Video Analytic Algorithm for License Plate Recognition System

Automatic Number Plate Recognition (ANPR) uses number plates to identify vehicles. The goal of an automated vehicle identification system is to identify the vehicle based on the number plate. The system enforces the regulations, parking, etc. It can also be used at the entrance to protect a large area, such as a military zone or the region around important government buildings like the military base, Parliament, Supreme Court, etc. The smart technology recognizes and captures the image of the vehicle. The number plate area of the vehicle is extracted using image segmentation on the image. Optical character recognition is used for character recognition. The performance data may also be compared to database records to determine the car owner, enrollment location, residence, etc. The testing showed that the improved algorithm easily recognized the number plate of a vehicle on genuine photographs.

Recognizing vehicle number plates is a difficult but much needed system. This is very useful for automating toll booths, automated signal breakers identification, finding out traffic rule breakers and to detect stolen vehicles. The developed system consist of a Raspberry Pi based vehicle number plate recognition system that automatically recognizes vehicle’s number plate using image processing. The system uses a digital camera interfaced to a Raspberry pi processor. A rear image of vehicle is captured and processed using various algorithms. The system constantly processes incoming camera footage to detect any trace of number plates. On sensing a number plate in front of the camera, it processes the camera input and extracts the number plate part from the image. The image is extracted using OCR. And by using CNN techniques, the number is extracted from the image. The system then displays the extracted number. The implemented system consist of a fully functional vehicle number plate recognition system using Raspberry Pi considering success rate and processing time as parameters. The developed system can be used for security purpose in housing societies to monitor the entry/exit of authorized vehicles. It is observed that the developed system successfully detects and recognizes the vehicle number plate on real time images. The system accuracy is about 80%

In simple terms, Automatic Vehicle Number Plate Recognition System (AVNPRS) can be described as a computer vision image processing technology. This technology captures images of vehicles and recognizes their number plates. As the world is becoming more sophisticated on each new day, security as well as management of transportation system have become a vital aspect in controlled places. Such places include modern campuses, shopping malls and other institutions. With today’s rate at which motor vehicles are increasing in numbers, there is need for an effective, affordable and efficient AVNPRS. Thus, this project proposes, outlines and discusses an efficient AVNPRS. The system under consideration in this project can be installed at main entrances of modern institutions. This is because the AVNPRS ensures that only authorized vehicles can automatically have access to such institutions. The AVNPRS ensures that it captures the image of the number plate once the input sensor detects the vehicle. The Sobel edge detection and Laplacian edge detection techniques are used at this critical stage. Thereafter, the Bounding box technique is used to find the number plate leading to character segmentation. After capturing, an image undergoes extraction and character investigation via the Optical Character Recognition (OCR). In addition, in achieving character recognition, matching between the computer template and segmented image is done via the OCR method. It is vital to mention that this system is sustainable as it successfully detects, recognizes and processes vehicle number plates on real images. The AVNPRS can be used for both traffic control and security. Therefore, the main aim of this piece of writing is to develop from a theoretical perspective an AVNPR system that can detect and capture vehicle number plate images.

Real Time Number Plate Recognition System is an image processing technology which uses number (license) plate to identify the vehicle. The objective is to design an efficient automatic authorized vehicle identification system by using the vehicle number plate. No plate help for movement of traffic securely without any collision. They can reduce the number of accidents on roads like pedestrian accident and right-angle collision of two cars. Number plate recognition (NPR) can be used in various fields such as vehicle tracking, traffic monitoring, automatic payment of tolls on highways or bridges, surveillance systems, tolls collection points, and parking management systems. The developed system first detects the vehicle and then captures the vehicle image. Vehicle number plate region is localized using Neural Network(rcnn) then image segmentation is done on the image. Character recognition technique is used for the character extraction from the plate. The system is implemented and simulated in python, and its performance is tested on real image. Automatic vehicle detection and recognition is a key technique in most of traffic related applications and is an active research topic in the image processing domain. Different methods, techniques and algorithms have been developed for vehicle detection and recognitions but they are not very useful for parking system. In this project we aim to make an application which will help for society and mostly for corporation buldings in each state for doing their work very efficiently and in very small time. Live camera feeds are the primary input we give the system. On the main gate is a camera. When a car or bike passes in front of the camera, the camera reads the number plate number. Using an OCR algorithm, this vehicle can be determined to be authorized or not. If the car is not allowed in the premises the notification will be activated. authorized popup will be on if the vehicle is authorized

Number plate detection plays a crucial role in various applications such as traffic monitoring, vehicle identification, and law enforcement.In recent years, advancements in computer vision and Machine Learning Techniques have revolutionized Number plate recognition systems.This paper proposes a location-based Number plate detection method that combines K-Nearest Neighbors Algorithm(KNN) and Optical Character Recognition (OCR) to accurately detect and recognize Number plates in real-time.The proposed system consists main stages: Number plate localization and Number plate recognition.In the first stage, a KNN-based approach is utilized to detect the presence and location of Number plates within an input image.The KNN model is trained using a large dataset of annotated images, enabling it to learn the distinctive features and patterns associated with Number plates.This stage aims to accurately identify the regions of interest containing Number plates, even in challenging scenarios such as varying lighting conditions, occlusions, and complex backgrounds.

