Research on the risk evaluation method of the Logistics Information Platform

The logistics industry in China has developed into a unique pattern. Logistics informatization is one of the important parts of modern logistics, which distinguishes with the traditional logistics. More and more urgent demands for logistics information generates with the development of social logistics. The key problem that needs to be solved in modern logistics is how to analyze and extract the useful information from a great deal of information. This paper mainly analyzes the potential users of logistics information platform, and proposes a novel design pattern and operation procedure for modern logistics information platform, which promotes the development of modern logistics to some extent.

The informatization of agricultural products logistics (APL) is an objective requirement with the development of agricultural modernization. This paper briefly analyzes domestic and foreign APL, and we suggest a scheme of building logistics information platform taking the situation of Henan province (In the central of China) as an example. Considering the demand of analysis on the platform, the structure, hierarchy and function of the platform are designed by the principle of building an information platform. With the example of Henan province, we hope it could provide theoretical and practical guidance for others constructions of APL platform. The authors Published by Atlantis Press 1796 1.2 Informationization development of Agricultural products logistics With the popularization of information technology, and with the B2B and B2C mode, online supermarkets, chain stores and other modern methods fundamentally promote the development of the agricultural market. Logistics informationization is the essential characteristics of modern APL, and makes modern APL different from traditional one. Logistics Informationization uses modern information technology to logistics, cash flow, information flow and other resources integration. It is used to construct logistics information platform and promote the development of modern APL industry. The research on informatization is related with logistics industry. Yi Quan [7], etc in an article of A research onthe construction of Yangtze River main line logistics information platform, analyzes on the Yangtze river main line feasibility and necessity of constructing the EDI system, and then finally puts forward some Suggestions of EDI system construction. Fu Lan [8] in APL information system design pointed out that in order to realize the modernization of APL, logistics information system construction is the important means, according to the function of APL system, where she divided into seven subsystems. Through the construction of public information platform and function modules with mutual cooperation, the information is sharing between the two sides of supply and demand. Cui Man, Lu Jianjun, Zhao Anxin, Wei Chen [9] from the Internet of things technology, found the low efficiency of logistics and the low degree of information sharing in the existence of coal enterprise, and propose to establish the information platform to enhance information feedback speed and information sharing degrees. 2 DEMAND OF APL INFORMATION PLATFORM Agricultural production is the main economic industry in Henan Province located in the central region of country where it has convenient transportation. This paper gives, taking Henan province as an example, a brief analysis and design of APL information platform. 2.1 Development Status of APL informationization in Henan Compared with developed countries, and domestic economic developed regions, in aspect of infrastructure, information standards, new technology applications, logistics platform construction and talents training, Henan Province falls behind a huge gap, which mainly reflected in the following aspects: (1) Logistics information disconnect, and difficult to trace agricultural product quality safety problems. (2) Poor infrastructure, difficult to establish a unified standard data and collect information. (3) Logistics information is isolated. 2.2 Analysis development of APL with SWOT method S Geographical: a transportation hub for rail, road and aviation for domestic lines of northsouth and east-west. Resources: the largest grain production base, the second fruit and vegetable production. Information network: based on Internet, broadband network information platform is constructing to be perfected. Policy: the local government issued some support policies. W Logistics management: there is no unified management, and different departments manage their own section, and also division of labor and responsibility is not clear. Circulation: unprocessed primary products occupy a large share, and it does not bring value-added benefits; circulation too much, causing an increase in costs IT backward: poor infrastructure and technology development lags behind. O Henan province established a modern logistics industry development planning in Henan province (2012-2015). Relying on a large circulation enterprises and wholesale markets, developing agricultural logistics, and supporting agricultural goods storage and distribution system in the province, to promote the development of logistics

To explore whether or not the problems caused by the payment model drawback of Logistics Information Platforms (LIPs) relates to themselves, the system dynamics (SD) was introduced and constructed the systematic causal relationships among the offline-pay mode drawback and the LIPs described by the causality diagram. It shows the current offline-pay mode used by LIPs would cause decline of their user volume and operational reputation. Accordingly online model was suggested. Furthermore, an system dynamics model to prove whether the online payment model improve the platform operation was established by using VENSIM DSS, where the improvements were denoted by impact of online payment model on the credit value of LIPs. A couple of simulations has been carried out through the model above and verified that the online payment model with different scales can improve the credit value on platform.

