Methods. The generalization and analysis made it possible to prove that the most important condition for the economic development of the country in modern turbulent conditions is to ensure the stability of the development of industrial enterprises in the real sector of the economy. In the course of the globalization of the economy, accompanied by the active development of the economic space, the acceleration of the exchange of information, technology, knowledge and experience, contribute to the transformation of industrial enterprises and increase their dynamism, which puts forward new requirements for doing business. The issues of the constancy of functioning and development of industrial enterprises are becoming increasingly important due to the increasing impact on business entities of negative trends caused by exogenous and endogenous factors (financial crises, pandemics, military events, etc.). Accordingly, qualitative changes are needed in the management mechanisms at the level of industrial enterprises to ensure their sustainable functioning and development. In unstable economic conditions, the management of industrial enterprises must be based on the principles of adaptation to ensure economically sustainable functioning and development in the long term. However, at present, one can state the low quality of management, which negatively affects the efficiency of industrial enterprises. Consequently, the modern market economy requires absolutely innovative approaches to management, which are based on the principles of selffinancing, self-sufficiency, self-government. Results. The author in the article analyzed the dynamics of the volume of sales (goods, services) of enterprises in 2010–2021 (according to the institutional and functional approach). The results of the analysis indicate that the volume of sold products (goods, services) of the industry in the total number of products sold for 2010–2021. 68% to 33.78%. Therefore, we can state the fact that the general industry provides from 30 to 40% of the total volume of sales, which confirms the priority of this industry in the development of the country's economy. The article analyzes the problems of industrial enterprises, identifies the components and their indicators necessary for a permanent assessment of the resource potential as the basis for the formation of a management system for the innovative development of industrial enterprises. Novelty. An algorithm is proposed for assessing the components of the resource potential of industrial enterprises in order to develop a management solution for the formation of a foresightinnovative enterprise management mechanism, which consists in successfully overcoming problems at domestic industrial enterprises, needs an integrated approach, including business support, technology modernization, stable energy supply, social responsibility and favorable conditions in the investment and regulatory environment. Only in such conditions it is possible to create certain positive conditions for the development of industry and ensure the sustainable growth of the country's economy. Practical value. It was determined that the solution of problems at domestic industrial enterprises of Ukraine requires comprehensive measures, including support from the state, involvement of the private sector, modernization of technologies and management, innovation, education and international cooperation. Only in such conditions it is possible to create favorable conditions for the stable development of domestic industrial enterprises.

Subject/topic. The article discusses the possibilities and prospects of ensuring the dynamic stability of the economic development of industrial enterprises through the use of end-to-end technologies of the digital economy. The purpose and objectives of the study is to consider the potential and state of the use of digital technologies in the context of ensuring the dynamic sustainability of the development of industrial enterprises and to identify promising areas for improvement. Methodology. The study used: the general scientific dialectical method of knowledge, as well as some special research methods: comparative, survey method, statistical, generalization method and others. Results. An approach to understanding dynamic stability as a key characteristic of economic development has been substantiated. The importance of end-to-end digital technologies as a source of dynamism and sustainability of the development process of industrial enterprises is noted. Insufficient effectiveness of digitalization of Russian industrial enterprises is stated, factors that inhibit and stimulate industrial digitalization are highlighted. Some promising areas of digital assistance to ensure the economic development of Russian industrial enterprises are presented. Conclusions/Relevance. It has been confirmed that complex digital technologies of the so-called "end-to-end" nature can be fairly considered as the most modern toolkit for ensuring the dynamic sustainability of the development of economic entities in industry. Their use is truly synergistic in nature, since it pushes high-tech development of related industries, provides a deeper penetration of digitalization into the public sector, and also contributes to an integral increase in the global competitiveness of domestic industry, thereby making an invaluable contribution to achieving the desired parameters of national economic security. The promising directions of digitalization as a tool for ensuring the dynamic stability of the economic development of Russian industrial enterprises are given, such as the introduction of wireless communication technologies and the industrial Internet along the entire territorial chain of added value creation; activation of the use of robotics and sensorics components through the support of digital control and monitoring tools; orientation of the consumer product portfolio to the "Internet of Things"; further digitalization of general administrative and management processes (upstream-level of management of industrial enterprises) based on the introduction of tools and technologies for integrated digital planning and digital controlling.