This research paper presents the development and evaluation of an Automatic Number Plate Recognition (ANPR) system using Convolutional Neural Networks (CNN) with Regex correction. The aim is to enhance the accuracy and effectiveness of car verification and security processes at First Technical University, Ibadan. The ANPR system was implemented both without Regex correction and with Regex correction. The evaluation results demonstrate significant improvements in the system's performance when CNN with Regex correction is employed. The CNN-based ANPR system achieves a precision of 1.00, recall of 0.90, and F1-score of 0.95 in accurately identifying number plates. These scores indicate increased accuracy and reduce false positives compared to the system without Regex correction. The integration of CNN and Regex correction effectively handles variations and errors in the number plate data, leading to a reliable and efficient car verification process. Future work can focus on further refining the CNN model and optimizing the Regex correction algorithms to enhance the system's accuracy and robustness. The developed ANPR system, utilizing CNN with Regex correction, shows great potential for enhancing car verification and security in various domains, including law enforcement, parking management, and traffic monitoring

Vehicle number plate detection and recognition (VNPR) is a pioneering methodology which has a large impact on the development of road safety, automation in toll collection, transportation efficacy, and support to the traffic authorities. In this paper, a number plate detection and recognition system for toll collection is presented. Use of large sample data sets has made the system efficient and robust enough. Contrast enhancement is a preprocessing used followed by conventional techniques to locate the number plate. The percentage accuracy in locating the number plate in a given image is 94.87%. Horizontal and vertical profiles with a ratio of 1:2 are used to separate characters in the detected number plate. Backpropagation neural network is applied on the extracted characters to recognize them for authentication of license plate. The presented system is compared with other conventional methods for evaluating its effectiveness and efficiency. The average number plate recognition accuracy of the proposed system is 90.21%.

Automatic license plate recognition (ALPR) is a process of identification of the license plate from an image taken at any signal stop or parking station. The Identified information or the number plate can be used for keeping a check on signal stops or for monetary settlements at parking lots or toll stations. It can also be used around the world for law and administrative works like checking a vehicle if it is registered or not. It also finds its use in safety supervision system. The ALPR can be used upon various types of pictures like color images, black and white images and etc. ALPR may fail a number of times if the quality of the picture is not up to the mark. So, ALPR depend a lot in the image quality, and hence the challenges in its real-life application. It may be used both indoors and outdoors but it must be able to process the images both quickly and successfully in all sorts of environments, be it daytime or night time, sunny or rainy. Our proposed method mainly has three modules: 1) Detection of license plate 2) Segmentation of Characters 3) Text Box Generation. The number plates sometimes may be unclear for the cameras. It may sometimes have dirt and scratches on it and thus increasing the complexities of the ALPR system. Today nationwide ALPR has been adopted by several law and governmental agencies for its efficiency and usefulness. Public safety agencies are using the ALPR system to gather and store relevant information about people and to keep a check on the vehicular activities. It is becoming a significant tool for the Law Enforcement Agencies.

With the growth of population in urban cities, there is a rapid increase in the number of vehicles and hence there is shortage of parking spaces. In this paper we provide a novel idea of automatic number plate detection and recognition along with allotment of parking space. The parking space is allocated in an efficient manner as distance traveled will be less. The number plate detection is done by extracting the image from the video and the number is identified using Optical Character Recognition. The parking space algorithm uses sequential assignment of parking spaces; the algorithm is eventually improved to solve the real time parking allotment.

