ALGORITHM OF ESTIMATION OF INNOVATIVE ACTIVITY IN TELECOMMUNICATION SYSTEMS

The article is devoted to an innovative approach to the organization of high-quality education in the training of future primary school teachers from the point of view of modern education and methodology. As an urgent research problem of the modern education system in the formation and development of innovative opportunities for future teachers in their professional activities, their own judgments and conclusions are presented. The article conducts research and presents the results related to determining the meaningful level of preparation of future primary school teachers for innovative professional activities. The authors analyzed the works of foreign and domestic scientists, guided by regulatory documents. As a result of the analysis, the directions of training future specialists were discussed, which will serve as an impetus for the trajectory of professional development based on the innovative activities of students. The authors of the article also developed an author’s survey “What do you know about innovative professional activity” in order to determine the meaningful level of research work. The survey was organized on the basis of empirical methods. 123 students of the educational program 6B130100 - “pedagogy and methods of primary education” took part in the author’s survey, an analysis of the results of the content level and ideas about the need for innovation in future professions was carried out. Analyzing the results of the author’s survey, it was found that students have difficulty understanding the meaning of the concepts of “professional activity”, “innovative activity”, have a desire to use innovative technologies in the educational process, but have low knowledge of new technologies, as well as conclusions that innovative activity is necessary and should be developed for the professional growth of a teacher.. During the analysis of the research results, innovative training of future primary school teachers is being formed. Problem setting. The basis of carrying out venture investment into innovation activity is a creative search for opportunities to establish the objective truth of certain processes and, if possible, their implementation into industrial production. Therefore, one can determine by using legislative norms on intellectual property the persons who own the result of intellectual creative activity, embodied into a certain objective form (a patent, a certificate, etc.). However, it is often emphasized, except the objects of industrial property rights, that the objects of venture investment into innovation activity are innovative products or technologies. Analysis of recent researches and publications. The modern research situation of the selected issues indicates the imperfection of the current legislation and the lack of legal doctrine in the context of determining the objects of legal relations of venture investment into innovation activity. Doctrinal developments of domestic and foreign experts, such as Yu. Ye. Atamanov, K. M. Vrublevska-Misiuna, V. P. Kokhan, O. E. Simson, F. Pinkow, J. Iversen, although contain analysis and arguments in favor of a certain scientific approach in the context of understanding the outlined issue, but do not give an unambiguous answer. Significant scientific achievements in considering the development of startups by business incubators and venture financing of startups is the work of O.V. Rozghon. Target of research. The objective of the article is to clarify the issue of determining the object of venture investment into innovation activity. Article’s main body. The author of the research argues against the recognition of innovative products and technologies as the object of venture investment into innovation activity, because: 1) innovative product is only the result of production activities (secondary, derivative object), when there is already the object (the object of intellectual property law) having the security document; such a product can be discussed in the context of the characteristics of quality components of the products, taking into account the implementation of a new object of industrial property rights into the innovation process; 2) the concept of technology as an object contained in the legislation of Ukraine and legal doctrine is rather vague and does not clearly answer the question on understanding the object of researched legal relations, since it is mostly a generalizing concept that covers the entire range of relations taking place in the chain of the innovation process. Conclusions and prospects for the development. The purpose of the activity of the objects of venture investment into innovation activity is to create an object of intellectual, creative activity, i.e. the creation of venture entrepreneurship object, which includes inventions, utility models and other innovations, the creation of which are carried out with a certain risk. The interest of the subjects of innovation activity is the positive results of scientific and technical, engineering developments, the result of which is the creation of an object of intellectual creative activity embodied in a certain objective form (a patent, a certificate, etc.). Accordingly, the object of venture investment into innovation activity is property rights to the intellectual product embodied into the material carrier, which is created as a result of basic and applied scientific research, the results of which have practical applicability, mostly industrial one.