The anti-crisis management system should provide the company with a high level of stability in a crisis situation. Significant changes in the external environment of food industry enterprises require the development of new methodological approaches that allow taking into account the stage of the life cycle when developing an anticrisis strategy of an enterprise. The purpose of the study is to develop an effective methodological approach to improving the anti-crisis management system of food industry enterprises, which takes into account the phase of the enterprise’s life cycle and the type of crisis that causes the need to use anti-crisis measures. The research methods are: comparative analysis, benchmarking, matrix method. The result of the study is an approved methodological approach to improving the anti-crisis management system of food industry enterprises. The authors conclude that an effective methodological approach to improving the crisis management system can be built on the basis of a matrix of crisis management mechanisms.

The development of industrial automation tools and systems together with the widespread use of modern information technology leads to a trend of constant growth of the level of automation of the technological process, control and management systems of industrial enterprises. Such trends have led to dynamic changes in the human capital of the industrial sector. From the point of view of analysis of the degree and stage of automation of production on transformation of characteristics of human capital the article is relevant and solves an important scientific task of systematization of factors of influence on changes of human capital. The article is aimed at forecasting possible changes in human capital caused by the implementation of solutions proposed by the industrial revolution Industry 4.0, revealing positive and negative indicators leading to development or degradation, both human capital and industrial enterprise. The main methods used to solve the tasks and achieve goals are a systematic approach that allows you to take into account the complexity of human capital as a result of individual characteristics of an individual employee, both professional and personal, functional-system method was used to form the concept of industrial enterprises development with the active development of automation and ranking of automation stages depending on the applied technologies, as well as the structural and dynamic analysis of the transformation of the human capital to assess the trend of development of human capital during a certain period. Studies have shown that changes in working conditions in industrial enterprises, as a result of automation and introduction of innovative information technologies, have caused changes in the basic characteristics of human capital. The system approach in analysing the most important characteristic of human capital, which will allow to be successful in the modern realities of the labor market, has shown that changes in approach to education will reduce the shortage of highly qualified employees. It has been revealed that the transformation has influenced not only human capital, but also the forms and conditions of labor relations. Positive and negative changes in human capital caused by the new industrial revolution have been noted. The material of the article will be of interest to heads of enterprises, IT project managers.

The article is devoted to strategizing the security personnel potential in the cost management system of enterprises of the sports industry and agrotourism. Based on the research, it was proposed to arrange the adaptation tools for the management of the strategizing of the security personnel's potential. The study aimed to study the strategizing of the security personnel potential in the cost management system of enterprises of the sports industry and agrotourism. Current influencing factors on the strategizing of safety personnel potential in the cost management system of the sports industry and agritourism enterprises are systematized, in particular: the total population of Ukraine, the demographic situation in Ukraine, population growth, the total mass of labor resources, the total number of underutilized labor force, the length of the working week, incomes and expenses of the population, the specific weight of wages in the total amount of incomes of the population, the number of employed workers at enterprises and individual entrepreneurs, the development of their innovative potential, indicators of unemployment of the population, the system of employee motivation, labor productivity, net profit in the industry per employee, etc. The systematic decrease in the number of employees of Ukrainian enterprises and the increase in their average age combined with a small share of highly qualified workers has been updated. In addition to natural population decline, migration decline is also observed. The population's participation level in the labor force is quite high, which has a positive effect on the level of security personnel potential. In addition to gender, age asymmetry is observed. There is a disproportionate flow of workers from medium and small enterprises to large ones, the potential of which could be much higher, which creates additional risks to personnel security. The possible and actual influence of the listed factors of alarmism, paternalistic, and opportunistic attitudes in the countryside should be analyzed in the context of the formation of an appropriate policy of safety personnel potential at specific enterprises of the sports industry and agritourism in modern conditions, which is the subject of further research. В публикации раскрыты вопросы направленные на всестороннее обоснование необходимости и путей формирования организационно-экономического механизма устойчивого развития промышленных предприятий в российских регионах на основе государственно-частного партнерства (ГЧП). Роль ГЧП в обеспечении устойчивости корпоративного развития крупных промышленных предприятий доказана посредством экономического моделирования. По материалам 36 крупных промышленных предприятий из шести регионов России эмпирически протестирована модель линейной регрессии, отражающая зависимость интегрального индикатора устойчивого развития промышленного предприятия от ряда факторов, характеризующих состояние и потенциал корпоративного развития, региональной экономики и учитывающих вовлечение предприятия в действующее или недавно завершенное продолжительное государственно-частное партнерство. Показано, что на устойчивость корпоративного развития статистически значимое положительное влияние оказывает динамика роста промышленного производства в регионе и фактор вовлеченности предприятия в ГЧП. Отмечается наличие общих положительных тенденций, а также перекосов в развитии ГЧП с участием промышленных предприятий в регионах России. По результатам отбора и анализа лучших практик, определены перспективный инструментарий, инновационные технологии и направления партнерства, направленные на неуклонное содействие устойчивому развитию промышленных предприятий различных регионов страны на основе внедрения, тиражирования и масштабирования ГЧП. The consideration reveals issues aimed at a comprehensive justification of the need and ways of forming an organizational and economic mechanism for the development of industrial enterprises in the regions of Russia based on public-private partnership (PPP). The role of PPP in ensuring the sustainability of economic development of large industrial enterprises is confirmed by methods of economic analysis. Based on materials from 36 large industrial enterprises from six regions of Russia, a linear regression model was empirically tested, reflecting the dependence of the integral indicator of industrial enterprises on a number of factors, characteristic conditions and potential for economic development, the regional economy and promoting the involvement of enterprises in existing or recently completed public-private existence. partnership. It is shown that on sustainable development, the standard characteristic has a positive impact on the dynamics of the growth of industrial production in the regions and the factor of computerization of enterprises in PPPs. It is distinguished by the presence of such a connection, as well as distortions in the development of PPP with the involvement of industrial enterprises in the regions of Russia. Based on the results of the selection and analysis of best practices, slowdown of economic tools, innovative technologies and areas of partnership aimed at the steady, relatively sustainable development of industrial enterprises in various regions of the country based on the development, replication and scaling of PPPs.

