STRATEGIES FOR IMPLEMENTING QUALITY MANAGEMENT IN EDUCATION: PERSPECTIVES AND CHALLENGES

Quality management in education is crucial to improving the quality of Islamic education, especially in private Islamic schools. This study identifies the implementation, challenges, and solutions for quality management in education at Al Azhar Islamic School in Bukittinggi. The research method used is a case study with a qualitative approach. Data collection techniques include interviews, observation, and analysis of relevant documents. Data analysis is processed through reduction, presentation, and verification to draw conclusions, with data validation using triangulation. The results of the study show that there are several stages or phases in the implementation of quality management in Islamic education at Al Azhar Islamic School. The first phase is the preparation phase of quality management, which includes forming a quality management team, stating the vision and principles as guidelines, and conducting a strengths and weaknesses analysis. The second phase is the planning phase of quality management, which includes planning the implementation of quality management in education and forming a management implementation team. The third phase is the implementation phase of quality management, which includes teaching processes, learning evaluation, resource management, and program monitoring and evaluation.

This research is entitled Quality Management of Islamic Education at Athirah Bukit Baruga Islamic High School and Al-Azhar 12 Islamic High School Makassar which aims to (1) Plan Islamic Education Quality Management at Athirah Bukit Baruga Islamic High School and Al-Azhar 12 Islamic High School Makassar (2) Implement Quality Management of Islamic Education at Athirah Bukit Baruga Islamic High School and Al-Azhar 12 Islamic High School Makassar (3) and Evaluating the Quality Management of Islamic Education at Athirah Bukit Baruga Islamic High School and Al-Azhar 12 Islamic High School Makassar. This research is qualitative descriptive research using observation, interview, and documentation methods. While what is used is (juridical, management, phenomenological, and sociological approaches). Selection of research subjects through purposive sampling, namely determining certain people as data sources, namely the head of the madrasah, wakamad, and teachers for each subject. Furthermore, the data obtained is analyzed on an ongoing basis, namely, reducing data, presenting data, and drawing conclusions. The results showed that the Quality Management of Islamic Education at Athirah Bukit Baruga Islamic High School and Al-Azhar 12 Islamic High School Makassar began with quality education planning which had two important meanings, namely program planning and intra and extra activities by the two Athirah Bukit Baruga Islamic High Schools. and SMA Islam Al-Azhar 12 Makassar, program planning must be followed by an implementation which includes five components through student management, curriculum management, management of educators and education staff, management of facilities and infrastructure, cost management. and curriculum management must be directed so that the learning process in the classroom runs smoothly and efficiently so that it can achieve the desired goals. Evaluation of quality education management carried out by the principal of the deputy head of school and education staff, together as a community of educators and implemented into the curriculum through self-development programs (routine school activities, spontaneous activities, exemplary, and conditioning), integration in subjects, and through the school culture. La mise en place des systèmes de management Qualité, généralement dans le cadre d’une démarche de certification s’accompagne souvent et généralement par un vaste programme de formation. Ces formations entrent généralement dans le cadre des programmes de : - Préparation de certification ; - sensibilisation du personnel quant aux bénéfices et avantages attendus de cette implantation et/ou de cette certification ; - formation du personnel sur les outils de qualité nécessaires pour la bonne marche et le maintien du système. Ainsi, la formation constitue un levier fondamental pour la réussite de la mise en place de tout SMQ, mais aussi un composant fondamental de ce système et l’un des éléments principaux qui en découlent. Dans ce sens, nous nous interrogeons dans le cadre de cette recherche sur la relation entre les systèmes de management et la formation continue en montrant : - le rôle crucial de la formation dans la mise en place des systèmes de management; - la position de la formation en tant que composant important dans les systèmes de management; - l’impact des systèmes de management sur le développement de la formation continue au sein des entreprises.