The need to differentiate between the categories “digital transformation of agrarian relations” and “agro-innovation activity”, to study their interconnection and to distinguish their legal features is due to the growing relevance of digital technologies in the agrarian sector, the need to implement global sustainable development goals in the agrarian sector and to ensure further development of agrarian legal doctrine, and is aimed at further improvement of legal regulation of these relations. Analysis of recent researches and publications. Leading representatives of agrarian law emphasize that modern agrarian law and agrarian legislation have reached their maximum development on traditional methodological foundations and, as a result, innovative updating of the subject matter of agrarian law is of utmost relevance Article’s main body. At the doctrinal level, it is noted that innovation is not only a new product or service, but also a new technological process, a way of organizing production, changing the structure and creating new markets aimed at meeting the needs of a market segment and obtaining economic benefits. Innovations are systemic in nature, leading to changes at all levels of an agricultural enterprise, as successful implementation requires the interaction of all elements. The author establishes that legal regulation of relations in the field of implementation of agro-innovations is carried out on the basis of general provisions of legislation, but even under the legal regime of martial law, legislative support for the introduction of innovative technologies into the agro-industrial complex is considered to be one of the priority areas of the State agrarian policy. The article points out the following characteristic, specific features of agrarian innovations, such as a long process of implementation, mostly improvement, dependence on climatic conditions and natural zone, etc. These features distinguish agrarian innovations from innovations in other sectors of the economy. Conclusions and prospects for the development. The author has identified the links between the digital transformation of agricultural relations and innovations, and innovative activities in the agricultural sector, and as a result, the author’s own definition of “digital agro-innovations” is proposed. Particular attention is paid to information and technological agro-innovations as a separate type underlying the digital transformation of relations in the agricultural sector. It is concluded that there is a two-way interaction between digital transformation and innovation in agrarian relations, since the former is becoming a new basis for the functioning and development of the innovation sphere, and the development of innovations demonstrates an acceleration of the pace of development of digital transformation of agrarian relations. At the same time, the author of the article states that digital transformation is a generalized concept, unlike innovation and innovation activity, since the latter are the constituent components of digital transformation of agrarian legal relations which belong to the sub-branch of agro-innovation law in the system of the complex branch of modern agrarian law of Ukraine.

Due to the tremendous growth in the evolution of telecommunication system and wireless networks, recent developments in telecommunication system and wireless communication technologies and mobile networks has posed various challenges to the researchers in the field of performance modelling. These challenges require effective performance evaluation tools, techniques and methodologies to design new protocols and robust solutions before a global and wide-scale integrated broadband infrastructure of convergent multi-service networks can be established towards the next generation of telecommunication system with efficient support of multimedia applications. As a result, performance modelling and evaluation has gained increasing importance. This special issue solicits papers on advances in the analytical and simulation based modelling and evaluation of new challenges in the telecommunication systems. The pedagogical conditions of formation of innovative competence of the future primary school teacher are investigated, in particular increase of level of motivation to mastering innovative competence by the future primary school teacher in pedagogical college; the focus of the content of training on the acquisition by the future primary school teacher of innovative competence; integral combination of traditional teaching methods with innovative ones, aimed at intensifying modeling of professional situations on the basis of innovative-activity approach. In the course of the research the author notes that certain pedagogical conditions provide a comprehensive mastery of knowledge and methods of practical activities that ensure successful activities, motivate to master innovative technologies and promote self-realization in modern society of professionals. It was proved that future primary school teachers received a thorough knowledge of innovative teaching methods and technologies; their ability to innovate in the educational process of primary school has increased in the vast majority, they have learned to successfully apply modern strategies in working with primary school students; they were interested in the possibilities of applying innovative technologies; they began to demonstrate the desire for professional self-improvement, the ability to develop innovative skills and make non-standard innovative decisions, the ability to organize their own innovative activities; increased the level of technological readiness for innovation. It is concluded that the pedagogical conditions developed by us contribute to the effective formation of innovative competence of the future primary school teacher.