Introduction. Outlining the strategic vision of alternatives regarding the innovation development of industrial enterprises implies a multifunctional load on marketing and controlling support systems aimed at increasing the effectiveness of managerial influence to ensure the long-term sustainability and competitiveness of enterprises. Marketing and controlling support decision-making in developing the innovation potential of industrial enterprises to ensure their competitiveness in recovering and strengthening the national economy. Aim and tasks. This study aims to develop and substantiate approaches to strategic forecasting regarding the innovation development of industrial enterprises in marketing and controlling support to modernise and accelerate national economy recovery. Results. The study uses an economic and mathematical model to forecast industrial competitiveness by adjusting key innovation potential components. The model reveals that innovation potential depends significantly on prior investments in innovation made in the previous period, which requires sound management decisions regarding the choice of strategic alternatives for innovation development based on marketing and controlling support. An analysis of the forecasted competitiveness of industrial enterprises in 2023-2024 shows that innovative potential has the most significant impact on competitiveness, with R3 parameter equal to 0.5472, which exceeds the value of R2 parameter of 0.1180 for the competitiveness in the previous period. The proposed ADL model with fixed effects for panel data confirms the dependence of industrial competitiveness on innovation. In particular, a conditional increase in innovation potential of 10% leads to a 5.4% increase in the competitiveness of industrial enterprises during the forecast period. Conclusions. Creating a marketing support system for the innovation development of industrial enterprises contributes to the adaptation of industrial enterprises to conditions of rapid technological processes within the industrial paradigm and enhances resilience to external challenges. Controlling makes it possible to optimise processes and increase the efficiency of management decisions to achieve innovation development’s strategic goals and accelerate industrial enterprises’ competitiveness. Analysing strategic alternatives for innovation development based on marketing and controlling enabled the formulation of strategies to increase industrial enterprises’ development innovativeness and effectiveness.