The implementation of performance management and appraisal system in any organization is to accomplish its strategic goals and objectives. The foundation of any organization is the performance management system (PMS). Organizations would not be able to survive if workers did not perform their assign duties. Organizations would be competitive and productivity would rise if workers gave their best effort. Performance appraisals (PA) are seen to be a useful Human Resource Management (HRM) tool that measures the standards that any organization or company sets for its workers by monitoring each worker’s performance in relation to the organization’s objectives. In Gombe State Treasury, staff evaluation performance is conducted manually which result to a lot of problems such as data inconsistency, inadequate storing of posting history, limited accessibility and flexibility among others. To address these issues online appraisal system was developed and implemented in the organization using water fall model as the adopted methodology and it is evaluated by distributing questionnaires to the staff and the management, analysis was carried out based on the defined hypothesis to see the impact of the system in the ministry which was found that the system has significant impact in conducting the appraisal exercise on both the staffs and the management as such it overcome the mentioned challenges faces during the exercise. The new system was designed to be more effective and productive for conducting staff appraisal exercise, eliminating all types of delay and tension. This research work made use of data collected from the organizations materials and journals from various authors and software was developed to effectively achieved aims of the research. The implementation of the system was carried out using PHP, JAVASCRIPT, CSS, APACHE and MYSQL for the database was carried out in the research. The system will automatically reduce the time and effort in the process. The system also evaluated by the staff of the organization and the data collected were analyzed and concluded that the system has significant impact in conducting the process based on the defined hypothesis.

The general goal of education is to develop Indonesian people completely in the sense that carried out education still maintain unity, diversity and develop individual’s ideals. Every citizen has the right to obtain education equally with excellence and a balance (equity) between the utilization (access) with achievement. The higher education system must be able to create a quality higher education that is also affordable by the people of Indonesia. A university leader must be in-line and lead a "quality revolution". All energy and attention are focused on the "quality revolution". For this reason, this paper will examine the Implementation of Higher Education Quality Management Systems. As a case study is that has implemented a Quality Management System. According to Law No. 12 of 2012 concerning Higher Education. Quality Higher Education is Higher Education that produces graduates who are able to actively develop their potential and produce Science and / or Technology that is useful for the Community, nation, and country. The government operates a higher education quality assurance system to get quality education. The Higher Education quality assurance system referred to consists of: a. internal quality assurance system developed by Higher Education; and b. external quality assurance system carried out through accreditation. Implementation of Quality Management Systems in Higher Education can produce Quality and Affordable Education.

The performed analysis showed that integrity management is required for ensuring stable and reliable operation. Along with many other processes in the field of industrial safety, integrity management is an important process for the prevention of cases of equipment depressurization, and, therefore, for preventing people by storing hydrocarbons inside the pipelines and vessels. High quality integrity management leads to high production operations efficiency and has a positive effect on the entire business. The article presents the results of the implementation of operation management systems (OMS) in various companies. It shows how deeply integrity management, being part of OMS, is integrated into all the areas of production operation activity. To achieve the high level of production operations reliability, all the industrial and occupational safety processes must be interconnected and form a single system. The conducted analysis shows that OMS of different companies have both similarities and differences. OMS is often developed based on the existing industrial and occupational safety management systems, which explains the focus of such systems on safety. The latest statistics show that this is the right approach, however, OMS of different companies differ from each other due to different experiences, the size of the company, the specifics of the country of operation and the presence of current problems. It is fair to note that there is no single correct OMS structure since each company must consider its own needs and its own specifics when developing its system. However, in general, the development and implementation of such systems contribute to improving the reliability, safety and efficiency of production operation activities. In the article the problem of education quality management was considered in the context of general scientific methodology. The modern tendencies of implementation of higher education quality and quality management in particular, were highlighted. It is shown that the practice of implementation of quality management systems, such as the Total Quality Management, positively affects the organizational, market and financial strategies for the formation of long-term competitive advantages in higher education sphere. The modern interpretation of the essence and basic principles of education quality management was revealed. The methodological substantiation of the phenomenon of education quality management in the context of general scientific approaches was carried out: systemic, synergistic and acmeological. Such an approach makes it possible to substantiate the quality management as a complex, open system characterized by nonlinearity of transformations, allows to predict its development, proceeding from the development of each individual to the whole system as a whole. It is proved that methodological substantiation of quality management on the basis of general scientific approaches can become the foundation on the basis of which the national system of education quality assurance will develop its own model, inherent only to it, taking into account the system of public administration in the field of Ukraine’s higher education, educational policy, academic traditions.

