contract governance indirectly promotes project performance through the intermediary of explicit knowledge sharing, and trust indirectly promotes project performance through the intermediary of knowledge sharing (explicit knowledge sharing and tacit knowledge sharing). Based on the above, for further analysis of the complex antecedent configuration and improvement path that affect management performance, fuzzy set qualitative comparative analysis was used for group analysis with contract governance, trust, explicit knowledge sharing, and tacit knowledge sharing as conditional variables and project management performance as the outcome variable. The results show that there are two parallel paths that can improve the whole process engineering consulting project management performance: contract governance*explicit knowledge sharing*tacit knowledge sharing→project management performance and contract governance*trust*explicit knowledge sharing→project management performance. Finally, through analysis of the research results, it is suggested that in whole process engineering consulting projects, the owner and the consultant should actively promote the willingness and behavior of the consultant to share knowledge based on therational use of trust and contract governance, to better improve project management performance.

Project completion delays have adverse consequences on a contractor's credibility and result in additional penalty costs, reducing potential profits. To mitigate these issues and optimize project outcomes, refining activity schedules and budgets is crucial. The Earned Value Method proves effective in monitoring and controlling project activities. In the case of the Kediri airport access road construction project, weeks 1 to 6 revealed a negative Cost Variance (CV), indicating higher-than-planned costs, while weeks 7 to 8 showed a positive CV, suggesting costs were lower than anticipated. Schedule Variance (SV) for the 1st week was unfavorable, indicating a delay, and SV>1 from weeks 2 to 8 signaled a project delay. The Estimate to Complete (ETC) is IDR 17,470,510,292.77, and the Estimate at Complete (EAC) is IDR 32,509,153,464.05. The Time Estimate (TE) forecasts project completion in 89 calendar days, five days beyond the contracted 84 days. Employing the Earned Value Method enhances project performance evaluation and decision-making to avoid delays and cost overruns.

The construction project management for Wadungasri Sidoarjo Market Drainage Normalization aims to achieve cost, quality, and time objectives within a 100-day timeframe. This study addresses a 7.44% delay experienced by contractors, seeking to establish early warning mechanisms for poor project performance. The Earned Value Method is employed, integrating time and cost value concepts. Key indicators such as Cost Variance (CV), Schedule Variance (SV), work productivity index (CPI), time productivity index (SPI), project completion cost forecast (EAC), and project completion schedule forecast (ECD) are utilized. The results reveal a required cost of Rp 563,044,547.85 (ETC) and a 65-day timeframe (ETS) at the end of the 7th week, with a 0.64% increase in project completion cost (EAC) over the contract cost. The project completion time (EAS) is estimated at 114 days, reflecting a 0.14% extension. The analysis emphasizes the importance for construction service providers to implement efficient methods and consistent supervision to avoid delays in the Wadungasri Sidoarjo Market Drainage Normalization project.

Measuring project management performance is complex and requires tools to capture the dynamic nature of the processes involved. Since the conception of system dynamics in the 1950s, the method has been used to solve complex projects. Project management possesses dynamic characteristics that involve planning, human resources, implementation, and control elements; thereby, using system dynamics to measure project management performance is a realistic approach. A research study was conducted using system dynamics to develop project management performance measures to capture the complexity of the process in local government agencies. The research approach considers measuring project engineering management performance as a holistic system influenced by leadership involvement, project management processes, and project engineering manager’s ability. The Zachman architectural framework was used to develop the project-management performance system’s ontology as the system dynamics model’s foundation. A case study was conducted for three cities with local government agencies to better understand the model components and factors that influence performance. Leadership involvement, project management processes, and project manager abilities were identified as critical factors that influence the project management performance level. To validate the results of the case study, the project management performance was further studied for the City of El Paso in terms of capability, capacity, and maturity level. The research study concluded that system dynamics is a feasible method and effective tool to measure management performance for engineering projects at local government agencies.