Введение. Происходящие трансформационные процессы в оборонно-промышленном комплексе (ОПК) российской экономики при проведении диверсификации для обеспечения внутреннего рынка высокотехнологичной продукцией двойного и гражданского назначения, направленные на импортозамещение и преодоление неготивного воздействия санкционного режима, выявили необходимость преобразований в системе управления на предприятиях ОПК, без которых не решить поставленных стратегических задач. Это делает с позиции практического использования актуальной задачу исследования трансформации систем управления предприятиями ОПК в процессе диверсификации. Методология исследования. В статье на базе подхода сценарного планирования осуществлена попытка осмысления причинно-следственных связей в процессе диверсификации предприятий ОПК, позволяющих совершенствовать систему управления предприятием с учётом состояния внутренней и внешней среды. Интерпретация результатов исследования. Предложена концептуальная модель трансформации систем управления диверсифицируемых предприятий ОПК. Представлена авторская трактовка понятия «система управления предприятиями ОПК в условиях диверсификации». Ввёден термин «трансформация систем управления предприятиями ОПК в условиях диверсификации». Выводы. Предлагаемая концептуальная модель трансформации систем управления может быть основой для дальнейшего выбора инструментов, методик и подходов, позволяющих актуализировать систему управления предприятием с учётом состояния внутренней и внешней среды предприятия. Introduction. The transformation processes that are under way in the Russian military-industrial complex (MIC) during its diversification geared to providing the domestic market with high-tech dual-use and civilian goods are aimed at the achievement of full-fledged import substitution and overcoming the challenges of the sanctions regime. These processes have revealed the need to implement transformations in the management system of defence industry enterprises, without which the assigned strategic objectives cannot be attained. From a practical perspective, it gives greater relevance to the task of studying the transformation of enterprise management systems in the defence industry in the process of its diversification. Research methodology Based on the scenario planning approach the article attempts to elucidate the cause-and-effect relationships in the process of defence enterprise diversification, which allows improving an enterprise management system taking into account the state of internal and external environments. Interpretation of research results. A conceptual model of the transformation of management systems at defence enterprises undergoing diversification has been proposed. The authors’ interpretation of the concept of "management system of defence industry enterprises in the context of diversification" has been set forth. The concept of "transformation of management systems of defence industry enterprises in the context of diversification" has been introduced. Conclusion. The proposed conceptual model of the transformation of management systems can be the basis for further selection of tools, techniques and approaches that allow updating the management system of an enterprise taking into consideration the state of its internal and external environments.

The aim of the article is to study the dynamics of innovations development, to identify the main problems of innovative activities development and to advance proposals for the incentive instruments formation. The main method of research is the systemic and structural approach, which makes it possible to organize the search for solving problems most effectively. Methods of comparative, functional analysis and classification are also used. The theoretical basis of the article is the conceptual provisions and scientific principles developed by domestic and foreign scientists on the innovative development of industrial enterprises, tools for their implementation. However, the problems associated with the development and implementation of an effective mechanism for applying the innovative development of industrial enterprises in the context of the need to intensify the inclusiveness of innovative processes remain unfinished. The importance and significance of these questions determined the choice of the topic of the article, setting of the purpose and objectives of the study. The article analyzes the status and dynamics of innovative activities of domestic enterprises. The main trends and problems of the enterprises’ innovative development in modern conditions of limited financing and reducing the foreign investment resources are revealed. The level of using various types of innovations by industrial enterprises is investigated and the peculiarities of cost sharing for innovative activities are determined. The condition analysis of innovative activities of Ukraine’s industrial enterprises is carried out, namely the ratio of innovative products sold, the ratio of enterprises engaged in innovative activities, the number of new technological processes introduction and the production development of new types of products by industrial enterprises, funding sources of innovative activities. The structural analysis of various instruments efficiency of innovations financing in the domestic market is carried out. Ukraine’s innovation infrastructure should be provided with adequate resources in the context of a modern international methodology to support innovative business, which will help to minimize and close this gap. The available resources and potential should be focused on supporting research, which is one of the foundations of innovation potential, and creating an effective infrastructure that will help to transform research results into a product suitable for commercialization. Programs should be introduced to support academic payouts, start-ups, or other means of commercial use of innovative investments. The exposure-response relationships of innovative development stagnation are revealed and the ways of optimization and elimination of imbalance are provided. The recommendations for improving the innovative activities of industrial enterprises are developed.

The aim of the article is a comprehensive study of the conceptual foundations and models of integrated risk management for industrial enterprises, particularly the machine building sector in Ukraine, in the context of increasing economic uncertainty in the external environment. It has been demonstrated that the effectiveness of enterprise operations largely depends on the quality of the risk management system, which should be an integral part of strategic management. This enables the mitigation of the negative impact of uncertainty and allows risk to be used as a tool to enhance the adaptability and competitiveness of the enterprise. The advantages and disadvantages of the main risk management models are systematized. It is shown that each model has its own methodological logic and area of application; however, the highest level of efficiency is achieved through the integrated use within the corporate risk management system. The article summarizes practical recommendations for building an efficient risk management system in enterprises: establishing a risk management policy and defining strategic directions; implementing international risk management standards; developing an internal control system; involving staff at all levels in risk management processes; and automating control procedures. The research results show that an integrated risk management system, tailored to the specifics of industrial enterprises, enhances the efficiency of managerial decision-making, ensures strategic resilience, and minimizes the impact of external and internal threats. The proposed approaches provide a basis for improving corporate risk management systems in the context of transformation and increasing competition. Prospects for further research involve developing an organizational and economic mechanism for risk management that would consider modern challenges and trends in the development of industrial enterprises, as well as creating a system of indicators to evaluate the effectiveness of risk management, which will allow assessing the efficiency of managerial decisions based on quantitative and qualitative criteria.