The article is devoted to the analysis of modern demands of education quality management in the conditions of higher education institution operation. The methodological basis of the study is the concept of management, based on a system of philosophical and general scientific doctrines about the quality of education and its specifics in higher education, the concept of personality-oriented learning, systems theory, modeling and development. The authors systematized methodological approaches to modeling the quality management system of education in higher education. The study developed a model of quality management, which is presented at the levels of: subsystems of management approaches, theoretical and methodological foundations, the value of the components and factors of education of different nature; defined a system of principles of internal quality management of higher education, aimed at performing a regulatory function at the general scientific, strategic, practice-oriented, technical, specific scientific and factor levels; an algorithm for building an education quality management system in a higher education institution is presented. It is shown that the quality management of education should be carried out at levels that ensure the manufacturability of the process, the possibility of its improvement with further analysis of the results and the adoption of appropriate management decisions.

Organisational behaviour and strategies in the adoption of certified management systems: an analysis of the Spanish hotel industry

PurposeThis paper seeks to provide a method which increases the chance of successful implementation and use of a performance management system (PMS). This method should incorporate both the instrumental and behavioral sides of performance management, be based on a solid theoretical foundation, and have been proven in practice.Design/methodology/approachThe method is called the strategic performance management development cycle, which consists of three stages: design a strategic management model; design a strategic reporting model; and design a performance‐driven behavioral model. The workings of the cycle are illustrated with a case study of a publishing company which used the method during the implementation of a new PMS.FindingsApplying the strategic performance management development cycle makes it possible for an organization to create in a short time period a new PMS, which will then improve the organization's results dramatically.Practical implicationsDuring the implementation of a PMS an organization has to expressly pay attention to all three stages of the strategic performance management development cycle, in order to increase the chance of a successfully implemented and used PMS.Originality/valueIt has been reported that 56 percent of PMS implementations fail, meaning that these implementations do not result in a PMS that is used regularly by all people in the organization. This article describes an implementation approach which is based on a solid theoretical foundation, has been proven in practice, and will give organizations a better chance of a successful PMS implementation.

Quality education management is a scientific practice encompassing administration and training across all educational levels. It is widely adopted in national academies and schools today, holding a crucial role in enhancing education quality. National Defense and Security Education Centers, part of higher education institutions, specialize in training and nurturing defense and security knowledge. These centers face unique challenges due to their large annual cohorts engaged in round-the-clock activities, studies, and training. As a result, education quality management is organized and implemented using suitable methods, receiving focused attention and guidance from center leadership. Sociological investigations indicate that 100% of these centers acknowledge the significant role of education quality management, with a strong impact on outcomes and training quality. Similarly, 100% of management staff and instructors believe in the positive effects of education quality management on enhancing training quality. Despite recognizing the importance of education quality management, practical implementation within National Defense and Security Education Centers reveals several limitations. Inadequate management tools, a predominant focus on learners' academic outcomes, and challenges related to input-output control and certification affect training quality. Hence, continuous research and innovative management approaches are essential for these centers to truly achieve desired education quality, contributing to the successful completion of their mission.