Актуальність роботи полягає в такому. Туризм закономірно вважають однією з найбільш швидкозростаючих галузей світової економіки XXI ст. В умовах перманентної економічної кризи і, а отже, жорсткої конкуренції основним завданням туристичних підприємств є завоювання (утримання) лідируючого місця у своєму сегменті ринку туристичних послуг, отримання і збільшення прибутку. Одним із способів звернути увагу споживачів на свої послуги є пропозиція ринку такої послуги, яка б відрізнялася від уже існуючих. Цьому має сприяти впровадження інновацій. Питання управління інноваційною діяльністю туристичних підприємств залишається відкритим і таким, що потребує подальшого розгляду з боку науковців. Метою нашого дослідження стало визначення концептуальних засад управління інноваційною діяльністю туристичних підприємств та обґрунтування заходів щодо його удосконалення. Поставлені наукові завдання було виконано за допомогою застосування комплексу загальнонаукових методів: аналізу, синтезу, узагальнення. Досліджено наповнення дефініцій «інновація», «інноваційна діяльність», «інноваційний потенціал» стосовно специфіки туристичного бізнесу та діяльності туристичних підприємств України. Обґрунтовано необхідність залучення менеджерів туристичних підприємств до формування інноваційного потенціалу даних підприємств. Запропоновано трактувати поняття «інноваційний потенціал туристичного підприємства» як можливість перетворення і раціоналізації досвіду і сформованих стереотипів взаємодії суб’єктів бізнес-процесу, а поняття «інноваційна діяльність туристичного підприємства» – як комплекс наукових, організаційних, технологічних, комерційних, фінансових заходів, що сприяють інноваціям. Наголошено на тому, що говорити про інноваційний потенціал підприємства можливо тільки в контексті тандема «інноваційна культура підприємства» та «професійна культура менеджера». Виділено три складники інноваційної діяльності туристичного підприємства: заходи, сконцентровані на пошук або створення нових туристичних продуктів, нових методів обслуговування споживача, політики ціноутворення тощо; діяльність, спрямована на завершення заходів, реалізованих раніше, до рівня інноваційних проектів (послуг, продуктів, технологій), орієнтованих на потреби туристичного ринку; заходи з освоєння інноваційних проектів або технологій виробництва та надання послуги. Наукова новизна роботи – уперше запропоновано розглядати «інноваційний потенціал туристичного підприємства» як можливість перетворення і раціоналізації досвіду і сформованих стереотипів взаємодії суб’єктів бізнес-процесу, а «інноваційну діяльність туристичного підприємства» – як комплекс наукових, організаційних, технологічних, комерційних, фінансових заходів, що приводять до інновацій. Практичне значення роботи полягає в можливості використання досліджених дефініцій «інновація», «інноваційна діяльність», «інноваційний потенціал» у практичній роботі в галузі туристичного бізнесу. Innovation and Foreign Technology in Italy, 1861-2011

This article quantifies the seismic performance of interdependent electric power and telecommunication systems, while also identifying variables with the highest impact on design. We introduce interdependent power and telecommunication models, which probabilistically simulate the physical dependency of telecommunication systems on power via interdependent adjacency and coupling strength, while a topology observability analysis quantifies the cyber dependency of the power system on telecommunications. We also use new functionality-based performance measures, including data congestion in telecommunications and partial observability in power systems, given communication demands upsurging after earthquakes. As an application, our methodology assesses the performance of stylized power and telecommunication systems in Shelby County, TN. Results show that neglecting retrials, congestion, and power interdependency lead to significant overestimation of the performance of telecommunication systems, particularly at low-to-medium hazard levels. Sensitivity results also reveal that decreasing the strength of coupling across systems is one of the most effective ways to improve the seismic performance of evolving cyber-physical systems, particularly when increasing observability in the power system through telecommunication end offices with richer data flow pathways.

A method for QoE parameters prediction in an overall telecommunication system, consisting users and telecommunication network, based on QoS indicators’ values prediction, is overviewed. Four normalization techniques are discussed. An indicators’ Scale Normalization is proposed. Numerical illustrationis presented.

The education of students in the area of telecommunications systems engineering is of rising significance as global economies become ever more reliant upon telecommunications technologies and services. Notwithstanding its broad-based origins from within electrical engineering, the study of telecommunications systems is today recognized as an academic discipline in its own right. The University of Oklahoma (OU) - Tulsa is one of a select few that offers a Master of Science degree in Telecommunications Systems under the aegis of the School of Electrical and Computer Engineering. The degree has been designed with a common set of core courses: Telecommunications Industry Overview, Telecommunications Technology, Network Design and Management, Telecommunications Laboratory, and Professional Project. In addition, students may choose technical electives from among electrical and computer engineering, computer science, mathematics, and telecommunications systems courses. Students may also choose up to six credit hours of approved elective courses in relevant disciplines such as finance, telecommunications management, economics, and industrial engineering. A key resource supporting the program is the Telecommunications Interoperability Laboratory 1 , a facility designed to provide students with unmatched access to carrier-grade telecommunications technologies. Students entering the program are expected to have undergraduate preparation in electrical and computer engineering. This paper describes the curriculum and program goals, as well as the motivation behind their development.