High rates of the development of market relations and international integration processes imply an increase in the level of competition in leading sectors of the economy, which include energy, construction, industry enterprises and others. The purpose of this paper is to develop a universal methodology for assessing and improving the competitiveness of enterprises in the real sector of the economy. The paper analyzes the structure of cost for quality of products, examines the life cycle of the object in order to determine the approaches to the development and implementation of quality management systems. Using various methods of research, recommendations on the formation and implementation of quality management systems in enterprises of the real sector of the economy were developed in order to increase their competitiveness.

By analyzing the features and knowledge management system of virtual enterprise, the research introduces the complex adaptive systems into the knowledge management system of virtual enterprise. It offers a model based on the knowledge management system of virtual enterprise and discusses the functions of each agent as well as mutual communication and coordination mechanism.

Commercial enterprises operate not only in the conditions of military operations on the territory of the country, but also based on the growing need to transition from the traditional trade model to an electronic one due to the gradual increase in the share of the digital economy in Ukraine as well. The specified circumstances require a review of the principles of security activities in order to preserve business and create favorable conditions for the implementation of digital transformation in the conditions of each trade enterprise in accordance with the actual conditions of operation. Restructuring of security activities must begin with the formation or improvement of the appropriate management system. The purpose of the study was to clarify the essence of the concept of "security management system of a trading enterprise" as a basis for creating safe conditions for transformational changes in the activities of Ukrainian trading enterprises. In order to form the theoretical foundations of building a system of managing the security activities of a trading enterprise, the following methods were applied: induction and deduction, comparison and systematization – in the study of the essential characteristics of the terms "system" and "management system"; synthesis and analysis – for positioning the security activity management system within the enterprise management system; morphological analysis – to clarify the content of the main components of the security activity management system of a trading enterprise; graphic – for visual representation of theoretical and methodical material; abstract-logical – for theoretical generalizations and research conclusions. In order to create an appropriate theoretical framework, key approaches to the basic concepts, i.e. "system" and "management system", are defined. The author's interpretation of the term "security management system of a trading enterprise" is formulated, under which it is proposed to understand the organizational complex that forms the necessary and constantly updated, taking into account the change in the internal environment and the external security situation, the basis for exercising managerial influence, thanks to coordination with external security subjects in relation to security objects and subjects of the external environment, in order to fulfill the assigned tasks within the scope of security activities. The results obtained within the scope of the conducted research deepen the understanding of the security activity management system of the trading enterprise and fully take into account the specifics of their functioning and development trends.

Based on the results of the research, the article proposes a new economic-mathematical model, and based on it, a set of criteria and ratios are formed that ensure the effective functioning and development of the construction industry enterprise, taking into account the peculiarities, role and importance of the effectiveness of controlling the internal business processes of the enterprise under risk conditions. The scientific novelty of the obtained results lies in the improvement of the economic-mathematical model for the system of economic (and/or managerial) diagnostics of the enterprise of the construction industry, which is based on the functional relationship between profits, resource costs, risks and characteristics of the effectiveness of controlling the internal business processes of the enterprise under risk conditions. This type of approach makes it possible to reduce the number of inaccurate and inadequate results in the context of operations research and optimization of enterprise resource management using information technologies, for making reasonable and effective management decisions in the management system of the construction industry enterprise, aimed at the internal business processes of development and the perspective of the enterprise activity, taking into account the process and the result. It is advisable to conduct further research in the direction of improving the mechanism of optimal allocation of resources of the construction industry enterprise in conditions of risk, rapid changes and uncertainty.

Our paper describes the principles for constructing the leading expert information systems for managing the quality of an economic entity and its products based on the example of an industrial enterprise and its products. Expert quality management systems represent a unique solution for optimization and improving the operation of any company. However, their role in industrial enterprises is indispensable and should not be underestimated. Within the framework of our research and its main findings, we provide and scrutinize the systematization of modern scientific ideas about information technologies for building expert systems in the context of highlighting the subject field of their application. Our results show that the implementation of expert quality management systems in the industrial enterprises in Russia (as well as in the other countries) would lead to the considerable improvement in product quality with the reduced costs for these products. We also note that the enterprise productivity rises, and cost recovery period of invested funds shortens as a result of the deployment of these systems.