Based on the requirements of smart transportation logistics information technology development strategy, this paper proposed planning strategies and designing methods of a integrated transportation and logistics information platform, as well as a specific information platform system architecture and functional model. The technology paths and methods of the functional components of this information platform were also discussed comprehensively.

With the development of Internet information technology and the continuous progress of the modern logistics industry, logistics information technology has become a hot topic in today’s society. In order to integrate the logistics resources of the society, better serve the society, and ensure the smooth flow of information throughout the logistics industry chain, the logistics information platform has gradually developed. This paper mainly takes the “Cargo Carpooling” platform as the analysis object, and based on the Web service, studies the evaluation attribute of the logistics resource information provided by each information service provider in the platform. Through analysis, the evaluation attributes are divided into two parts: Web attribute and logistics attribute, and the qualitative index is quantified by the triangular fuzzy function.

This paper discusses the application of cloud computing in the logistics information platform, First introduced the basic concept and advantages of cloud computing, cloud computing architecture, cloud computing applications in the logistics information platform mode and the basic framework.

The paper analyzes the main factors affecting logistics information platform’s user growth based on system dynamics theory and predicts the user number in the next few years taking a Zhejiang logistics platform as an example. The research supposes the growth is divided into users gather period and stable operation period. At last, the paper gives the influencing rule of service pricing and attractive coefficient on user growth.

Formation of research strategy, and synthetic research evaluation based on the proposed strategy have been considered. The importance of a setup of targets and a scenario of the research program to achieve the targets as a part of strategy formation, and the importance of research evaluation consistent with the research strategy are emphasized. Research evaluation should be performed in three aspects — the research progress, the research depth and the research phase. In the individual evaluation aspect, comparison of the research performance with the research strategy framework is essential and synthetic evaluation appropriately composed of deductive inference, inductive inference and abductive inference is recommended. To make the final integrated evaluation, the synthetic method is very crucial. Examples of research unit evaluation at AIST, and the research strategy formation and evaluation of public research organizations in Nagasaki prefecture are compared with the synthetic evaluation method. The method is thought to be a creative activity that can contribute to extract the value of research and accelerate the future evolution of research programs.

In order to analyze and compare the characteristics and applicability of different water quality evaluation methods applied to lake water quality evaluation, four monitoring sections were set up in Sancha Lake in 2019, 2020, and 2021, and 20 water quality parameters were selected. The single factor index method, the comprehensive pollution index method, the Nemerow pollution index method, and the improved Nemerow pollution index method were used to comprehensively evaluate water quality. The research results showed that the single factor index evaluation method is simple to operate and can quickly determine the water quality category by identifying the worst single water quality indicator. The comprehensive pollution index method and the Nemerow pollution index method determine the degree of water pollution based on the numerical values representing the overall pollution level of the representative water body. The evaluation results showed that except for the evaluation results of the single factor evaluation method with categories II and III, the results of other evaluation methods were all category I, indicating that the water quality was good.

The relative weakness of poor university students in employment attracts more and more attention, and how to encourage poor students to become self-employed and ease the employment tension is a problem highly concerned by the whole society. This paper applies the fuzzy synthetic evaluation method in the poor university student entrepreneurship evaluation, to establish the poor university student entrepreneurship evaluation index system and model. Meanwhile, this paper puts forward opinions and suggestions by carrying out the case analysis on poor student entrepreneurship evaluation index system of a university.

In recent years, governments take more attention on the regional logistics industry. But the regional logistics plan is very difficult to implement, because it lacks the scientific and effective evaluation on current situation of the regional logistics environment. This paper designs the following indexes, including logistics line, logistics center construction, logistics information platform construction, logistics policy, modern logistics market, modern logistics education training and profession standard etc 7 second-class evaluation indexes and 29 third-class indexes, So we set up 4 layers system of evaluation index and make use of multi-level fuzzy synthetic evaluation method, combining AHP and Delphi to evaluate performance of regional logistics environment.