The author describes a program proposes technical education for which telecommunication systems and networks, granting a Bachelor of Technology in telecommunication management. The goal of this program is to encompass many diverse technologies for modern telecommunication systems, physical principles of telecommunications technology, electronic signals, transmission media, modulation, multiplexing, telephony, switching, and analog and digital systems. The program further focuses on the planning, development and policy strategies for managing telecommunication networks. Other management topics considered are cost control analysis methods, operation management, system specification, evaluation and selection procedures, and regulatory environment. This program would provide the upper years of a plus two model, with a strong engineering hardware base to include requirements for accreditation by ABET. >

In this paper author considers the content and purpose of special economic regime as interconnected phenomena. The key elements of special economic regime tend to be governmental aid, additional guarantees of rights of business entities and privileges. Special innovation activity regime should be aimed at realization and protection of interests of innovation activities participants and minimization of risks which accompany this activity. However, the author stresses on impossibilities to a special mode of innovation in the form of a universal constant that would be equally effective for all objects of such regime. Therefore, when forming special innovation activities regimes, it is proposed to apply such methodological approaches that take into account the specifics of an individual is aimed at relations, which direct object is a certain innovative product or technology; subjective approach stipulates peculiarities of innovation activity subjects functioning. The conclusion emphasizes that key factors in special economy regimes formation in the sphere of innovation should be development of national innovation system and especially its infrastructure element, development of legislation in the field of cooperation between each other and with other economic entities and innovative clusters formation

The article examines measures of step-by-step promotion of innovations at industrial enterprises of Ukraine. Economic factors hindering the implementation of new technologies at enterprises are highlighted. This is caused primarily by the fact that during the global economic crisis, enterprises and industries that actively implement and use innovative technologies are competitive. At the same time, Ukraine continues to develop as a country with a high share of raw materials industries, and innovative development has not become one of the main signs of the growth of the national economy. Although positive trends were observed for several years, they were mainly temporary in nature and were replaced by opposite shifts in the economy, which characterizes innovation processes in Ukraine as unstable and devoid of clear long-term incentives for innovative activity. In these conditions, there is a need to identify key problems that hinder the development of innovative activities of domestic enterprises, and to find ways to solve them. The implementation of a marketing strategy for the promotion of innovative projects at small and medium-sized industrial enterprises and the transfer process of innovations at large enterprises to gain their competitive advantages in domestic and foreign markets is substantiated. Emphasis is placed on the existing features of implementation in the conditions of digitalization of global business, which is confirmed by the construction of appropriate layouts and schemes. An overview was carried out to what extent all these technological innovations lead to deep and large-scale changes in the systemic character of economic (and not only economic) relations, reformatting of their very foundations and the emergence of new socio-economic institutions. Thus, the basis of modern relations is not only and not so much property relations, but the possibility of access to certain goods, resources, and information. Radical technological innovations to one degree or another affect and will increasingly affect the technologies of commercial operations, the role and forms of activity of their commercial intermediaries. The process of technology transfer to the real sector of the economy has been improved, which takes into account the joint refinement of innovative projects of innovators with enterprises that are potential bases of implementation, with the implementation of the activities of the Coordination Center.

Sustainable development of the country in the conditions of tough external competition is impossible without the introduction of innovative processes. The investment processes of the country have become even more relevant in the context of sanctions imposed by Western countries. The article is devoted to the analysis of the problems of Russia’s innovative development. The main directions of the innovative formation of the Russian economy are associated with the problem of transition from the old scientific and technological order to the newest way, with the change of poles of influence on innovative activity, as well as with the increasing role of innovation as a socio-economic and cultural phenomenon. Innovative activity over the past twenty years has remained at a low level. The authors indicate the principles of formation of innovation and investment policy of enterprises. The analysis of problems is supported by statistical data. Special attention is paid to high-tech enterprises that create a high-tech product or use innovative technology. In conclusion, the authors of the article offer recommendations for improving innovative development.

Research background: Analytical research is needed to manage innovation development, which is the relevant background of this work. Purpose of the article: The aim of this study is to analyse and evaluate the use of innovative creative technologies to create added value in the face of globalization change. The aim of the study is to compare the dynamics of innovative creative development of Russia and the world leaders. Methods: The Global Innovation Index (GII-2020) is used as a scientific and methodological approach to monitoring and analysing the level of innovative creative processes, based on the study of available statistical sources and studies conducted by Cornell University, INSEAD and WIPO. Findings & Value added: At present, in the conditions of the global crisis and the strengthening of economic sanctions against Russia by the United States and the European Union, the innovative direction of the economic policy of the state is of paramount importance. This is because advances in innovative technologies, more than ever, determine the dynamics of economic growth, the level of well-being of the population. Global innovation indices create an area of research in which innovative factors, including creative activity, are under constant evaluation. This assessment is a key tool for making a decision to improve the development of modern business processes and to determine strategically the priority of the development vectors in the future in order to strengthen the country’s economic position and competitiveness in the face of globalization.