The progress of universities is measured by the amount they provide to serve their societies. The progress of peoples is measured by the extent of success of their educational institutions to achieve sustainable development and the overall renaissance in various fields and sectors. Therefore, the interest in developing higher education institutions and studying of ways to achieve their developmental role is of importance. The aim of the current research is to achieving total quality management in university education to achieving sustainable development and in order to achieve this goal, we have reviewed previous studies and research related to the current study’s subject. The research has adopted the quasi-experimental method for conducting an exploratory study to determine the current status of total quality management for the study sample, and to prepare a questionnaire for total quality management in education and sustainable development. For checking validity and reliability of this research, the study is applied on a sample of (300) students as the experimental group, selected from Faculty of Commerce, Ain Shams University. The study comes to a number of results, the most important of which are: There is a significant statistically significant effect of the total quality standards in university education on achieving sustainable development. From this major result, the following minor results are derived: There is a statistically significant effect of total quality standards on the environmental dimension. There is a statistically significant effect of the total quality standards on the social dimension and there is a statistically significant effect of the total quality standards on the economic dimension. The most important recommendations of this research are as follows: The total quality standards and sustainable development should be incorporated into the curricula of universities to produce a conscious generation of the importance of total quality management. Also, the efforts of the state agencies should collaborate and activate the monitoring role and follow-up on universities and ensuring their commitment. Setting a comprehensive strategy that includes owners of industrial establishments to be subjected to environmental training and occupational safety and put it within the licensing requirements to ensure the preparation of an environmentally friendly facility. Finally, the media campaigns should raise awareness about total quality management and sustainable development within universities.

Olympic system contains rich ideological and cultural quality education resources. These provide the enlightenment for enriching the content of university education and humanities quality education, and broaden education teaching idea. These education resources are mainly manifested in six aspects: patriotism and national spirit, participation, dare to competition, advocating equality, unity and strive, which coincides with Chinese colleges and universities education which advocate quality education concept, and some content of socialist core values advocate. The Olympic movement advocates harmonious and comprehensive development and adapts to the development of today's college students. Olympic education and practice are the effective ways to realize education and humanities quality education goals and promote college students' harmonious and comprehensive development.

Small and medium-sized enterprises (SMEs) are drivers of Thailand’s economy and represent the largest number of all firms in Thailand. SMEs in Thailand always face safety and environmental issues, while worldwide safety and environmental management systems are difficult to implement within limited resources. This research aimed to develop a conceptual framework for an alternative integrated occupational health, safety, and environmental management system (OHS&EMS) that fits the characteristics of small and medium-sized steel manufacturer. This research is qualitative, and a literature review on the safety and environmental management system literature and interviews with experts as well as focus group discussions were conducted. The results were analyzed using content analysis. It was determined that the Plan-Do-Check-Act (PDCA) is the cycle that must be maintained for an alternative integrated management system with key requirements, including organization and stakeholder assessment, hazard identification and risk assessment, environmental aspects, action plans for risk and impact mitigation, internal audit, and corrective action and management review. For the success of alternative management system implementation, communication processes that will convince SMEs to accept and realize the benefits of an integrated OHS&EMS must be carried out prior to its implementation. Less documentation must be considered in order to avoid the difficulty of management system implementation. Furthermore, it is suggested that SMEs need support from external parties in terms of finances and consultation, as well as surveillance audits in order to ensure the continual improvement of their safety and environmental performance. The Thai government should improve the legal framework, provide financial support and training to promote OHS&EMS to Thai enterprises.

This paper documents an analysis result of various research articles that discuss aspects of educational quality, either the quality of input, process, output, and outcome. The articles that are analyzed are 20 articles from 2014-2022, which were accredited nationally and non-SINTA. It aims to determine the influence and role of the quality aspects of education that take place in an educational institution on the quality management of education in elementary schools. The type of research is a literature review using a systematic scheme that provides an overview of article publications with the number of data searches at 30 articles. After conducting the review process, 20 articles match the criteria. The research results reveal that there were 9 articles accredited SINTA 3, 2 articles SINTA 2, 3 articles SINTA 4, 2 SINTA articles 5, and 4 non-SINTA articles. Of the 20 articles analyzed, 14 articles discussed input aspects, 4 articles discussed process aspects, 1 article discussed input-process aspects, and 1 article discussed input, process, and output aspects. The analysis results indicate that the input aspects of school principals and teachers have a positive influence and a significant role in managing the quality of education in elementary schools. Nevertheless, there is still a lack of the influence and role of the process, output, and outcome aspects in managing the quality of elementary school education.