Number Plate Localization (NPL) has been widely used as part of Automatic Number Plate Recognition (ANPR) system. NPL method determines the accuracy of ANPR system. Although it is a mature research, the challenge stills persist especially in crowded situation where many vehicles present. Therefore, a method is proposed to localize number plate in crowded situation. The proposed NPL method uses vertical edge density to extract potential region of number plate then detect the number plate using combination of Histogram of Oriented Gradients (HOG) and Support Vector Machine (SVM). The method employs GPU to deal with multiple number plate detection, to handle multi-scale detection window, and to perform real time detection. The test result shows good results, 0.9883 value of AUC (Area Under Curve), and 0.9362 of BAC (Balance Accuracy). Moreover, potential real time detection is foreseen because total process is executed in less than 50 ms. Errors are mainly caused by background that contain letters, non-standard number plate and highly covered number plate

Smart cities must have all the important characteristics to achieve their intended goals. Proper traffic management and controlling, increased surveillance and safety, and enhanced management and avoidance of incidents must be the priorities of smart cities. Meanwhile, license plate recognition (LPR) has become the most debatable topic in the research community due to various real-time applications, such as “law enforcement, toll-free processing, access control, and traffic surveillance.” Automated LPR is a technique based on computer vision to recognize vehicles with their number plates. This study discusses various “Deep Learning based LPR” techniques to detect and identify “alphanumeric characters” in number plate. The projected model works on “license based detection” and “character recognition.” This technique uses “Optical Character Recognition (OCR)” technology to detect and extract the alphanumerical numbers from the license plate. This study is based on secondary data collected from various studies conducted on Licence Plate Recognition using various Deep Learning models published in databases like Google Scholar, Science Direct, NCBI, etc. Deep learning has been used widely in applications related to computer vision in recent years with great perfection. It is a great solution for modern and traditional image processing, object detection, and feature extraction issues. It has been widely used in different stages of LPR like character segmentation, license plate recognition, and OCR.

Tracking the stolen vehicles, parking vehicle identification and parking the vehicles in the restricted areas is a big challenge nowadays. The main way of addressing these challenges is to recognize them through the number of plates embedded with technology. The task is therefore to recognize the position and the character on the number plate of the car. The current research article proposed an innovative cost-effective dashboard to identify the number of plates by capturing the image using a camera that is plugged with Raspberry Pi. The character recognition on the number plate is done by using K-Nearest Neighbors (KNN) algorithm. The images of the number plate are captured using raspberry pi cam and the numbers from the plate are extracted using Open CV. These identified number of plates will be trained using machine learning (ML) models. Based on the mean and variance the Euclidian distance will be calculated for training purposes. After training the large available datasets with all the unique number plates the trained data will be in the form of some encrypted format. So by inputting the new image (number plate) the features will be extracted and based on the calculation of the distance the rank will be allocated with the new plate and gets the nearest plate with character recognition the number will be extracted.

Design and Development of Real-Time IoT-Cloud Integrated Vehicle Number Plate Recognition System

Background: Most previous studies in automatic license plate recognition (ALPR) focused on recognizing license plate (LP) in constrained environment where cameras are installed in front of LPs and other conditions such as lighting, weather, and image quality are satisfied. Besides, recent studies on ALPR in Vietnam have conducted in small datasets and have not covered various cases of Vietnamese LPs.Aim: To develop a model for ALPR that is effective in unconstrained environment in Vietnam.Method: We propose two improvements: We apply the idea of the key-point detection problem for LP detection part, and use a segmentation free approach based on encoder decoder network for the LP optical character recognition (OCR) part. We train and evaluate models in a large dataset collected from unconstrained environment.Results: Our results show improvements in LP detection accuracy with mean IOU mIOU = 95.01% and precision P <inf xmlns:mml="http://www.w3.org/1998/Math/MathML" xmlns:xlink="http://www.w3.org/1999/xlink">75</inf> = 99, 5%. The accuracy in LP OCR was up to Acc <inf xmlns:mml="http://www.w3.org/1998/Math/MathML" xmlns:xlink="http://www.w3.org/1999/xlink">seq</inf> = 99.28% at sequence level and Acc <inf xmlns:mml="http://www.w3.org/1998/Math/MathML" xmlns:xlink="http://www.w3.org/1999/xlink">char</inf> = 99.7% at character level.Conclusion: We provide a large dataset of Vietnamese LP images that can be effectively used to evaluate ALPR systems in Vietnam, and proposes improvement techniques to tackle problems of ALPR in unconstrained environment in Vietnam.

Traffic control and vehicle owner identification has become major problem in every country. Sometimes it becomes difficult to identify vehicle owner who violates traffic rules and drives too fast. Therefore, it is not possible to catch and punish those kinds of people because the traffic personal might not be able to retrieve vehicle number from the moving vehicle because of the speed of the vehicle. Therefore, there is a need to develop Automatic Number Plate Recognition (ANPR) system as a one of the solutions to this problem. There are numerous ANPR systems available today. These systems are based on different methodologies but still it is really challenging task as some of the factors like high speed of vehicle, non-uniform vehicle number plate, language of vehicle number and different lighting conditions can affect a lot in the overall recognition rate. Most of the systems work under these limitations. In this paper, different approaches of ANPR are discussed by considering image size, success rate and processing time as parameters. Towards the end of this paper, an extension to ANPR is suggested.