Under the background of "made in China 2025", China's logistics development ushered in new opportunities, which put forward newer and higher requirements for the transformation and upgrading of the logistics industry.The fourth party logistics enterprise is a supply chain integrator.At present, there is a kind of fourth party logistics enterprise based on tripartite cooperation and operation mode in China. That is, fourth party logistics enterprises combine transportation enterprises withinsurance companies, and meanwhile rely on logistics information platform to carry out safety management of freight vehicles. In fact,in the process of tripartite cooperation, there are many uncertain factors, which bring multiple risks to the fourth party logistics enterprises. This paper studies and analyzes the risks faced by the fourth party logistics enterprises, in order to determine the important risk factors, so as to provide decision-making reference for the fourth party logistics enterprises to avoid risks. Firstly, this paper identifies the specific risks in the environment, cooperation, finance and management of the tripartite cooperation model from the internal, external and partnership dimensions, and reveals the mechanism of the risks. Secondly, the analytic hie-rarchy process (AHP) is used to calculate the comprehensive weight of each risk index, and the fuzzy synthetic evaluation method is used to determine the probability of risk. Finally, the overall risk level of X Company is ob-tained by establishing an evaluation matrix and weighting calculation according to the membership relationship between the evaluation matrix and the index weight. The results show that: from the perspective of the dimension of risk importance, cooperation risk and financial risk have the highest risk weight in the second-level index; in the third-level index, the behavioral risk of transportation enterprise, working capital risk and insurance company have the highest risk weight, while the weight of natural risk and political risk is lower. In the dimension of risk generation probability, inter-industry competition risk, transportation enterprise behavior risk, insurance company behavior risk and working capital risk are in the higher probability.

Flooding is one of the most devastating natural events and leads to enormous and recurring loss of life, properties, and resources around the globe. With climate change and accelerating urbanization, flood disasters in China have increasingly affected the sustainable development of metropolitan areas. Risk assessment is an essential step in flood management and disaster mitigation, which provide a quantitative measure of flood risk. However, the difficulty of flood risk zoning is dealing with the uncertainty of the evaluation process and the complicated non-linear relationship between indicators and risk levels. To address this issue, a fuzzy synthetic evaluation (FSE) method based on combined weight (CW) was utilized in this paper to generate flood risk maps at a grid-scale (1 × 1 km). For the case study in the Beijing-Tianjin-Hebei metropolitan area (BTH) in China, fourteen indicators were selected to construct the flood risk assessment model based on the FSE approach integrated with ArcGIS. The research demonstrates that moderate, high, and very high risk zones are distributed in the southeast fluvial plain of the BTH area, accounting for 31.36% of the total land area. Meanwhile, low and very-low risk zones occupy 68.64% of the total land area, and are primarily located in the high plateau and mountain regions in the northwest. We analyzed the risk level of each county and proposed risk mitigation measures based on field investigations. The verified risk assessment results were spatially consistent with the historical flood disaster records and loss positions, indicating the accuracy and reliability of the risk assessment map using the FSE approach. Compared with the IPCC (Intergovernmental Panel on Climate Change) TAR (Third Assessment Report) and AR5 (Fifth Assessment Report) methods, FSE has significant advantages in handling uncertainty, complexity, and the non-linear relationship between indices and risk grades. This study provides a novel quantitative method for flood risk assessment in metropolitan areas and practical implications for urban flood management.

In the case of electricity market reform, the electricity market is becoming increasingly active, and transacted electricity quantity is growing unceasingly and the tradable format is on the increase. Because of the limited energy resources, the level of transaction efficiency has become the focus of attention. In the face of resources diversity of electricity purchasing and selling, power grid carries out transaction under the purchasing and selling coordination which helps to optimize the allocation of transaction resources, improve resources utilization rate, and ensure power grid economy and stable operation. This paper studies the resource allocation levels in the power exchange, and establishes the evaluation index system of resources coordination capability of electricity purchasing and selling. The weight of index is determined by the combination of analytical hierarchy process and entropy weight method. Moreover, based on the gray correlation and TOPSIS method, the trade coordination capability of power grid is objectively evaluated. In the example, the related indicators are calculated based on actual data of the electricity market to get the key information of the purchase and sale integration, and then the information is evaluated synthetically. The effectiveness and correctness of the proposed evaluation system and synthetical evaluation method are validated by analysis on actual case.

Given the lack of a quantitative evaluation method, the paper presents a hierarchically structured method on the evaluation of sub-transmission grid AVC. The evaluation method and implementation steps are proposed, including the performance indices and the evaluation method. For index, some of it including voltage qualified rate, network loss rate and voltage stability has long been familiar to all. When it comes to method, AHP(analytic hierarchy process) and weighted evaluation has been developed and used for years. The current AVC system in DeYang city, China is evaluated using a set of comprehensive evaluation index and the application of fuzzy synthetic evaluation method. The result of the evaluating system including single strategy result and AVC operation result, in specified ratings. The numerical example indicates the reliability of this evaluation system.
